George Totman called the meeting to order at 8 : 10 p . m .
Review of minutes from meeting held Thursday ,, May 20 ,1 1993 . G . VanSlyke
made a motion to approve May ' s minutes . Monica Carey seconded . VOTE .
ALL IN FAVOR : MOTION CARRIED UNANIMOUSLY
ELEANOR MUNSON SUBDIVISION , ( MINOR )
G . TOTMAN :
With review to May ' s minute' s , ( during Public Hearing ) , the question
is whether or not GPB can legally pass a Subdivision or not with an
underground piping used for draining going through other citizens '
property . GPB directed the Chairman to meet with the Town Attorney
to find out the legalities : of situation . The Chairman asked another
member of GPB to attend this meeting . The other member is Cecil Twigg .
Mr . Totman welcomed Cecil ' s comments of the meeting .
Co TWIGG :
The Town Attorney more or less stated it was none of our business .
Put on Plat Plan what and where ditches are and that the responsibility
belongs to the buyer ( s ) asifar as looking it up .
G . TOTMAN :
The reason for welcoming Cecil ' s comments is so that there would be
no confusion and / or diffusion in what was actually said during the
meeting with Town Attorney . Mr . Totman stated that Phil Munson is
going to locate _ the . pipe - around the two pieces of land and that the
information will not be on ; ithe Plat Plan when he sells the land .
Mr . Totman welcomed any further questions and suggested a motion .
G . VanSlyke made a motion to approve the subdivision with the G .' Totman
including the stipulation that if the drainage pipe is still there ,,
it must be shown on map . If it is not there ,( it is not for our
consideration . Mr . . Totman asked if anyone would like to second the
motion . Monica Carey seconded . VOTE : ALL IN FAVOR : MOTION CARRIED

It ' s Donna Lester ' s property next to Eddie Eleon ' s ( sp . ? ) . A trailer
with a horse barn on property . Larry Lansing and Ms . Lester are
living together . Mr . Lanniling has been a small motor repairman most
of his life and is currently unemployed and wishes to start up a
self - employed business doing small repair work . Most of his operation
will be conducted inside the barn .

Make sure it does not run into neighbor ' s property .

He is asking for a special ''permit .

He knows he has to apply for that separately . He wants to sell some
small equipment .
V . RANKIN :
What- is the parking , on here ?
G . TOTAMN :
That represents parking which is way off the road .
V . RANKIN. :

Makes a motion to approve it as long as he does not make storage any
larger than what is on print .
C . TWIGG :
As long as it looks good ,t it does not make that much of a difference .

special permit says that the , designated area is the same as what is

Ten feet across front of buililding ( the width ) = - plenty of room and it
will of be an eye „ sore . ' This will probably fizzle out in six months

GPB reviewed the lot map thoroughly because there was some confusion
as to how many lots are beling reviewed . ( What is existing in Village ? )

What you see in the Village above the line is correct .

last week .

This guy is going to be tough to control .

Another bozo .
GPB took time to review last week ' s minutes .
C . TWIGG :
Says he counted 21 .
G . VANSLYKE :
Did not have the opportunity to count the cars .
G . TOTMAN :
Says he counted ' 23 . Asked Carol Marks to get previous special permits .
If we are in a residentiali; area like he is in , we have to be consistent
in our decisionmaking . Weshould think about our consistency . For
example ,, Donald ' Scheffler l,( sp . " ) situation .

Checked out Donald Schefflerll' s area . Everything is OK . Truck Stop
is in a different district . , Sherry O ' Brien is not to get a renewal
for permit if he is not in agreement of his present permit .
G . SENTER :
My point of view is that Shelrr has been doing this for a long m

V . RANKIN :
All his cars are junk cars
G . TOTMAN :
If we are going to have rules and regulations and we may deny someone
of having a permit because of inconsistencies in the past ,, then what
we are doing is fruitless . These are the rules . If citizens are not
abiding by them ,( we will pull the permit ( s ) .
G . TOTMAN :

What M r Locke agreed to lalst year was no more than 3 cust.omer _ cars for
repair .. si :tting outside ; no more than used cars ( turn - key cars ) for
sale in an orderly fashionol Obviously , he has not met that since day
one . In the same token ,, Do ii nald Scheffler does not have that problem .

" For Sale " sign is back up ? They used to have goats .
G . TOTMAN :
He is buying cars for old parts to fix cars that need repairing and
turns around and sells these " re - built vehicles . "
V . RANKIN :
Lay the rules down . If you want to re air

store .
G . TOTMAN :
What about giving him the same deal as O ' Brien . No more than two junk
cars .

I say do not give him anything .
G . TOTMAN :
We have to be consistent in our decisionmaking . We are in a position
where we cannot give it to him . The State law says no junk cars
allowed . The Town ordinance' says if more than two ,, have to apply for
a junkyard license . Leave hours of operation the same . Do not
give him more than two cars -; he will have to apply for a junkyard
license . . I would rather designate an area where the turn - key cars are
to be parked . If he has cars that rune he is in violation . .
V . RANKIN :
If you do not put a number on it ,� no matter what you dor, he is not
going to abide by it anyways .
G . VANSLYKE :
Give me a number of how many cars .
G . TOTMAN :
No more than two junk cars ; ;' no more than four customer cars .

One row by the road side .
G . TOTMAN :
Majority of cars running are turn - keycars . If he keeps the total to

nine( it would not be so bad .
G . SENTER :
He has four to 6 personal cars .
G . VANSLYKE :
Lets make him happy and give him nine total .
G . TOTMAN :
Five turn - key cars ; 3 customer cars . If we grant this and he is ,
in violation, we will pullihis permit . We have to do the same with
O ' Brien .
G . SENTER :
Already spoke to Sherry about being in violation .

G . TOTMAN :
Five turn - key cars perpendicular to the road ; no more than four
customer cars in an orderly fashion ,* no more than two so - called
junk cars on the immediate south side of the garage . Same goes
for the customer cars . Outside noise for repair should . be limited
to not before 7 a . m . in the morning and after 8 p . m . at night .

G . TOTMAN :
This questions was directed for G . Senter . There- are several
complaints against O ' Brien ' s situation . Do you have any qualms
about enforcing the rules and regulations of zoning . We have to
show consistency before a mockery arises .

M . Carey :
Asked about the Truck Stop situation . Aren ' t there a lot of junk
cars up there ?
G . SENTER :
I do not have a problem in ',,' buckling down " .
G . SENTER :
Commented on Truck Stopsituation . How can you 1 y tell dunk cars from
non - junk cars ? He asked how many inoperable cars are in back . He
received the answer of three . Two are in operation . Inoperable
and / or junk cars are very gray words .
M . CAREY :
Was not lined up in an orderly fashion .
G . SENTER :
Just stop in and talk to the man . He ' ll welcome you .
G . TOTMAN :
In a commercial area and in a business to sell cars .
M . CAREY :
Just had trucks PIII
, before and � now he has cars and makes it look more
cluttered .
G . SENTER :
Let them know you are watching .

From the general public ,?7 have notheard a complaint about the truck
stop . Complaints on O ' Brien and Locke were received . What are you
doing about it ?
The residential zone stops at Lick Street .
G . TOTMAN :
Write a letter to Wayne Locke and inform him of our decision . Will
not get special permit until he complies .
G . SENTER :
He at first complied . Shortly after ,, he did not comply .
G . TOTMAN :
What about O ' Brien ? Are youlllgoing to make him comply before end of year ?
G . SENTER :
He has done it for so long . I'IFifteen years .
G . TOTMAN : it
What about giving him a time limit before pulling the permit ? You can
pull it or we can pull it . IlEither way .
Reason why I am asking is to be in consistency with treatment .
( Time frame ) .
G . SENTER :
Will make the final decision to set the date . Wants to give whole
situation the proper consideration . It will be decided before the
season changes .
V . RANKIN :
