HomeMy WebLinkAbout1993-02-09 TOWN OF GROTON Planning Board Meeting Tuesday, February 9, 1993; 8:00 p.m. PLANNING BOARD (" Denotes Members Present) * Monica Carey George Totman, Chairman * Sheldon Clark' Cecil Twigg * Verl Rankin George VanSlyke PUBLIC PRESENT Jeannie Barrett Joan Jurkovich Joan Jurkovick and Jeannie Barrett appeared before the Planning Board to give a progress report. Jeannie Barrett explained that they would be discussing three issues: intermunicipal cooperative issues; infrastructure; and natural resources. Intermunicipal Cooperative Agreements Jeannie explained that after some research she discovered that there are several existing intermunicipal cooperative agreements as follows. The town and the village share ditching responsibilities. The town has a backhoe and the village has a ditcher. The town provides 9 a e village with snowplowing services. Both the town and the village rent a paver then send n61yy�& trucks. They share do& control services, and a truck and a shredder. The town contributes to fire and ambulance services, to the child development center, and gives the village $10,000 for the park. They have a joint court, share computer system, and have a joint youth commission. The town residents receive water from the village. There is a cooperative agreement with Dryden to use their dry roller. Jeannie listed several suggestions for possible future cooperation as follows: Gadabout, cemetaries, merge administrative staffs, and transportation for seniors. She handed out a listing of other possibilities that she suggested the town board review. She felt that there may also be possibilities for cooperation with Cortland. George Totman was pleased that there was already good cooperation in Groton between the town and village. On the possibility of consolidating the boards, Jeannie explained that anything that both boards can do, that responsibility can be consolidated so that one board could do it. Infrastructure Joan began discussing the point of what is available for future development. She presented a map of the water system and of the sewer system for the Village of Groton. She felt that the available capacity could attract any business that doesn't use very much water or sewer. She also explained that the electricity can't be extended outside the village, so any new development should be encouraged to locate close to the village to facilitate the expansion of water, electricity, and sewer. Natural Resources Joan• •presented several . different maps of the natural resources in Groton. `T e r Town of Groton Planning Board ; Page 2 Tuesday, February 9, 1993 George Totman explained that before going to the public with all the information gathered and developed, they will need to meet with the Town Board again. Due to a conflicting public meeting in the Town of Lansing on February 18, George Totman suggested that the Groton .Planning Board members attend the Lansing meeting, if there wasn't anything on the agenda for Groton. The board members present didn't object. George Totman explained `that the Lansing meeting will be discussing plans for a town center and felt that the forum and ideas would be useful to the Groton Planning Board members. Verl Rankin made a motion that in lieu of a regular meeting on February 18, all board members should attend the Lansing Town Meeting; Sheldon Clark seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY Sheldon Clark moved to adjourn meeting; Verl Rankin seconded.
