George Totman opened the public hearing at 8:05 p.m., read the public notice, and invited
any questions from the public present. As there were no questions from the public, George
Totman closed the public hearing atI18: 10 p. m. contingent to reopening if any questions are
raised.

George Totman opened the public helaring at 8 : 15 p.m., read the public notice, and invited
any questions from the public present. Mr. Totman began by explaining that because this
proposal is across the road from the Village Water Works, it was brought to their attention
and for their review. 'The Board of Wa11 ter Commissioners responded with a letter with their
recommendations as follows: proper culverts be put in place to carry the flow of water away
from the water works;,, and that no underground 'fuel tanks be allowed. George Senter
wanted clarification as to whether these recommendations would be included in the
subdivision requirements; George Totman confirmed they would be included. George
Totman closed the public hearing at 8:22 p.m,

_ that flow south to north. Roger indicated that there are two culverts; one on lot #7' and the
other on lot #2. George Totman explained to Mr. Munson that if the Planning Board
approves this proposal with the stipulations that it meets the water flow needs of the water
works, he should meet 'with the developer and the Board of Water Commissioners to discuss
mutually-agreeable options. Mr. Twigg, added that the Board of Water Commissioners may
not be as concerned with water flow as %with the possibility of contamination. Roger added
that the water works already has a conversion ditch around its property. Mr. Totman
commented that the Board of Water Commissioners is concerned about the ditches being
adequate to handle the increased water flow.
Mr. Munson was concerned that he was IIIbeing asked to alter the existing drainage. Both Mr.
Twigg and Mr. Totman agreed that the letter from Ms. Lyon seemed to infer that idea: Mr.
Totman suggested to the ° board members 1; that they approve the proposal, but request that Mr.
Munson meet. with the Village Water Works to work out an agreement. Mr. Totman
emphasized that the Village Water Works' concerns need to be seriously considered.

Monica Carey made a motion to approve this 'subdivision with the stipulations that all fuel
tanks be above ground, and the culverts meet the approval of the Water Works and the
Highway Superintendent; Cecil Twigg seconded. VOTE: ALL IN FAVOR; MOTION
CARRIED UNANIMOUSLY
SITE PLAN REVIEW, Donna Parker, Wood Road, Tax Map # 28.1.51.4
Donna Parker appeared before the Planning Board to request approval to establish a
hairsalon in her home. George Totman explained that this would be an allowed use in her
location. Monica Carey questioned Ms. Parker about the quantity of parking available at her
home. Ms. Parker explained, that she has a 100-foot driveway with a two-car turnaround, but
will be expanding that for a third space. Mr. Senter explained that if she has any employees

Ms. Parker asked about signage dimensions, to which Mr. Senter responded and also
explained that she will need to apply for a permit for the sign.
Monica Carey made a motion to approve this request with the stipulation that there be no
off-street parking; Verl Rankin seconded. VOTE: ALL IN FAVOR; MOTION CARRIED
UNANIMOUSLY
SUBDIVISION, Eleanor Munson, Munson Road, Tax Map # 31-1-1.12
Pete Munson appeared before the Planning Board to request approval of a seven-lot
subdivision of property belonging to Eleanor Munson on Munson Road. He described the
proposal and explained that there is a large culvert that runs north/south across Sovocool
Hill Road.
Monica Carey was concerned about several of the lots being wet. George Totman explained
that the Munson's will have to go to the Health Department to get PERC tests done and also
for approval of the septic systems.
The Planning Board reviewed the SEQR and received a negative declaration.
Monica Carey made a motion to approve this as a preliminary plat, waiving the requirements
for topography maps and the identification of all trees with an 8"+ diameter, and to schedule
a public hearing; Cecil Twigg seconded. VOTE: ALL IN FAVOR; MOTION CARRIED
UNANIMOUSLY
Mr. Munson explained that because of the cost he doesn't want to have to have all the lots
surveyed before bringing this proposal to the Planning Board for final approval. George
Totman explained that if Mr. Munson plans on subdividing all seven lots, NYSEG needs to
become involved, which may involve a substantial investment. Mr. Munson decided to
eliminate two of the lots to bring the total under five lots, which then becomes a minor
subdivision. Mr. Totman explained that Mr. Munson will then not be able to bring this
before the board again for the other two lots for three years. George clarified with Mr.
Munson that he will be resubmitting this proposal for five lots instead of seven; Mr. Munson
confirmed.
A public hearing was scheduled for May 20, 1993, at 8:00 p.m.
