The Flublic bea•uig was opetled a 7:30 p.m. by Chairmal Mark Baxeiidell who read aloud the Legal
Notice as published oii 7 October 2023 iii The Cortland standard proof of publiratioii has beeii placed
on file for the record.
Chair Baxendell recognized Nlr. Leaver who explained to the public that was seeking approval to
trmisfer his Used Car Dealer office to his garage at 752 Spruig St Ext. to keep the N1' State -issued
license to sell.
With everyone heard who wished to be heard, the Public Hearing
was closed at 7:35 p.m.

The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Mark BaxendeU at 7:36 p.m.
APPROVAL OF MINUTES - 15 TUNE & 21 SEPTEMBER 2023
A motion was made by Member Leon Brockway Jr. to approve the Minutes of the 15 June 2023
Planning Board meeting, as submitted. The motion was seconded by Member Dan Cerretani,
with the vote recorded as follows:
Ayes: Chairman BaxendeU Nays: None

Member Cerretani Member Neuhauser
Member Rose
Member Maloney Hahn
Motion carried.

OLD BUSINESS

A motion was then made by Member Maloney Hahn that the Town of Groton Planning Board
declares itself as the Lead Agency under SEQRA for the proposed Final Site Plan. The motion
was seconded by Member Clark, with the vote recorded as follows:
Motion carried.

Proposed Used Car Sales as a Home Occupation Chair Baxendell then react Maud Part 11 of the Short
Environmental assessment Form. Negative responses were obtained to all questions in Part 11.
A motion was then made by Member Maloney Hahn that, based on the information and analysis
of the SEQR concerning this application, the Town of Groton Planning Board has determined
that the proposed action will not result in any significant adverse environmental impact,
resulting in a Negative Declaration. The motion was seconded by Member Rose, with the vote
recorded as follows:
Motion carried.

With no further discussion, a motion was then made by Member Maloney Hahn to approve the
Final Site Plan for the home occupation, as requested. The motion was seconded by Member
Rose with the vote recorded as follows:

NEW BUSINESS
Olivia Whvte. Aoulicant/ Owner - 315 McLean Cortland Road- TM #39.-1-25.2- Preliminary Site
Plan Review for a Proposed Massaxe Therapy as a Home Occupation Chair Baxendell recognized
the contractor Robert Thayer who explained the applicmnt's desire to build mi addition onto their home
mid separate the business area from the rest of the home. This will also provide much -needed
accessibility for patrons who were unable to use miy kind of steps. The applicmnt was questioned if a
health department permit was needed mid applied for.
With no further discussion. A motion was then made by Member Rose to hold a Public Hearing on
16 November 2023 at 7:30 PM to discuss the Final Site Plan
