Meeting started at 8 : 15 . Since George Totman was going to be in and out of tonight ' s
meeting ,I Monica Carey was elected to act as Chairperson .
M . CAREY : I guess we will start tonight ' s meeting with Roger Gleason ' s
minor subdivision situation,, tax map no . : 121-1-21 . 2 . Roger
Gleason went bef®re the Zoning ' Board of Appeals ( ZBA ) a and
they gave you a variance on the road frontage ,I correct?
R . GLEASON : Yes . I went before the ZBA last month and was approved 191 feet
for road frontage .
M . CAREY : I do not see any problem in approving this minor subdivision .
V . RANKIN : Made the motion to approve minor subdivision .
S . CLARK : Seconded the motion .
VOTE : ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY .
M . CAREY : Next item of business is minor subdivision at the corner of
Lick Street and Clark Street Extension,, tax map no . : 16-1-18 . 12 .
R . GLEASON : Originally, it was going to be an add-on ,, but for financial
reasons ,, did not work out . Now I am making a swap with my
son for ' 70 feet immediately east of Lot 18 . 11 ( refer to map
named Attachment A ) .
M . CAREY : How many parcels have been sold off the M & L Road?
R . GLEASON : At least five .
V . RANKIN ** What ' s number 3?
R . GLEASON ** That I retain . The parcel 18 . 11 is owned by Roger James Gleason .
M . CAREY : So basically,I he is just squaring out his lot to go to the corner
of the road?
R . GLEASON : That ' s right .
J . PACHAI : Are these in terms of subdivision or boundary change?

George Totman called the meeting to . order at 8 : 16 p . m .
G . TOTMAN : Does s,.)meone want to make a motion that we approve ,, disapprove,, -
or make any corrections to the February minutes?
M . CARE, : _ One thing it should say on the minutes as far as McMasters
is concerned is the hours of operation,, how ' many vehicles ,, and
the type of lighting . I know we discussed it during the meeting ,,
but nothing was ever really approved .
G . TOTMAN : We overlooked the fact that this area was in a low- intensity
area where it is not allowed and was not discovered until after
the meeting ,, therefore ,, could not approve the project . He does
have the option to pursue the matter by apply4j .g for a variance
and presenting it to the 2.,ning Board of Appeals ( ZBA ) .
Does anyone wish to make a motion to approve the. minutes with
the noted changes mentioned above?
G . VANSLYKE : I make the motion to approve the February minutes with the noted
changes mentioned .
M . CAREY : I second the motion .
VOTE : ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY .

M . CAREY : As far as a boundary change ,I we could probably approve that .
We would have to ask George Totman about the parcel . I do not
think there is a time differential .
V . RANKIN : You are keeping the number 3 parcel , right?
R . GLEASON : Yes ,, number 3 is retained .
M . CAREY : I think we could give approval for the boundary change .
V . RANKIN : Yes ,, we could do that .
M . CAREY : I do not think there is anything in the books . If this was
grandfathered,, it would be different . To do a boundary change ,,
you do not need an environmental . For one thing ,( one was
already filled out .
M . CAREY : Someone want to make a motion for the boundary change approval ?
V . RANKIN : Made the motion to approve boundary change .
S . CLARK : Seconded the motion .
VOTE : ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY .
M . CAREY : OK,, Roger . We will have to get back with :you on , the- subdivision
approval for Lick Street and Clark Street Extension .
R . GLEASON : Last month ,, George Totman tentatively approved it .
M . CAREY : Referred to last month ' s minutes to what George Totman stated
as far as tentative approval . Reference was made to approve
boundary change but the subdivision had to be determined yet
as a major or a minor .
M . CAREY : While waiting for Mr . McMasters arrival , why don ' t we approve
last month ' s minutes of the meeting . Are they any questions ?
S . CLARK : Made the motion to approve January ' s minutes of meeting .
V . RANKIN : Seconded the motion .
VOTE : ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY .
M . CAREY : Next on the agenda is D . Jeffrey McMasters and his application to
operate a used car auto sales and repair shop . Do you want to
explain to the Board what your ideas are?
J . McMASTERS : I built a 64 x 32 foot_ garage a couple of years ago . At one point . ,
in my life ,, I ` owned a used - car dealer"ship. I • work for a construction
'. company, right now . It ' s a hobby to me and want to make extra money .
Secondly, the work in this whole area ( economy reasons ) ,, it could
be a good back up . I do not intend to be another Walter Chevrolet .
I intend to buy or sell mostly wholesale vehicles . Mostly through
auctions . I will do little retail .
G . SENTER : If you decide to put a sign up,J you have to apply for a permit .
This is just for your information .
J . McMASTERS : OK .

J . McMASTERS : I have answered all the question on your Site Plan review list .
G . SENTER : Number 3 is all agricultural .
V . RANKIN : Where is this exactly?
J . McMASTERS : I am right across from Jerry Cornelius ' ( sp . ? ) place .
M . CAREY : How big is your garage again .)
J . McMASTERS : Sixty-four feet x 32 feet .
M . CAREY : How many cars do you plan on working with?
J . McMASTERS : I do not know . Three?
J . McMASTERS : Number 4 is in the application . Number 6 is outdoor storage .
( Refer to Attachment Be ) The dotted area is referred to the
outdoor storage area . Number 7 is really not relative to what
we are working with . Number 8 I feel is not applicable . Number
9 is the environmental assessment form which is the SEQR . The only
part not filled out is the project name . I do not know what the
name will be . Is it really significant at this time to have a
name?
M . CAREY : No .
J . McMASTERS : Basically, that is it . I will answer any questions .
M . CAREY : What size lot ? ( Road frontage concerns . )
J . McMASTERS : I have 400 feet of road frontage . The lot size is 3 . 6 acres .
Actually it is two parcels but purchased it as one .
M . CAREY : How many cars are you basically talking about?
J . McMASTERS : I am not sure . I am neat . My intent is not to have a junkyard .
V . RANKIN : We have to set a limit .
J . McMASTERS : If it went to a full-time business , 15 to 20 . Compare it to someone
like Ron McCarty ' s place ,I where there is 50 .
M . CAREY : But that is a commercial zone .
V . RANKIN : How many houses are there around you?
M . CAREY : If we are talking a used car dealership, we would almost have
to have a public hearing .
J . McMASTERS : You ' re probably right . My intent is a full-time operation .
Maximum of 15 cars .
M . CAREY : That is not commercial out there .

G . TOTMAN : I thought you were going to repair cars ,I Jeff?
J . McMASTERS : I am .
G . TOTMAN : Are you going to buy, repair ,, and sell junks?
J . McMASTERS : Not necessarily junks .
G . TOTMAN : Are they going to be turn-key cars? You have to fix them up to
sell them,, right?
J . McMASTERS : Right .
G . TOTMAN : Then ,J they are not really turn-key cars . Are they going to be
outside? I do not ;_ think they have gone over 10 cars because
a precedeA 'ha's been made .
V . RANKIN : You are going to keep it neat and orderly right?
J . McMASTERS : Yes .
V . RANKIN : It is just that we have trouble with those individuals that we
have given approval to and are not sticking by their word to be
neat and orderly .
G . TOTMAN : Expressed audible noise concerns .
There should be no more than a total of 10 operable cars ( turn-key
cars ) and two inoperable cars ,I which is for repair . This is
for outside purposes only .
J . McMASTERS : OK . I will agree with that .
M . CAREY : We have the number of cars figured out . I think we should talk
about parking . Make sure it is in some kind of orderly fashion .
What about working hours for outside--hours of operation?
J . McMASTERS : Any repairs on vehicles will be made inside .
M . CAREY : We are concerned with outside work . Can you provide us with some
kind of time periods?
J . McMASTERS : Hours of operation from 7 : 00 a . m . to 9 : 00 p . m . It ' s zoned
agricultural .
G . TOTMAN : The SEQR form is next .
M . CAREY : Filled out Part II of SEQR with the following answers .
A ) No
B ) No
Cl ) Yes ,, but it is being controlled .
C2 ) No
C3 ) No
C4 ) Yes ,I along with our community plans for Groton .
C5 ) No
C6 ) No
C7 ) None
D ) No
V . RANKIN : Made the motion to check the second box as a negative declaration .

M . CAREY : We need a vote to approve this application on the conditions that
have been presented here tonight .
V . RANKIN : Made the motion to approve the application on the conditions that
we have stated for the number of cars .
S . CLARK : Seconded the motion .
VOTE : ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY .
M . CAREY : Lets go back to Roger Gleason . We have to determine . if it is a,
minor or major subdivision .
V . RANKIN : We did approve a boundary change .
M . CAREY : ZBA approved the 191-foot of road frontage .
V . RANKIN : He sold off five lots since 1982 .
G . TOTMAN : If it ' e been over three years since it was considered a subdivision,,
it is ^ considered a new .
V . RANKIN : It has been more than three years .
G . TOTMAN : I would call it a minor .
M . CAREY : Well if it is a minor ,I we can approve it tonight .
G . TOTMAN : He ' s just adding 70 feet onto an existing lot .
J . HANSEN : As far as a SEQR,, just make an gdjustment _to .anything being added .
M . CAREY : Do we need to do a SEAR?
G . TOTMAN : No .
M . CAREY : Who wants to make a motion?
G . TOTMAN : I make the motion to approve it as a minor subdivision .
V . RANKIN : Seconded the motion .
VOTE : ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY .
For the next few minutes , Jim Hansen and George Totman shared their knowledge and views
on subdivison regulations both on the Town and State levels .
M . CAREY : Next item of business is to schedule Joan Jurkowich to discuss
updating zoning laws .

G . TOTMAN : Either Joan Jurkowich or Tracy Smith . What about having
the meeting March 311( 1994?
Everyone seemed to be in agreement with that date .
M . CAREY .* Any other business for tonight?
No response from the Board .
M . CAREY : OK . Does someone wish to make a motion to close the meeting ?
G . TOTMAN : Made the motion to close meeting .
S . CLARK : Seconded the motion .
VOTE : ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY .
