Buhl, P.E., and our subsequent discussion with Mr. Buhl, PWGC has revised the Design Plans for the North and South Sites to fully address his comments and concerns. Key revisions include the following: • Preparation of additional erosion and sediment control measures, including stream crossing details and driveway entrance protections as requested. o A partial plan of the access road and this crossing has been provided to better show the proposed work in this location including the grading and proposed wing walls. o Erosion and sediment control measures in the vicinity have been upgraded to include two rows of silt fencing between the work zone and the stream. • Revising the stormwater controls to be in full conformance with the most recent NYSDEC guidance. o The North Site’s remains in full compliance with the NYS Stormwater Design Manual. o The South Site has been updated to reflect the July 28, 2025 NYSDEC Solar Farm Webinar guidance. Updates include verifying panel spacing for sheet flow on slopes less than 8%, adding gravel diaphragms at prescribed intervals for slopes greater than 8%, and incorporating flow diffusors to manage off-site run-on and maintain existing hydrology. • Provide additional cross section gradings for review. o Additional cross sections and profiles have been provided for both the North and South Sites to facilitate review of site grading. Submission of the eNOI will be completed to the NYSDEC pending approval of the revised plans by the Town and its representatives.
