PLANNING BOARD ( * Denotes Members Present ) * Monica Carey Verl Rankin ( Please note that there * George Totman , Chairman Sheldon Clark not enough members present * George VanSlyke Cecil Twigg for a quorum to make any decisions . ) PUBLIC PRESENT Mr . & Mrs . Philip Munson Mr . & Mrs . Wayne Locke Nial S . Smith Lawrence Lanning Joan Jurkovich George Totman called the meeting to order at 8 : 17 p . m . PHILIP MUNSON CASE Groton Planning Board felt there was nothing wrong if water line drainage was available . GPB was asked to get the town attorney involved to receive a legal opinion on situation . Mr . Totman and Mr . Twigg both met with town attorney . The attorney ' s opinion is agreeable if noted on Plat Plan / Survey Map where drainage will be available and if all other criteria is met ,I there is no ,. obj;ect on for approval . PMr . Munson _ . expressed concern to have a ditch run through a plot makes it a " blemish . " ( Mr . Munson and GPB reviewed map . ) Mr . Munson just wants to make sure there will be no " blemishes " . GT : For the record ,I ditches running through parcels 3 and 4 ,, make sure a survey map , is done . Because there was not a quorum , GT informed Mr . Munson that he will advise him of the approval /disapproval of his situation . ( Most situations ,, a survey map is usually brought to the Board up front . ) PM : Do you put ditches on everyone of your maps ? GT : If you are not aware of it ,( you are not going to have to put them on the map . PM : You do not ask how many ditches there are . The GPB OK ' d -2,1 acres of unsurveyed land last year . GT : That situation went to the ZBA . I have to make sure it ' is not land - locked . PM : When can I start selling lots ? GT : Go ahead and sell the first one . It is up to you when you want to sell your lot ( s ) . Just make sure the survey is done FIRST . Town Of Groton Planning Board Meeting June 17 , 1993 Pg . 2 LOCKE SPECIAL :PERMIT CASE . GT : Do you want to discuss and / or make any outlines ? ( Pulled out past special permits to provide research ( Johnson , Scheffler ,� etc . ) Have the Board look them over so they can be consistent in their decisionmaking . " Turn - key cars are not considered junk cars . " If a stranger was to ride by your area ( Mr . Locke ' s ) , he / she would think that there was no ordinance in this town . WL : A gentleman friend of mine is going to be bringing in . some gravel . GT : Looks like there is a convention going on there . GVS : How many are there now ( cars ) ? WL : 12 . MC : How many are in the garage ? WL : 2 . GT : Are these customer cars ? WL : Yes . WL : So what you ' re telling me is that you ' re not going to let it go . GT : I do not make the decisions here . You have to understand our situation . WL : You have to understand mine . I have a responsibility to feed my family . GT : Let me by hardnosed for a minute . ( Mrs . ) WL : Now ,, there is no reason to play hardnosed here . GVS : While reviewing last month ' s minutes , he wants to know - how many . total vehicles were allowed originally . GT : No more than three customer cars outside since last May of 1991 . No more than five turn - key cars . GVS : You have four personal vehicles ? WL : Four since my daughter moved back in . MC : Is there enough room . to put three cars in garage ? WL : Yes . Did you check out the Truck Stop ? GT : You have to remember that they are in a commercial zoning area . You are in a residential area . WL : Oh ,, I see . I did not realize that . So they can have as many cars as they want ? GT : They are limited to so many junk cars . ( It was discussed at length what the total cars would be permitted . GVS : Explain the difference between turn - key cars and customer cars . GT : Turn - key cars are . for sale . .. . Cust.omer cars are not . WL : Can I get a variance to build another house on that property ? GT : We do not do variances . GVS : You have four cars up for sale ,I right ? WL : Yes . GT : We will have to ' get with the GPB and renegotiate your situation. You have a •reprieve to - operate until _a decision is made . NIAL SMITH WOOD ROAD SUBDIVISIM TAX LOT NUMBER : -- 28 - 1 - 51 . 2 GT : Does not see any problem here . Any questions ? MC : No . GT : No need for you ( NS ) to be at next meeting unless a public hearing is scheduled . If it is OK ,, we can pass it without you being there . It is doubtful that there would be a public hearing . LARRY LANNING WANTING TO OPERATE LAWNMOWER BUSINESS Mr . Lanning lives on Salt Road . GT : Wants a site plan review to what used to be the horse barn and wants to make repairs . LL : Had a few too many hardships ,, both professionally and personally . Does not want any junk . Wantsa 30 x 60 building at most . I 11 would pick up mower / chainsaw ,, fix it ,, and take it back . GT : Wants to have a business operation for repairing lawnmowers and / or . chainsaws . Permission for a row of lawnmowers for sale when the situation may arise . LL : Should not be any more than two or three customers cars at one time. MC : Do you own the mobile home ? LL : No . MC : Who owns the barn ? Town Of Groton Planning Board Meeting June 17 , 1993 Pg . 4 LL : Donna Lester . GT : Does not see any problem as long as junk does not appear on premises . GT : Draw a sketch of how operation will appear on paper and drop it off for Carol here in the building . JOAN JURROWICH , MASTER PLAN DRAFT JJ : Present the Master Plan Draft of Mission Statement and Goals . Met with Town Board . Any questions? GPB : None . JJ : Land Development Options - ECHO HOUSING . MC : Are there companies around that lease ECHO units ? JJ : Yes . As a matter of fact ,, BOCES is involved in ECHO units . GT : Expressed advantages of ECHO units . People are more comfortable with familiar surroundings and people they know . It offers personal privacy . Sometimes wires are used between units for communication / emergency purposes . JJ : There is a great family - oriented advantage for ECHO housing . MC : Thinks it is a great idea along with GVS in agreement . GT : Any other questions for JJ ? GVS : What was Phil Munson upset about ? GT : Mr . Munson feels a little " paranoid " because of previous personal mishaps . He feels singled out sometimes . Mr . Scheffler made an offer to Phil M . , but the offer was not even appealing to Phil M . because Phil M . could get a lot more money and Scheffler is being a " block " as far as Phil M . trying to sell this subdivision . George Totman suggested to Board that we set up another meeting to make decisions on the above - referenced matters since a quorum was not available . .
