HomeMy WebLinkAbout1991-08-15 TOWN OF GROTON PLANNING BOARD MEETING Thursday, August 15, 1991 ; 7:30 p.m. PLANNING BOARD • Denotes Present * George Totman * Monica Carey * Cecil Twigg * Verl Rankin * David Chatterton * George VanSlyke Sheldon Clark PUBLIC PRESENT Grace Meadow Steve McMann Don McBride Richard Daugherty George Totman , Chairman, called the Planning Board Meeting to order at 8 :05 p.m. GENERAL BUSINESS Proposed Trailer Park Grace Meadow and Steve McMann appeared before the Planning Board to present their concerns regarding a proposed trailer park to be put in on Old Stage Road. Both Ms. Meadow and Mr. McMann live adjacent to the property of the proposed trailer park. Mr. McMann stated that he had talked to Theresa Robinson from the Town Board, who told him that the Planning Board was responsible for making any changes to the zoning ordinances, e.g. restricting trailer parks to the industrial zone. George Totman explained that in order for Jim Sears to put in a trailer park he will have to meet all the rules and regulations, as well as getting approval from the Health Department. A public hearing would then be held to hear responses from the town. Grace Meadow stated that her major concern was pollution coming from the trailer park, as her property is situated below the proposed site. To help Grace get her questions answered, George Totman suggested that she get in touch with Carol Chase or John Anderson , both are representatives from the Health Department, George Totman stated that this matter has the attention of the Planning Board and that it will be put on a future agenda for further discussion and comments. Tax Map # 36- 1-1. 1 Pleasant Valley Road Richard Daugherty, along with Don McBride, appeared before the Planning Board to receive comments regarding his decision to buy 2 V2 acres from Mr. McBride. After reviewing survey maps of the property, the Planning Board suggested that this proposition be called a boundary change in the previous subdivision. Cecil Twigg made a motion to approve the boundary change contingent upon a new survey being brought to the Board for its signature and filing; David Chatterton seconded the motion. VOTE: ALL IN FAVOR MOTION CARRIED UNANIMOUSLY REVIEW OF PLANNING BOARD MINUTES FOR JULY 189 1991 David Chatterton made a motion to approve the minutes as presented; George VanSlyke seconded the motion. VOTE: ALL IN FAVOR MOTION CARRIED UNANIMOUSLY REPORT FROM TOWN BOARD MEETING George VanSlyke reported on results from the Town Board meeting held August 12, 1991. The first issue taken to the Town Board was Section 312 : Rubbish and Junk. George stated that the Town Board wants to disallow Section 312. They felt the definition given of a junk vehicle was too specific making it difficult for the Code Enforcement Officer to easily determine a junk vehicle. The Code Enforcement Officer can't enforce whether the vehicle is registered just by looking at it from the road. He needs a search warrant to go on the property and clarify. The Planning Board decided not to change Section 312, but leave it as it is. The second issue taken to the Town Board was road frontage amendment. The Town Board wants to change the definition to read "200 contiguous feet minimum principle frontage," which means that the access road has to come from that 200 feet. If the Planning Board approves the changes, the Town Board will call a public hearing. Verl Rankin made a motion to approve the changes as presented; Monica Carey seconded the motion. The Town Planning Board wants to thank the Town Board for calling a public hearing and also to thank the Town Attorney for being cooperative. VOTE: ALL IN FAVOR MOTION CARRIED UNANIMOUSLY FURTHER BUSINESS George Totman mentioned that the New York Planning Federation Conference is going to be held November 17 - 20, 1991 , and encouraged everyone to try and attend. Discussion returned to the issue of the proposed trailer park. George VanSlyke commented that he felt the community is asking the Planning Board to rewrite the zoning ordinances. George Totman suggested the possibility of changing the ordinance to require a dwelling unit to have 1,040 square feet (26 x 40). David Chatterton suggested the possibility of looking at areas in Groton to put trailer parks in the future.
