HomeMy WebLinkAbout2024-10-17Planning Board Minutes OCTOBER 17, 2024 Page 1 of 2 MINUTES - TOWN OF GROTON PLANNING BOARD THURSDAY, OCOTBER 17, 2024 AT 7:30 PM AT THE TOWN HALL, 101 CONGER BOULEVARD, GROTON, NY Planning Board Members Present: Planning Board Members Absent: Mark Baxendell, Chair Edward Neuhauser Leon Brockway, Jr. Vice-Chair Dan Cerretani Monica Carey Lisa Maloney Hahn Sam Rose Also Present: Wiliam Anderson, Applicant Linda Cote Rick Gamel, Town Councilperson Old Business: RESOLUTION 24-007 – APPROVE MINUTES OF JUNE 2024 MEETING MOVED by Member Rose, seconded by Member Maloney-Hahn RESOLVED, that the Town of Groton Planning Board approves the minutes of the June 20, 2024 Meeting Ayes - Baxendell, Brockway, Carey, Maloney-Hahn, Rose Nays - None Resolution Passed New Business: Purpose: Subdivision of Parcel into two (Flag Lot) Applicant/Owner: William Anderson Property Address: 83-87 Brown Rd. Tax Parcel: 34.-1-28 Chair Baxendell reviewed the purpose of the proposed flag lot with the applicant which was to provide for a new 1 acre building lot, while allowing for the legal setbacks to existing structures. In doing so, only a 60 ft section of road frontage could be achieved for the new lot. The applicant also supplied a septic permit for the proposed lot which would not interfere with the existing home’s water or septic system. They will be working with Corina Construction once the lot is finalized. With no further questions from the board, it was moved to review SEQR. RESOLUTION #24-008 – TOWN OF GROTON PLANNING BOARD DECLARES ITSELF AS LEAD AGENCY FOR THE PURPOSES OF SEQR REVIEW MOVED, by Member Brockway, seconded by Member Carey, Planning Board Minutes OCTOBER 17, 2024 Page 2 of 2 Vice Chair Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Rose that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Maloney-Hahn with the vote recorded as follows: Ayes - Baxendell, Brockway, Carey, Maloney-Hahn, Rose Nays - None Resolution Passed RESOLUTION #24-009 – TOWN OF GROTON PLANNING BOARD APPROVES THE MINOR SUBDIVISION APPLICATION SUBMITTED BY WILLIAM ANDERSON FOR 83-87 BROWN ROAD, TAX PARCEL #34-1-28. WHEREAS, the subdivision application submitted by William Anderson located at 83-87 Brown Road, Tax parcel #34.-1-28, resulted in a flag lot disqualifying it from Exempt Subdivision Review and, WHEREAS, the Groton Planning Board reviewed said minor subdivision application and found that the request met all criteria of zoning such as the setbacks and the Environmental Assessment, RESOLVED, that the application was approved by a Motion made by Member Carey, seconded by Member Brockway. Ayes - Baxendell, Brockway, Carey, Maloney-Hahn, Rose Nays - None Resolution Passed The applicant was advised to pick up the stamped survey maps on Monday once the Code Official has also signed them. A discussion took place regarding the Town Board’s request to have the Planning and Zoning Boards begin upgrades to the comprehensive plan. Member Brockway, Member Carey and Member Maloney-Hahn would be interested in attending these discussions with the Zoning Board. Town Clerk Robin Cargian stated the initial meetings would be to gather ideas. It was recognized that industrial solar will create a major change to the Town. It will become important to look at these changes and hear public input. Comprehensive Plan Development Guides to Local Officials and sample plans were supplied. There being no further business, Member Maloney- Hann moved to adjourn, seconded by Member Rose, at 7:50pm. Unanimous.
