MINUTES - TOWN OF GROTON PLANNING BOARD MEETING –
THURSDAY, MARCH 19, 2026
AT THE TOWN HALL, 101 CONGER BOULEVARD, GROTON, NY

RESOLUTION #26-04 – APPROVAL OF MINUTES
MOVED by Member Rose, seconded by Member Ramplin,
RESOLVED, to approve the meeting minutes of January 15, 2026
Ayes – Ramplin, Carey, Neuhauser, Rose, Brockway Jr., Resolution Passed
Nays – None
New Business:
Business partner, Mr. Tom Bishop, explained to the board that Apex Glass Fabrication would
manufacture multiple paned finished windows for wholesale or personal use through their construction
company. There would be no additions to the building, and the main manufacturing would be in the 40’ X
80’ building as indicated on the map. Raw material would arrive by truck and leave by means of a glass
truck using the Lick St driveway access. There would be approximately 5 employees at the site and no on-
site sales. Member Rose asked if they would be making other glass items, such as tabletops. Mr. Bishop
stated that some aluminum trim pieces could be made and sold as well. Member Neuhauser indicated that,
due to the business being on a State Road, the State DOT should be included in the review. The applicant
would seek a preliminary review from DOT regarding vehicle accessibility or restrictions and receive any
necessary permits. Chair Brockway stated the application would also require county review and this
information will be sent to Tompkins County Planning for feedback according to GML 239. The need for
a public hearing was briefly discussed, and it was determined that, as there are new neighbors on that
corner, it would be diligent to hear from the public.
RESOLUTION #26-05 – APPROVE THE PRELIMINARY SITE PLAN WITH
MODIFICATION/CONTINGENCY
MOVED by Member Rose, seconded by Member Carey
RESOLVED, that the Town of Groton Planning Board hereby approves the preliminary site plan with the
contingency that the applicant seeks a State DOT review or permit for vehicle access and to supply the
information prior to the final site plan review.

RESOLUTION #26-06 SET PUBLIC HEARING FOR APEX GLASS FABRIATION LLC FINAL
REVIEW
MOVED by Member Carey, seconded by Member Ramplin,
RESOLVED, that the Town of Groton Planning Board hereby sets a Public Hearing for April 16th at 7:30
PM, for the Final Site Plan Review of Apex Glass located at 556 Cortland Rd.
Ayes - Ramplin, Carey, Neuhauser, Rose, Brockway Jr., Resolution Passed
Nays – None
Supervisor Young advised the board that the Yellow Barn Solar project was moving forward slowly. The
Town has not been given a date by which they would commence construction, but federal funding
options will be lost if it is not begun by July 2026. There being no further business, Member Ramplin
moved to adjourn, seconded by Member Neuhauser, at 7:48 pm. Unanimous.
