HomeMy WebLinkAbout2025-03-20MINUTES - TOWN OF GROTON PLANNING BOARD MEETING - THURSDAY, MARCH 20, 2025 AT THE TOWN HALL, 101 CONGER BOULEVARD, GROTON, NY Planning Board Members Present: Planning Board Members Absent: Edward Neuhauser Dan Cerretani Leon Brockway, Jr. -Chair Mark Baxendell Monica Carey Sam Rose Lisa Maloney-Hahn Also Present: Brian Klumpp, Town Councilperson Julie Reeves, Applicant New Business: RESOLUTION #25-05 – APPROVE MINUTES FROM JANUARY 16, 2025 MOVED by Member Rose, seconded by Member Carey RESOLVED, to approve the minutes of the January 16, 2025, meeting as submitted. Ayes - Carey, Rose, Brockway Jr., Maloney-Hahn, Neuhauser ., Resolution Passed Nays – None New Business: Applications Applicant/Owner: Julie Reeves Property Address: 885 Spring St. Ext. Tax Parcel: 25.-1-13.3 Purpose: Subdivision of Parcel into two (Flag Lot) Chair Brockway Jr. reviewed the goal of the application with the applicant. The request was to create a lot of approximately 12 acres by using a 47’ 47-foot flagpole for the road frontage. Ms. Reeves explained she would be selling the lot to her son, who wished to have land between his home and the other homes in the area. The board determined the drawing depicting a flagpole, with a 47’ width and the necessary acreage for a building lot, reiterated what lots were currently owned by the applicant, and where the current property lines were. Ms. Reeves added that the home would not be started until 2026 and that there were no wetlands on the lot. With no further questions from the board, it was moved to review SEQR. RESOLUTION #25-06 – TOWN OF GROTON PLANNING BOARD DECLARES ITSELF AS THE LEAD AGENCY FOR THE PURPOSES OF SEQR REVIEW MOVED, by Member Maloney Hahn, seconded by Member Neuhauser Chair Brockway then read aloud Part II of the Short Environmental Assessment Form. All questions in Part II received negative responses. A motion was then made by Member Carey that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Maloney-Hahn with the vote recorded as follows: Ayes – Carey, Rose, Brockway Jr., Maloney-Hahn, Neuhauser Resolution Passed Nays - None RESOLUTION #25-07 – TOWN OF GROTON PLANNING BOARD APPROVES THE MINOR SUBDIVISION APPLICATION SUBMITTED BY JULIE REEVES FOR 885 SPRING ST EXTENSION, TAX PARCEL #25.-1-13.3. WHEREAS, the subdivision application submitted by Julie Reeves, located at 885 Spring St. Ext., Tax parcel #25.-1-13.3, resulted in a flag lot disqualifying it from Exempt Subdivision Review and, WHEREAS, the Groton Planning Board reviewed the minor subdivision application and found that the request met the lot size criteria of zoning, the Environmental Assessment was negative, and included the necessary road frontage to the flagpole, RESOLVED, that the application was approved by a Motion made by Member Rose, seconded by Member Neuhauser as proposed. The subdivision map will be filed within 180 days, or the approval shall expire. Ayes - Carey, Rose, Brockway Jr., Maloney-Hahn, Neuhauser Resolution Passed Nays - None SELECT PLANNING BOARD VICE-CHAIR Selection was tabled until the next meeting and scheduled interviews for April 17, 2025. There being no further business and no new information from the Town. Member Brockway Jr. moved to adjourn, seconded by Member Rose, at 7:42 pm. Unanimous.
