RESOLUTION #26-10 – APPROVE MINUTES FROM APRIL 16, 2026
MOVED by Member Carey, seconded by Vice Chair Ramplin,
RESOLVED, to approve the minutes of April 16, 2026, as submitted.

Applicant/Owner: Dale Strong (and family)
Property Address: 46 Bossard Rd.
Tax Parcel: 22.-1-23.1
Purpose: Additional subdivision of the previous subdivision from September 2025
The brother of the applicant and co-owner, Guy Strong, explained that an additional lot from the original
three-lot subdivision back in September was requested. The new lot formed behind the house would be
owned by him. All other lot lines from the previous parcels were adjusted to be equal. Due to these parcels
being a part of a subdivision within the previous three years, an exempt subdivision was not allowed, and a
new four-lot subdivision application was necessary. The proposed new lot behind the house would have
200’ of road frontage, allowing the applicant full lot allowances by the code. A brief discussion of flag lots
determined that this was not a flag lot. Member Cerretani asked if the tax parcel number on the application
was correct, as it reflected the original number before subdivisions. Surveyor Klumpp confirmed that the
lot numbers presented in the survey were provided by the assessment department, reflecting the current
correct numbers. It was also noted that this action was consistent with the comprehensive plan.
RESOLUTION #26-11 – TOWN OF GROTON PLANNING BOARD DECLARES ITSELF LEAD
AGENCY FOR THE PURPOSES OF SEQR REVIEW AND DECLARES A NEGATIVE DEC
MOVED, by Member Cerretani, seconded by Member Neuhauser, that the Planning Board declares itself
as the lead agency. Vice Chair Ramplin read aloud Part II of the Short Environmental Assessment Form,

and all questions in Part II received negative responses. A motion was then made by Member Neuhauser
that, based on the information and analysis of the SEQR concerning this application, the Town of Groton
Planning Board has determined that the proposed action will not result in any significant adverse
environmental impact, resulting in a Negative Declaration. The motion was seconded by Vice Chair
Ramplin with the vote recorded as follows:

RESOLUTION #26-12 – TOWN OF GROTON PLANNING BOARD APPROVES THE FOUR
LOT SUBDIVISION APPLICATION SUBMITTED BY DALE STRONG FOR 46 BOSSARD RD.,
ORIGINAL TAX PARCEL #22.-1-23.1
WHEREAS, the four lot subdivision application submitted by Dale Strong, located at 46 Bossard Rd., Tax
parcel #22.1-23.11, 22.-1-23.12 & 22.-1-13.13, was previously a three lot subdivision under 22.-1-23.1 in
September of 2025, and
WHEREAS, in addition to the new lot behind the residential home lot, all lot lines were adjusted slightly,
and,
WHEREAS, the Groton Planning Board reviewed the minor subdivision application and found that all lots
requested met the size criteria of zoning, would be an allowed use for building in that zone, and the
Environmental Assessment was negative,
RESOLVED, that the public hearing be waived and the application approved by a motion made by Member
Carey, seconded by Member Neuhauser.

Nays - None
There was a brief update regarding the solar arrays on South Main Street. Councilperson Klumpp
indicated that they were being monitored for stormwater management issues. Member Carey noted they
added additional stormwater fencing, appeared to be done clearing the lot and had begun to drill posts.
There being no further business, Vice Chair Ramplin moved to adjourn, seconded by Member Neuhauser,
at 7:50 pm. Unanimous.
