, MINUTES OF PLANNING BOARD MEETING HELD ON OCT . 20 , 1'.988 AT 8 : 00 P . M .

Minutes were approved without changes -
B . Casolara motioned
V . Rankin Seconded - motion carried
C . Nichols briefly explained the application for a new structure
to be used for an office and for equipment repair , 8 - 10 vehicles ,
possible fuel storage ,, existing business for about 3 years . The
Environmental Assessment form was missing from the application .
R . Walpole - Information only on a proposed subdivision on Salt Rd .
Courtesy call only to inform Board members of the upcoming auction
and the possibility of a subdivision .
Gary Wood presented his proposal dated September 27 ,. 1988 to the
Town Board re : Revision to Section 407 .
An addition to the revision was proposed to accomodate structures
that are used for Agricultural purposes only . A fee of $ 10 . 00
was proposed .
B . Casolara made motion to approve the revision including the
$ 10 . 00 Agricultural use structure .
V . Rankin seconded
All in favor - motion carried
Board reviewed the proposal by the Cortland Paving Company .

G . Wood commented :
1 ) that there was inadequate time for review of the proposal .
2 ) that is was unclear which body of the Town would be the
" lead " agency .
3 ) that the reclamation plan was superficial and lacked detail .
4 ) that there was a discrepancy between the EAF and the
NYS DEC letter of intent dated 9 / 21 / 88 regarding the
area to be developed ( 8 vs . 25 acres ) .
B . Casolara refered to Section 440 . 2 regarding the Site Plan Review
sketch plan conference . The applicant is required to attend .
B . Casolara made a motion to table the proposal= based upon the fact
that the applicant was not present to answer questions and explain
the proposalr-- and its implications . .
R . Rankin seconded - motion carried
Discussion followed regarding the proposal and the possibility of
scheduling a Sketch Plan conference prior to the hearing . It
was suggested that this conference should be held on . the same
evening as the public hearing .
M . Carey motioned that a Sketch Plan conference will be scheduled at
7 : 15 P . M . on November 17th prior to the public hearing to provide
the Board with theopportunity to interview the applicant .
B . Casolara seconded - - carried .
G . Wood presented a memorandum dated Oct . 19 , 1988 .
Discussion followed .

B . Casolara listed the following changes that were not included
in the October 5th minutes :

M . Carey motioned to accept the changes to the Ordinance as noted .
