PUBLIC HEARING ON THE 2024 FISCAL YEAR AMBULANCE & FIRE CONTRACTS
THURSDAY, NOVEMBER 2, 2023 AT 7:30 PM

The meeting was called into session with the Pledge of Allegiance at 7:30 PM and the published
notification was read by the Town Clerk.
HEARING ON 2024 FISCAL YEAR PRELIMINARY BUDGET
MOVED by Councilperson Gamel, seconded by Councilperson Clark, to open the Public Hearing on the Fiscal
Year 2024 Preliminary Town of Groton Budget.
Ayes – Clark, Young, Gamel, Scheffler
With no one wishing to speak a MOTION TO Close the public hearing at 7:35 PM was made by
Councilperson Gamel, seconded by Councilperson Young.
Ayes – Clark, Young, Gamel, Scheffler Resolution Passed
Nays –
HEARING ON 2024 FISCAL YEAR GROTON FIRE AND AMBULANCE CONTRACTS
MOVED by Councilperson Gamel, seconded by Councilperson Clark, to open the Public Hearing on the 2024
Fiscal Year Groton Fire and Ambulance Contracts at 7:40 pm.
Ayes – Clark, Young, Gamel, Scheffler
With no one wishing to speak a MOTION TO Close the public hearing at 7:45 PM was made by
Councilperson Clark seconded by Councilperson Gamel.
Ayes – Clark, Young, Gamel, Scheffler Resolution Passed
Nays –
RESOLUTION #23-100 - APPROVE 2024 FISCAL YEAR TOWN OF GROTON BUDGET
MOVED by Councilperson Young, seconded by Councilperson Clark
RESOLVED, that the Town Board hereby approves the 2024 Fiscal Year Town of Groton Budget as stated in
the preliminary budget.
Ayes – Clark, Young, Gamel, Scheffler

RESOLUTION #23-101 - APPROVE 2024 AMBULANCE & FIRE PROTECTION AGREEMENTS
MOVED by Councilperson Young, seconded by Councilperson Clark
RESOLVED, that the Town Board hereby approves the 2024 Ambulance and Fire Protection Agreements
authorizing the Supervisor to sign them.
Ayes – Clark, Young, Gamel, Scheffler
Nays -
Resolution Passed
HEARING ON PROPOSED LOCAL LAW #3 TO OVERRIDE THE TAX CAP
MOVED by Councilperson Gamel, seconded by Councilperson Young, to open the Public Hearing on Local
Law #3 noting information provided by the bookkeeper that the budget was under the NY State Tax limit. at
7:50PM.
Ayes – Clark, Young, Gamel, Scheffler
With no one wishing to speak a MOTION TO Close the public hearing at 7:51 PM was made by
Councilperson Gamel seconded by Councilperson Clark.
Ayes – Clark, Young, Gamel, Scheffler Resolution Passed
Nays –
MOVED BY Supervisor Scheffler, second by Councilperson Gamel to rescind or nullify resolution
#23-093 the proposed local law to override the tax cap as it is not necessary.
Ayes – Clark, Young, Gamel, Scheffler Resolution Passed
Nays –
There being no further business, Councilperson Gamel moved to adjourn, seconded by Councilperson
Young, at 7:52 PM Unanimous.
