I hope you are pleased with what we all do here. XVe are in preparation for the next phase of paving for 1014. The back side of Elm St. Extension to Sears Rd. I met with a CHIPS representative and received a lot of good information, some of which has thrown a wrench on some of our planning for this current year. It appears that in 1-016, Sears Rd. was labeled as a CHIPS project being completed from Chipman Corners Road up to hick Street. That in fact, was false information and readily reported by the Superintendent at the time. Nonetheless, the Town has already received that monev for that road and cannot use CHIPS funding for 10 years as required by State regulation. This <nves us a date of 1-01-6 before we can use CHIPS fundin for that road. On mnally, we had budgeted the road at an estimated cost of $6,8 37.74 out of Chips funds for the year. XVe have already screened our milling off and brought in stone. The Stone was a partial trade to Seneca Stone as we gave our bigger oversized millings at $88 at ton towards the stone. This is all done to save the town taxpayers dollars while still producing a good, finished product. I have had a few convei-sations with Niiranda, our CHIPS representative, and cannot get this changed. This, however, \\-ill not throw off our plan for the year by much. Onginally, we had planned to pave with the Chips, and oil and stone from our i 1 10 accounts. I ask that the board make a resolution to pave Sears Rd., out of the 5110 account and use a portion of the CHIPS funds for oil and stone. Recreation Coordinator, Councilperson Young I just got dome with a meeting of the `Tompkins County Recreation Partnership Committee. XVe voted on the _10-15 budget which v\-ill be an increase of 60o amounting to $406 to keep that in mind for our budget. They had an increase of over 1-000 youth last vear. 14 :additional people from Croton talon, advantage of the programs there. The Joint Croton Recreation pro(vam met last week. The baseball and softball field discussion as been tabled as they said then have had no problems �gettin, fields this year. Other fitness classes are on pause due to long participation. The Girl Scout Troup will be working on several projects involving the trails identifying species of plants to find endangered species to pull and bring a��areness. Croton fire & Ambulance, Eric ®eforrest: Good evening. I sent you an update by email last month that I missed. In Niav, due to the State of New York deenii ig the Mock Crash too traumatic for students, we were forced to cancel. Councilperson Clark: Can you explain this further` Croton fire & Ambulance, Eric ®eforrest: XVe set up a demonstration at the school usin, the older kids in a di-unk-dnvin<cash scene scenario. The state has deemed that too traumatic and causilig too many after-effects. So now you cant Ilse the kids as preps and cant be on school grounds. :after revie\vM, the rules, we believe we have a wav to do it. It was heartbreakin because we had a helicopter coming. I believe Chris was here sometime last fall to talk to you possibly about the town and mak1q, some kind of a contribution to the new building. The thin<, with fairness, since it is fire equipment that you pay the fire department budget every year to buy the ambulances you should pay equally to house the equipment. XVhich eventually could save your life. That is our rationale for it. The one thin<, we cant tell you noxv is exactly how much debt service there is golq, to be. So obviously we are not going to borrow any more than we have to. That is why governments are set up to borrow in that respect. There have been some chamw orders. Nancy has a feeling it will be less than that. Once it goes into permanent debt service the financim, will increase. She has done a Oreat job of investing the short term proceeds which she is drawing down on. That will pay for almost half of the interest this year. XVe must pay on half of the interest this year. Obviously, the town wont be in on that, that is just the way it is. I took a look this afternoon, if you consider the town and village are half and half on the Youth Commission and half and half on the Joint Rec. The Town does give the Village $13,000 towards the park program. And that turns out after looking at the park budget, it has gone up since I have been there, gone up 141o. $92,000 for Tabor and expenses. I don*t know if you want to use that as a measuring stick or not but if the Town did we would <71ve them the same deal to rent the hall. XVhatever the rent the villa<,e board decides on. On the bookkeeping end for the Town, so the way I envisioned it, let us throw out a number of contributing $50,000.00 towards your debt service. That would add to the present request of the fire department. In other words, if Enc asked you for $1 i0,000.00 on each contract, those two amounts would be added in. The way I see it, and maybe you will want to have Tian look at this, the fire contract only covers' d of the Town, and Niclean covers the other' -a. Plus, or minus. The ambulance is covered by the entire town. Obviously, you would have to have an addition to the fire tax and an extra budget item in the B fund. I am not sure how to tell you about how to divide it up. I thought of different scenarios, the only good thing, if you went a little heavier on the B fund, you would have more of a fund balance to work with within the budget. XVhereas the fire tax is the fire tax. So, there are lots of details to work out on this. I wanted to do this more of a preliminary, just to (yet you guvs to think about it so see where we are coming from. I was planning on as I think I still have most of your emails, to write up a report explaining this further and in more detail. In my mind is should work but obviously, it is your decision as to whether you give us any money at all. Or contribute. (questions" Councilperson Young: XVhen you say contribute, how many years are we" Charles Rankin: 30. It is a long-term commitment. That is the maximum the State will allow you to borrow for a building as they consider that the useful life. It is all set up in State Finance law. Councilperson Young: I know Nancy was looking into it and the NY Forward money cant be used for this, but she was <win<u to investwate to see if anv of that money can <yo to this. Mavor Neville: No, it can't, but she has applied four a couple of other grants that we may possibly get in the future that would apply. Councilperson Camel: So, I have a couple things. lumber one. I hate the fact that this came to us after the fact. If you guys had come to us from the beginning. XVanted our input as part of the plan you have a stake in. This is like me going out and buying a car and coming to you Inter swing I think because I am going to (live you are ride sometime. I want you to help pay for my car payment. I don*t like that. I also remember III the presentation that came a while ago, I do believe it was said and we can <�o beck into the minutes if you want, it �Imost sounded like. end we each heard it, that our vearly fire payment and ambulance payment, part of that had been tucked away each year to help pay for that. So instead of paying for the fire contract and the ambulance contract based on what we should have been paying, we were paying more so it could be tucked into an account to pay for that. Charles Rankin: Some of what you have said is justified. I am no longer anyth1q, to either of these organizations at this point. It probably should have come to you earlier than it did. I don't knowv at what point that would have been acceptable to you? Councilperson Gamel: I think at the beginning. If there was a plan to build a municipal building, then we should have been a part of it. Sonleone from the town should have been at the meetiq, then we could have had some input on the money that was be1q, spent if we were golq, to have to pay for it. don't like that fact. Charles Rankin: It is not much different than the Village, we were resel-v1q, money for a municipal buildlq, wnd obviously we have to pay the balmnce. So, we are subsequent to pay for all of this. Councilperson Gamel: That is wily we pay you a contract each year for the fire wnd the :ambulance. That is how that wvorks. hike I said, had we been in on the start, wnd how much money, extra money did we pay each year wnd for how loq," I know since I started, our fire wnd Ambulance contracts have more than doubled. I don't disagree. Everything has gone up, but if we paid $110,000 for each one of the coma -acts, was $80,000 for the fire wnd 40,000 each went Into) an account, did $100,000.00'' XVe don't know then. Charles Rankin: That is up to the fire Department mud how much they stuck into the reserve each year. Supervisor Scheffler: XVe are also a couple of weeks building a road for the fire Department. I know the village is payin�� for all the materials wnd costs of rem1q, equipment, but our guys wvill be there working for a couple of weeks. I do11 t know how the bi-eakdowii is between matenals wnd labor' wnd our tricks wnd whatever, but they figure it is about an $80,000 project. It would cost $80,000 for the village, fire department, or anybody to do. So, we ire tling to help out with in -kind services, which is easier at this point because we don't have a budget for this. Charles Rankin: I am sure the Village appreciates that, wnd it is one reason wily we are here. XVe knowv your budget time will be coni1q, up here in the future. If you decide to do it, obviously you can decide to do it Inter. If you accept a memo front me, I will try to ding up some of the old records of the fire department. I will try to see how mmy years flo*s records ego. I will try to see if that will help in your decision-makin Councilperson Gamel: The audit will have that information. If there is an algorithm that shows this is what the Town owes for the fire contact, wad this Is what the Town owes for the Ambulance coati -act based on the number of ells the number or costs �goliig up wad we pay that amount. XVe can use those numbers to say if we paid $110,000 wad $11,000 was left over then we know $11,000 went into the buildin<". Charles Rankin: I can pretty much say it*s not that kind of money. It has been accumulated over a number of years. A few years ago, Chuck can attest to this,. the yilla�,,e started settin�(y money aside not with the fire budget. That kept increasim, the same percentage they do whether its the same every year or they change it I don*t knox . XVe specifically had it set aside. I can see what you are talk1q, about per say the fire contract is 11-0,000 wnd maybe they only use 80 mid that is going into a buildin<, fund, but I don*t knoxy that. There is no swine your $8,000 belongs to the Village or the `Town because it has the same general account. Councilperson Gamel: But if we are putting money into going toward an increase in the fire trucks,. which went from 400 thousand to 800 thousand, we didn*t knoxy we xyeren*t puttim, it into a buildin" fund. XVe had a year that we didn*t have to sink $3i,000 into a fire truck but maybe $27 or $29,000 that maybe $6,000 went into it that year because we had that money left. That is how our new tanker wnd eii(mie are sitting there. XVe would borrow from ourselves wnd pay ourselves back that money instead of borroxvin, from a bank. It was not in a lock down account that we couldn*t Much. It wasfor a lot of vear until I came aloe<, wnd said you guys are craw. XVhv are we paying 90o to some other bank when we could pay ourselves back 70o wnd put it in our oxvn account" That is «fiat we started to do on the last two apparatuses. It is probably 990o complete. The pavin, is finishing up wnd I do believe they will put in the sod this week. I want to thank Ellard wnd the Town for cownbutin, to putting that in up to the caboose or the old Railroad Depot. That has to be taken out with all of the potholes in there. If we don*t fix it right wnd take it down, then build the road back up, it will just fall apart in a year or two. X\ miz�ht just as well do it right because all the trucks turn in wnd out of there. Tentatively, they were looking at the 1 Via' of this month but that has been pushed back as we have one disconnect panel box that as of today, is still about 4 weeks out. They have the panel box but there are some components that ego into it front the company, that are just not available. As of over the weekend, the tentative schedule for the open house is :alumni XVeekend, a week or so before ®Ide Home days. Things are coming together quite well. XVe have to finish up that road wnd do some pavin, on the south side of the buildin, on the top part, a little bit added. The flooring, everyth1q, is in it. Coming from where we were at for a lone time, that wasn*t the norm. have noticed over the last fey vears or so, is a concerning increase of stuff along side of the road. would encourage you, if you are able to do that, to do so because it gives people a venue to get rid of their stuff instead of taking it to the dump. Myself, I don*t have a problem paying the dump fees because I love this community to be clean. I would encourage you if you could do this to absolutely do so.
