Ed Moody brought the meeting to order.
RESOLUTION #25-005 - APPROVE MINUTES OF THE ORGANIZATIONAL MEETING
MOVED by Member Moll, seconded by Member Fouts
RESOLVED, that the Zoning Board of Appeals hereby approves the minutes of the January 15,
2025, Organizational Meeting as presented.
Ayes -Moll, Fouts, Moody Resolution Passed

New Business
The board completed a vacancy interview at which the applicant detailed his extensive experience
with Planning Boards in California, recent appointment with the Tompkins County Environmental
Council, his reasons for moving to the area, and his involvement with the local Environmental
Advisory Board. The conversation also touches upon important community issues like updating the
comprehensive plan and the challenges of solar energy development, and showcasing the board's
focus on responsible growth, which also does not impair landowner rights.
RESOLUTION #25-006 – RECOMMEND THE TOWN BOARD APPOINT BARRY SIEBE
TO THE ZONING BOARD OF APPEALS
MOVED by Member Moll, seconded by Member Fouts,
RESOLVED, that the Zoning Board of Appeals recommends the appointment of Barry Siebe as a
member to fill the vacancy created by the resignation of Carolann Darling on the Zoning Board.
RESOLVED, that

Nays –
The Board would like to thank Carolann Darling for her service to the Town and the Board for 17
years.
RESOLUTION #25-007 - NOMINATE MONICA MOLL AS ZBA VICE CHAIR

MOVED by Chair Moody, seconded by Member Fouts, to nominate Monic Moll as the new Vice
Chair of the Town of Groton Zoning Board of Appeals.
Ayes – Moll, Fouts, Moody Resolution Passed
Nays -
There being no further business to come before the ZBA, a motion to adjourn was made by Member
Fouts, seconded by Member Moll, at 7:25pm. Unanimous.
