HomeMy WebLinkAbout2025-08-19MINUTES - TOWN OF GROTON PLANNING BOARD MEETING - TUESDAY AUGUST 19, 2025 AT THE TOWN HALL, 101 CONGER BOULEVARD, GROTON, NY Planning Board Members Present: Planning Board Members Absent: Dan Cerretani Sam Rose Mark Baxendell Leon Brockway, Jr. -Chair Monica Carey Edward Neuhauser Ryan Ramplin, Vice Chair Also Present: Sheldon Clark, Town Councilperson Dustin Snyder & Harvey Norte, Applicant Jay Engles, Applicant Robin Cargian, Town Clerk Old Business: RESOLUTION #25-13 – APPROVE MINUTES FROM MAY 15, 2025 MOVED by Member Cerretani, seconded by Vice Chair Ramplin, RESOLVED, to approve the minutes of the May 15, 2025, meeting as submitted. Ayes – Baxendell, Carey, Cerretani, Ramplin, Brockway Jr., Neuhauser Resolution Passed Nays - None New Business: Applications Applicant/Owner: Jay & Carol Engles Property Address: Scofield Rd. Tax Parcel: 34.-1-31.22 Purpose: Subdivision of the Parcel into three lots The applicant explained that on their rental property ( 523 Scofield Rd. ) they had ordinally wanted to divide the lot that surrounds it up to add land to it, but their plan changed after speaking with a realtor. Applicant Engles then provided new survey maps showing the subdivision request changed from a three lot subdivision to a two lot. The board clarified the road frontage and that the lot designated as “B” on the survey, was an existing lot, which would not be part of the subdivision and would not gain any acreage. All road frontage remains the same as on the previously provided survey map which meets code requirements. Member Carey commented that there is a sizable pond on parcel “C” which applicant Engles agreed that due to the tree line, you wouldn’t know it was there. With no further questions for the applicant, Chair Brockway Jr. asked for a Lead Agency designation to conduct the State Environmental Quality Review. RESOLUTION #25-14 – TOWN OF GROTON PLANNING BOARD DECLARES ITSELF LEAD AGENCY FOR THE PURPOSES OF SEQR REVIEW AND DECLARES A NEGATIVE DEC MOVED, by Member Baxendell, seconded by Vice Chair Ramplin that the Planning Board declares itself as lead agency and Vice Chair Ramplin then read aloud Part II of the Short Environmental Assessment Form. All questions in Part II received negative responses. A motion was then made by Member Cerretani 2 that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Vice Chair Ramplin with the vote recorded as follows: Ayes – Baxendell, Carey, Cerretani, Ramplin, Brockway Jr., Neuhuaser Resolution Passed Nays - None RESOLUTION #25-15 – TOWN OF GROTON PLANNING BOARD APPROVES THE REVISED TWO LOT SUBDIVISION APPLICATION SUBMITTED BY JAY & CAROL ENGLES FOR SCOFIELD RD., TAX PARCEL #34.-1-31.22 WHEREAS, the three lot subdivision application submitted by Jay & Carole Engles located at Scofield Rd., Tax parcel #34.-1-31.22, was altered by the engineer of the survey to create a two lot Subdivision from the original submitted version and, WHEREAS, the Groton Planning Board reviewed the minor subdivision application and found that all lots requested met the size criteria of zoning, would be an allowed use for building in that zone, the Environmental Assessment was negative, and a survey would be provided by the applicant closely depicting those marked sizes, RESOLVED, that the application be approved by a motion made by Vice Chair Ramplin, seconded by Chair Brockway Jr. Ayes – Baxendell, Carey, Cerretani, Ramplin, Brockway Jr., Neuhuaser Resolution Passed Nays - None Applicant/Owner: Dustin Snyder for Landowner Harvey Norte Property Address: Portion of Property East of Sharpsteen Rd. Tax Parcel: 35.-1-8.2 Purpose: Minor Subdivision Mr. Snyder was recognized by the board and explained his desire to purchase the wood-lot portion of Mr. Norte’s property on Sharpsteen Rd., which will be added to his parcel providing for the necessary road frontage once the transfer is complete. The engineered survey map was reviewed and with no major impacts recognized by the board, the planning board Chair Brockway Jr., asked for a Lead Agency designation to conduct the State Environmental Quality Review. The motion was seconded by Member Carey with the vote recorded as follows: Ayes – Baxendell, Carey, Cerretani, Ramplin, Brockway Jr., Neuhuaser Resolution Passed Nays - None 3 RESOLUTION #25-16 – TOWN OF GROTON PLANNING BOARD APPROVES THE REVISED TWO LOT SUBDIVISION APPLICATION SUBMITTED BY DUSTIN SNYDER FOR TAX PARCEL 35.-1-8.2 WHEREAS, the two lot subdivision application submitted by Dustin Snyder for property owned by Harvey Norte, located on the east side of Sharpsteen Rd., Tax parcel #35.-1-8.2, will create a lot that is land locked and, WHEREAS, the Groton Planning Board reviewed the minor subdivision application and found that the Environmental Assessment was negative, and hearing that the applicant will combine the new lot with property he owns with road frontage once conveyed, RESOLVED, that the application be approved contingent on the 23.59 acre lot created intended to be conveyed to applicant Snyder, will be combined with tax parcel # 35.-1-11.31, by a motion made by Vice Chair Ramplin, seconded by Chair Brockway Jr. Ayes – Baxendell, Carey, Cerretani, Ramplin, Brockway Jr., Neuhuaser Resolution Passed Nays - None Town Board Councilperson Clark commended the board for the work they were doing and that the town has started budget proceedings this week. Town Clerk Cargian provided the board with copies of Tompkin’s County 239GML review procedure guidelines as well as an agreement from 2004 that lists the exemptions to applications that require review.
