Dear Representative: As required by 19 NYCRR Section 900-2.4 Exhibit 3 of the of the New York State Executive Law Section 94-c (“Section 94-c” or “Process”), Yellow Barn Solar, LLC (Applicant), a subsidiary of CS Energy, is requesting input on all publicly known land uses within a 5-mile study area of the project. The Project is to be located on land within the Towns of Lansing and Groton, Tompkins County, New York (Project Site). The Applicant will be producing a map of all publicly known proposed land uses within the 5-mile study area surrounding the proposed 160-megawatt (MW) Yellow Barn Solar Project (Project). The Applicant is in the process of reading through local town meeting minutes in Lansing, Groton, and the surrounding towns in the study area and would like support in identifying proposed land uses in these municipalities. This will be completed to determine the extent, and assess the significance of, the proposed Project’s land-use on the surrounding area. A map of the 5-mile study area is attached, to illustrate an outer boundary for the land in question (in .JPG and .KMZ format) Project Description The Project will consist of solar panels, inverters, collection lines (underground), fencing, access roads, and a substation with an associated point of interconnection (POI) to an existing transmission line along Van Ostrand Rd, Lansing. Request Please provide your recommendations by Thursday, August 31st, 2023; lack of a response will serve as confirmation that there are no proposed land uses in your respective municipality within the five mile study area identified.
