PUBLIC HEARING
The Public bearing was opeiied a 7:30 p.m. by Cllairmal Baxeiidell who read aloud the Legal Notice
as published oii 3 November 2023 iii The Cortland standard proof of publiratioii has beeii placed oii
file for the record.
Chair Baxendell recognized Olivia \Vhyte who explained to the public the application was seeking
approval for a home occupatiotl to practice massage therapy at 315 Niclemi-Cortlmid Rd. -bi additiotl
%with ground level access will be built to remove the business out of the residential area.
With everyone heard who wished to be heard, the Public Hearing
was closed at 7:31 p.m.

The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Mark Baxendell at 7:32 p.m.
APPROVAL OF MINUTES - 19 OCTOBER 2023
A motion was made by Member Leon Brockway Jr. to approve the Minutes of the 19 October
2023 Planning Board meeting, as submitted. The motion was seconded by Member Sam Rose,
with the vote recorded as follows:
Ayes: Chairman Baxendell Nays: None

Motion carried.

A motion was then made by Member Leon Brockway Jr. that the Town of Groton Planning Board
declares itself as the Lead Agency under SEQRA for the proposed Final Site Plan. The motion
was seconded by Member Lisa Maloney Hahn, with the vote recorded as follows:

Motion carried.

Review for a Proposed Massajte Therapy as a Home Occupation Chair Baxendell then read Maud
Part 11 of the Short Environmental assessment Form. Negative responses were obtained to all
questions in Part 11.
A motion was then made by Member Monica Carey that, based on the information and analysis
of the SEQR concerning this application, the Town of Groton Planning Board has determined
that the proposed action will not result in any significant adverse environmental impact,
resulting in a Negative Declaration. The motion was seconded by Member Sam Rose, with the
vote recorded as follows:
Motion carried.

This becomes Action # 15 of 2023.
With no further discussion, a motion was then made by Member Dan Cerretani to approve the
Final Site Plan for the home occupation, as requested. The motion was seconded by Member
Lisa Maloney Hahn with the vote recorded as follows:
