HomeMy WebLinkAbout11-16 MintuesPage 1 of 2 TOWN OF GROTON PLANNING BOARD Minutes of Regular Meeting - Thursday, 16 November 2023 - 7:30 PM Town Hall Court Room – 101 Conger Boulevard – Groton, NY Members, Groton Planning Board (*Absent) Others Present Mark Baxendell, Chairperson Brian Klumpp, Town Board Leon Brockway Jr., Vice-Chair Monica Carey Sam Rose Edward Neuhauser Lisa Maloney Hahn Dan Cerretani Applicants and public in Attendance Olivia Whyte, Robert Thayer PUBLIC HEARING The Public Hearing was opened a 7:30 p.m. by Chairman Baxendell who read aloud the Legal Notice as published on 3 November 2023 in The Cortland Standard proof of publication has been placed on file for the record. Chair Baxendell recognized Olivia Whyte who explained to the public the application was seeking approval for a home occupation to practice massage therapy at 315 Mclean-Cortland Rd. An addition with ground level access will be built to remove the business out of the residential area. With everyone heard who wished to be heard, the Public Hearing was closed at 7:31 p.m. REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:32 p.m. APPROVAL OF MINUTES – 19 OCTOBER 2023 A motion was made by Member Leon Brockway Jr. to approve the Minutes of the 19 October 2023 Planning Board meeting, as submitted. The motion was seconded by Member Sam Rose, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Leon Brockway Jr. Member Carey Member Cerretani Member Maloney Hahn Member Neuhauser Member Rose Motion carried. This becomes Action #13 of 2023. OLD BUSINESS Olivia Whyte, Applicant/ Owner – 315 McLean Cortland Road– TM #39.-1-25.2- Final Site Plan Review for a Proposed Massage Therapy as a Home Occupation With no comment from the public and no questions from the board. (T) Groton Planning Board Minutes of Regular Meeting 16 November 2023 Page 2 of 2 A motion was then made by Member Leon Brockway Jr. that the Town of Groton Planning Board declares itself as the Lead Agency under SEQRA for the proposed Final Site Plan. The motion was seconded by Member Lisa Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Leon Brockway Jr. Member Carey Member Cerretani Member Rose Member Maloney Hahn Member Neuhauser Motion carried. This becomes Action #14 of 2023. Olivia Whyte, Applicant/ Owner – 315 McLean Cortland Road– TM #39.-1-25.2- Final Site Plan Review for a Proposed Massage Therapy as a Home Occupation Chair Baxendell then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Monica Carey that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Sam Rose, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Leon Brockway Jr. Member Carey Member Cerretani Member Rose Member Maloney Hahn Member Neuhauser Motion carried. This becomes Action #15 of 2023. With no further discussion, a motion was then made by Member Dan Cerretani to approve the Final Site Plan for the home occupation, as requested. The motion was seconded by Member Lisa Maloney Hahn with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Leon Brockway Jr. Absent Member Carey Member Cerretani Member Rose Member Maloney Hahn Member Neuhauser Motion carried. ADJOURNMENT At 7:58 p.m., a motion was made by Member Cerretani to adjourn the meeting. The motion was seconded by Member Neuhauser with all members present voting in favor.
