A motion was then made by Member Maloney Hahn that the Town of Groton Planning Board
declares itself as the Lead Agency under SEQRA for the proposed Final Site Plan. The motion
was seconded by Member Clark, with the vote recorded as follows:

Motion carried.

William Leaver, Applicants/ Owner – 752 Spring St. Extension– TM #321.-2-5 – Final Site Plan
Proposed Used Car Sales as a Home Occupation Chair Baxendell then read aloud Part II of the Short
Environmental Assessment Form. Negative responses were obtained to all questions in Part II.
A motion was then made by Member Maloney Hahn that, based on the information and analysis
of the SEQR concerning this application, the Town of Groton Planning Board has determined
that the proposed action will not result in any significant adverse environmental impact,
resulting in a Negative Declaration. The motion was seconded by Member Rose, with the vote
recorded as follows:
Ayes: Chairman Baxendell Nays: None
Member Leon Brockway Jr. Absent Member Carey
Member Cerretani Member Neuhauser
Member Rose
Member Maloney Hahn
Motion carried.
This becomes Action #10 of 2023.
With no further discussion, a motion was then made by Member Maloney Hahn to approve the
Final Site Plan for the home occupation, as requested. The motion was seconded by Member
Rose with the vote recorded as follows:

NEW BUSINESS
Olivia Whyte, Applicant/ Owner – 315 McLean Cortland Road– TM #39.-1-25.2- Preliminary Site
Plan Review for a Proposed Massage Therapy as a Home Occupation Chair Baxendell recognized
the contractor Robert Thayer who explained the applicant’s desire to build an addition onto their home
and separate the business area from the rest of the home. This will also provide much-needed
accessibility for patrons who were unable to use any kind of steps. The applicant was questioned if a
health department permit was needed and applied for.
With no further discussion, A motion was then made by Member Rose to hold a Public Hearing on
16 November 2023 at 7:30 PM to discuss the Final Site Plan
