RESOLUTION #25-17 – APPROVE MINUTES FROM AUGUST 19, 2025
MOVED by Member Carry, seconded by Vice Chair Ramplin
RESOLVED, to approve the minutes of August 19, 2025, as submitted.

Applicant/Owner: Dale Strong
Property Address: 46 Bossard Rd.
Tax Parcel: 22.-1-23.1
Purpose: Subdivision of the Parcel into three lots
The applicant, Dale Strong represents the family now owning the property after the passing of their mother.
He provided letters from the siblings confirming their intention to subdivide as proposed. He explained it
was an equal land division, approximately 20 acres per lot for each of them, which may have been that way
at one point in the past noting there were old stone walls where the map division lines were placed. Member
Baxendell noted that the AG Data statement was incomplete and offered the names of the other AG assessed
owners within the request 500ft. The board agreed they would proceed with the review and add the missing
names to the resolution. With no further questions for the applicant, Chair Brockway Jr. asked for a Lead
Agency designation to conduct the State Environmental Quality Review.
RESOLUTION #25-18 – TOWN OF GROTON PLANNING BOARD DECLARES ITSELF LEAD
AGENCY FOR THE PURPOSES OF SEQR REVIEW AND DECLARES A NEGATIVE DEC
MOVED, by Member Baxendell, seconded by Member Rose that the Planning Board declares itself as lead
agency and Vice Chair Ramplin then read aloud Part II of the Short Environmental Assessment Form. All
questions in Part II received negative responses. A motion was then made by Member Cerretani that, based
on the information and analysis of the SEQR concerning this application, the Town of Groton Planning
Board has determined that the proposed action will not result in any significant adverse environmental

impact, resulting in a Negative Declaration. The motion was seconded by Member Carey with the vote
recorded as follows:

Nays – None
RESOLUTION #25-15 – TOWN OF GROTON PLANNING BOARD APPROVES THE THREE
LOT SUBDIVISION APPLICATION SUBMITTED BY DALE STRONG FOR 46 BOSSARD
RRD., TAX PARCEL #22.-1-23.1
WHEREAS, the three lot subdivision application submitted by Dale Strong located at 46 Bossard Rd., Tax
parcel #22.1-23.1, was supported by a stamped survey as well as letters of support from the siblings having
ownership and,
WHEREAS, lot owners of record with agricultural assessments to include Scott and Jackie Baxendell,
Stephen and Denise Lizzo, and Robert Miller, were provided and added to the Agricultural Assessment Data
Sheet and,
WHEREAS, the Groton Planning Board reviewed the minor subdivision application and found that all lots
requested met the size criteria of zoning, would be an allowed use for building in that zone, and the
Environmental Assessment was negative,
RESOLVED, that the application be approved by a motion made by Vice Chair Ramplin, seconded by
Member Cerretani.

Nays - None
There being no further business, Member Baxendell moved to adjourn, seconded by Member Rose, at
7:45 pm. Unanimous.
