HomeMy WebLinkAbout12- 27 2024 Town Board Special Meeting MinutesTOWN OF GROTON –MEETING MINUTES OF THE TOWN BOARD FRIDAY, DECEMBER 27, 2024, AT 7:00 PM Town Officers Present: Town Officers Absent: Also Present: Donald F. Scheffler, Supervisor Julie Graham, Bookkeeper Crystal Young, Councilperson W. Rick Fritz, Code Official Richard Gamel, Councilperson Mack Rankin, Dept. Highway Brian Klumpp, Councilperson Ellard Keister, Highway Supt. Sheldon C. Clark, Councilperson Francis Casullo, Attorney Robin Cargian, Town Clerk The meeting was called into session with the Pledge of Allegiance at 7:00 PM. Supervisor Scheffler proposed the following resolution and requested a motion Whereas, the Town Board of the Town of Groton has an obligation to improve the front entrance of the Town Building (Town Hall) at 101 Conger Blvd and, Whereas, said improvements will improve the safety and accessibility of the front entrance for the public and employees and, Whereas, the planned improvements will bring the front entrance up to current ADA standards and, Whereas, the Town Board plans to expend the remaining American Rescue Plan funds to make the needed improvements to the building, be it hereby Resolved, that the Town Board of the Town of Groton hereby transfers the remaining ARPA funds in the amount of $151,737.18 to the Building Repair and Maintenance Reserve Account to obligate that amount to the improvements to the front entrance. MOVED by Councilperson Gamel, Seconded by Councilperson Clark to move the remaining American Rescue Plan Act or ARPA fund to the Building Repair and Maintenance Reserve Account to assist in the cost of the ADA upgrades to the Town Clerk entrance to Town Hall. Ayes –Clark, Young, Klumpp, Gamel, Scheffler Resolution Passed becoming Resolution #24-105 Having previously reached a figure per megawatt for a Host Community Agreement in relation to Delaware River Solar projects #1 & #2 on South Main Street, it was MOVED by Councilperson Gamel and Seconded by Councilperson Clark to designate the Attorney for the Town to proceed in the negotiations of the figure as well as the form of payment. Without any further discussion the vote was taken. Ayes –Clark, Young, Klumpp, Gamel, Scheffler Motion Passed becoming Motion #24-106 There being no further business, Councilperson Gamel moved to adjourn, seconded by Councilperson Clark, at 7:04 PM Unanimous.
