VANDERCHEK : You have a survey map that was provided for review . G . TOTMAN : One is 6 acres and one is 1 . 8 acres . Are you with us? Groton Planning Board ( GPB ) reviewed survey map . G . TOTMAN : As far as road frontage , more than 200 foot on parcel A . If someone has over an acre of land and over 200-foot road frontage is qualified . Lets fill out the SEQR . G . It was brought to my attention that you are in the wrong zone to have that approved . These people live on the same same side of the .Cortland-McLean Road . GPB reviewed the zoning map thoroughly . Under Section 133 . 1-Retail Sales and Service Activities-If you look under the , low-density zone , there are quite a few zeros , which means that it is not allowed ( retail sales ) . Page , 2 ­ Now, convenience sales and service ( Section 133 . 13 ) is allowed under the site plan review . General retail sales are not allowed . G . VANSLYKE : What is M Zone? G . TOTMAN : Medium zone . GPB members discussed at length the zoning map --.and the sections of the rules and regulations . G . TOTMAN : Maybe we should have J . LONGO explain what they will be doing . What kind of hours are you going to be having . J . LONGO : Twenty hours at Christmas . After Christmas ,, close down for about a month . In the summer time, only on weekends . G . TOTMAN : The permits are valid for a year . How are we going to classify this , retail sales or convenience sales? What is your decision on this? As far as hours ,, what , 10 to 5 weekends and 6 to 8 or 9 pm weekdays? J . LONGO : Evenings 6 to 8 p . m . G . TOTMAN : They will be making crafts and selling these crafts out of their home . You have to have parking . Want to make sure that there will not be a traffic hazard . G . VANSLYKE : What does it mean by conveience sales and service? Like a convenience store? G . TOTMAN : Means retail sales of tobacco and magazines ,, drugs relating to drug store sales . G . VANSLYKE : OK . Go back to general sales . G . TOTMAN : That is not allowed . II J . LONGO : Can we sell pre-package? G © VANSLYKE : Cannot consider it home business . If the print shop is - like a home industry ( making baskets ) , why would that not qualify him? What about convenience? G . TOTMAN : Section 131 . 14 ( Page 18 ) -General Retail Sales . G . VANSLYKE : I don ' t see calling it a drop-off station . Co TWIGG : Unless sombebody came back and had an axe to grind, you have to classify it as something . G . TOTMAN : You have to hold a public hearing . In that same area,( you could have food sales and service , funeral home, but you have to go what is in the book and up to the Board to make a decision . C . TWIGG : If we did not have to look up the decision , we could do it . G . TOTMAN : But that is our job- to look into it . If there is a legal way to do it we will schedule a public hearing . McFALL : We will be closed on Sundays and Mondays . During the week, up to 6 p . m . G . VANSLYKE : How are you going to advertise this? J . McFALL : Sandwich board and The Shopper . G . TOTMAN : Do you have permit for sign? J . McFALL : Yes . B . McFALL : Do we have to have a permit for the portable sandwich board? G . SENTER : Good question . We will have to check into it . G . TOTMAN : G . Senter is responsible for permitting the signs , portable or not . Hours of operation again - are . . . . J . McFALL : No Sundays or Mondays and 10 to 6 p . m . Tuesday through Saturday . What if I want to open up on a Sunday? Do I have to get a special permit ? G . TOTMAN : You are going to sell crafts with off-street parking ? This permit is to read to sell crafts and homemade jams and jellies from 10 to 6 . The property is way out in the country . You have to use some discretion as far as do we have to hold a public hearing ? How far are you from neighbors ? C . TWIGG : Will not make any further noise or creat any traffic . It is not an after-hours thing . I do not see any reason for a public hearing unless we have to have one to make it legal . G . TOTMAN : It ' s up to your discretion . Let ' s do the SEQR review . I am completely '.-surrounded by neighbors . This 11 will still leave me with 65 more acres on the opposite side of Stevens Road . G . VANSLYKE : Where are the lots that you have already sold? What side of the road? A . STICKELS : On the same side of the road . GPB reviewed with a sketch map . A . STICKELS : I do not own corner lot on Hart Road . G . TOTMAN : Three parcels to Bill North . We are looking at finishing off a parcel . of land . Because of the way the ordinance is written , we have to hold a public hearing . There are going to be no utilities . Before a public hearing , we have to have a survey map . A . STICKELS : Are you to say that I need to have it surveyed? G . TOTMAN : We will need to have maps . C . TWIGG : Why won ' t a sketch do? G . TOTMAN : You can provide a tax map . A . STICKELS : Yes ,, I would like to have a real estate auction . G . TOTMAN : Sale would be pending Planning Board approvalow A . TWIGG : Too much of an expense to get it surveyed . A . STICKELS : I meant to say a preliminary plat map . G . TOTMAN : Draw a sketch map with good dimensions on it for the public hearing . Anybody that is going to buy the property is going to want to have it surveyed anyways . Up to GPB if they want to set up a public hearing . M . ROGER GLEASON BOUNDARY CHANGE ON SUBDIVISION,, TAX PARCEL NO . : 16-1-18 . 12 R . GLEASON : Provided a plat map and GPB members reviewed . G . TOTMAN : Do you own near the school house now? R . GLEASON : No . People in Botavia own it . We are wondering if we can get clear title . C . TWIGG : This has to be continuous footage . V . RANKIN .& I am talking about taking 17 foot off the 60 . GPB members again reviewed map at length . You have to make a formal application for this part here . ZUBAL-Apply for boundary change 300 feet adding to lot at Clark Street Extension and Lick Street . M . CAREY : As long as there is no land-locking involved . G . TOTMAN : To grant a boundary change ,, it would make the subdivision illegal . You will apply for this . We will turn it down because you do not have the 200-foot road frontage . Then go to the ZBA,I and if you get that approval ,; then come back for GPB approval . ROBERT WALPOLE-INFORMATION PURPOSE MEETING SMITH ROAD-TAX PARCEL NO . : 25-1-12 . 2 R . WALPOLE : There are 39 acres . We may sell entirely as one unit . V . RANKIN .* Where on Smith Road? R . WALPOLE : Used to be Dave Pierce ' s . Up past Bogardus ' residence . This is a FYI to let the GPB that there will be some activity going on . Engineers will be working it next week sometime . BANKRUPTCY ISSUE-TOWNLINE ROAD-TAX PARCEL NO . : Applied for a building permit . Have been turned down . Will be going to ZBA next week . We have a 38-acre parcel with 25 feet that borders Townline Road . R . WALPOLE : Provided a plat map where GPB members reviewed . G . TOTMAN : Are you taking this to the ZBA? R: WALPOLE : I am looking for a blessing from you before going to the ZBA . Mention of flag lots and previous rules and regulations were discussed . G . TOTMAN : This is the situation . If the GTB approved flagged lots , we would not have this problem . Mr . Walpole is looking for a blessing from us to support his belief of having it be flagged lots . What is the GPB ' s feeling on this? It would mean suggesting flagged lots to the GTB that it would be good land use for Town of Groton . C . TWIGG : Makes the motion for flag lots . G . VANSLYKE : Seconds the motion . VOTE : ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY . ***Additional information on Townline Road* ** ** 48 . 7 acres for site plan review where prospective buyers wants to build a retirement home and to hold action pursuit games between 15 to 20 times per year . JOAN JURKOWICH-COMPREHENSIVE PLAN G . TOTMAN : We met with Town Board and J . JURKOWICH is giving us new draft . We will notify changes to Groton Town Board . J . JURKOWICH : There was not much change in Echoe Units . More discussion on internal lands . Theresa Robinson wanted to know how to access land from road . G . TOTMAN : Let leave as is . J . JURKOWICH : Change made in Capital Improvement Program ( Page 51 ) where the Plan did not address sewer and water . Only thing on map 10 shows drainage . Areas with little xs will run steeper . Any development to show a sewer system . Provided a new map . Another change will be the shortening of the executive summary . This - does not show any appendix . M . CAREY : Now we have to plan a public hearing . G . TOTMAN : Provided a cover memo listing changes in the Plan . Time and date of public hearing should be set . How about sometime in later part of September? September 23rd? J . JURKOWICH agreed to write cover memo . GPB Members conferred calendars . A date was set for September 16 . MARY DECKER-REPRESENTING MARC AND DEBRA PEROSIO-BOUNDARY CHANGE-LOT # 1-TAX PARCEL NO . : 15-1-1 M . DECKER : I am here to ask the GPB to approve a change of boundary for Lot No . 1 w/ well . This one-acre lot with 200 ' of road frontage was already , given subdivision approval on 4/l/93 . The boundary change would add about 20 acres to the current parcel for a total of 21 acres . Reason being to support their two horses . G . VANSLYKE : Makes motion to approve boundary change by adding 20 acres to Lot No . 1 . V . RANKIN : Seconds motion .
