PLANNING BOARD ( * Denotes Members Present ) * George Totman ,, Chairman * Cecil Twigg * Monica Carey * Verh : Rankin * George VanSlyke Sheldon Clark PUBLIC PRESENT Roger Gleason George Totman called the meeting to order at 8 : 12 p . m . Review of minutes from meeting held Wednesday ,, •' June . 23 ,, 1993 : • G . VANSLYKE made a motion to approve June ' s minutes . MONICA CAREY seconded . VOTE : ALL IN FAVOR : MOTION CARRIED UNANIMOUSLY PRELIMINARY SUBDIVISION ON OLD STAGE ROAD-ROGER GLEASON G . TOTMAN made additional copies of map for the members to review . GPB re = viewed and discussed at length . C . TWIGG : It looks like he is doing a boundary change . R . GLEASON : " There seems to be a small problem . Because the Old Schoolhouse boundaries aren ' t where they are suppose to be on this .tax - map . I am about 10 feet into the schoolhouse boundaries . G . TOTMAN : If there are going to be any adjustments made , it will be a boundary change to make it legal . Otherwise ,, you will have to go to the ZBA . R . GLEASON : The people are willing to make the boundary change ,, but it is a " reversion " title . M . CAREY : What is a " reversion " title ? R . GLEASON : In this case ,, it went to the original assignees ,, which meant the ancestors of the people that gave it back in 1800 ,, got it back . The others just reverted back to the owners at the present time . According to my lawyer ,, there is a problem with the title . Could be costly and time - consuming to get an updated and / or corrected title . The person who is buying it is my counsin in Hartford ,, Connecticut . Town - of - Groton - Planning - Board - Meeting - - - - - - - . - - - - - - Page - 2 - , - - G . TOTMAN : What we are actually talking about here is a boundary change in one large lot . V . RANKIN : There is nothing wrong with it ,I is there ? G . VANSLYKE : Is this coming off the main Howe farm ? M . CAREY : Would we have to have a public hearing on it ? G . TOTMAN : Answer to G . VANSLYKE ' s question , " Yes , it seems to be . " If over five lots ,I it is considered a major subdivision . In this particular case ,, you have a 10 - acre lot . The ordinance ,, itself , is really not designed for someone like Roger . You can have apublic hearing . ': How is the Planning Board handling Roger Gleason ? " If you pass this ,, R . Gleason has to come in with a plan . He has had more than one major . C . TWIGG : Did you have a major on that side of that side of the road in that corner ? R . GLEASON .* Up on Lick Street last year . V . RANKIN : Made the motion for ROGER ' s request for a one - lot sale of 10 acres and 400 feet of road frontage ,, even though it is a part of the major tract of road that he has had previous major subdivisions on ,I that the GPB recognize the fact . that - it is a part of a major subdivision , but because it is a '10 - acre lot ,, no need to hold a public hearing and waive the ; other requirements for the major subdivision lots and approve it as a 10 - acre , 400 + road frontage lot . Co TWIGG : Seconded the motion . VOTE : ALL IN FAVOR : MOTION CARRIED UNANIMOUSLY BOUNDARY CHANGE FOR ROGER GLEASON G . TOTMAN : Roger Gleason is here to ask for a boundary change on Tax Parcel , # 121 . 1 . 21 . 2 . R . GLEASON .* The boundary change will be added to 121 - 21 . 2 . G . TOTMAN : So he is asking for a boundary change of 1 . 87 . Town - of - Groton Planning Board Meeting - - - Page 3 G . TOTMAN : The boundary change for Lyla and Doug Pierce to the east portion of the property and they are adding 83 feet across the front and 611 feet deep ,I which comes to 1 . 87 acres . M . CAREY : Made a motion to approve boundary change . G . TOTMAN : Are there any further questions ? C . TWIGG : Seconded motion . G . TOTMAN : We forgot to do a SEQRA . G . VANSLYKE : If a SEQRA was done for the subdivision before ,, why does one have to be done again ? Co TWIGG : Verl did mention that we were going to bypass all that . G . VANSLYKE : You don ' t have to do a SEQRA for a boundary change . G . TOTMAN : Is everybody in agreement of a negative declaration as far as the SEQRA is concerned ? All members were in compliance . C . TWIGG : Made a motion for the above . G . VANSLYKE : Seconded the motion . VOTE : ALL IN FAVOR : MOTION CARRIED UNANIMOUSLY . G . TOTMAN : Roger ,, was a new survey made ? R . GLEASON : No . Town - of Groton Planning Board - 4 G . VANSLYKE : They did not re - mortgage through a bank ,, but through Farm Credit . G . TOTMAN : Can you come in tomorrow ,, Roger ,, and fill out a form for the boundary change ? R . GLEASON : Not until later in the day ,, like afternoon . G . VANSLYKE : Will not go for a variance on the one lot . C . TWIGG : How deep do you go ? Old Stage ? R . GLEASON .* No . REVIEW CIRCUIT RIDER G . TOTMAN : Since everyone has not taken the chance to read the material that was sent to them in the mail , why doesn ' t everyone read it over the weekend . After looking at Master Plan , we have to look at the ordinance involved . If you do not agree with what is involved ,, call me . We should have all of it read and come to some agreement and meet with Joan J . before going to Groton Town Board or having a public hearing . C . TWIGG : At least give them ( GTB ) the opportunity . G . TOTMAN : When do you want to set a date to meet with Joan ? Everyone was in agreement with Thursday ,, July 29 ,, 1993 ,, at 7 : 30 p . m . G . TOTMAN : Before we adjourn ,, there is a pamphlet that tells you about the powers the Planning Board has on subdivisions , zoning laws , etc . It is a brief " update " . I find it very helpful . It is a subscription rate of $ 36 and is published seven times per year . It is called Across The Boards . Does anyone have anything else to add or comment for tonight ' s meeting ? G .
