You are receiving this letter because you reside within 1,000 feet of a proposed solar project, Yellow
Barn Solar, that is currently under development by CS Energy in the Towns of Lansing and Groton,
New York.
Yellow Barn Solar is a 160 megawatt (MW) solar project located along Pleasant Valley Road, East of
Van Ostrand Road in Lansing and West of Smith Road in Groton, and is expected to enter construction
in late 2024 or early 2025.
As the developers, we would like to invite you to attend an Open House event that will provide a
chance to view the preliminary plans, ask questions, and provide feedback regarding the proposed
solar project.
The Open House will be open to all members of the community and will take place April 26th, 2023, at
the Lansing Community Center, located at 29 Auburn Road, Lansing, NY 14882 from 6:30 - 8:30
pm.
Representatives from CS Energy will be in attendance at the Open House to provide information on the
project and answer questions.
We would welcome the opportunity to speak with you about our Project and answer any questions you
may have.
If you cannot attend this meeting, please be assured that there will be additional opportunities to learn
about and comment on this project in the coming months.

Dear Office of Renewable Energy Siting Staff:
We represent Yellow Barn Solar, LLC (the “Applicant”), in the above-referenced
proceeding. The Applicant is proposing to construct and operate the Yellow Barn Solar Project
(“Facility”), an approximately 160 megawatt (MW) solar photovoltaic electric generating facility
proposed to be located in the Towns of Lansing and Groton, Tompkins County, New York.
Pursuant to 19 NYCRR § 900-1.3(d), on July 24, 2023, the Applicant electronically filed
the 60-Day Notice of Intent to File an Application (“60-Day Notice”) with the Office of Renewable
Energy Siting (“ORES”). In addition, the Applicant published the 60-Day Notice in accordance
with the publication requirements in 19 NYCRR § 900-1.6(c) and sent a printed copy of the 60-
Day Notice to all local agencies in attendance at the local agency consultation held on November
15, 2022.
Attached as Attachment A, please find affidavits and proofs of service of the 60-Day Notice
to ORES, all persons residing within one (1) mile of the proposed solar Facility, each member of
the state legislature in whose district any potion of the proposed Facility is to be located, all local
agency representatives in attendance at the local agency consultation, the Tompkins County
Administrator, the Lansing and Groton Town Clerks, and libraries serving the district of each
member of the state legislature in whose district any portion of the proposed Facility is to be
located.

60-DAY NOTICE OF INTENT TO FILE AN APPLICATION
CS Energy is proposing to construct the Yellow Barn Solar Project, a major solar electric generating facility,
under Section 94-c of the Executive Law (Section 94-c). This notice announces that on or about September
22, 2023, CS Energy intends to file an Application with the Office of Renewable Energy Siting (ORES or
the Office), pursuant to Section 94-c seeking a Siting Permit from the Office authorizing the construction
and operation of the Project. The 94-c process has been implemented by rules enacted by the Office and
establishes a review process with uniform standards and conditions for all renewable energy projects. The
uniform standards and conditions are available at 19 NYCRR 900-6 and www.ores.ny.gov/regulations.
The Yellow Barn Solar Project is proposed to be an approximately 160 megawatt (MW) solar photovoltaic
electric generating facility proposed to be located in the Towns of Groton and Lansing, Tompkins County,
New York (the “Project”). The Project will span approximately 800 acres (“Facility Site”). The Project is
anticipated to positively impact both the environment and the local economy by reducing carbon dioxide
emissions and producing significant tax revenue and other economic benefits for the area. The Facility will
include, among other components, solar panels, access roads, substation, inverters, transformers, electrical
collection lines, and temporary construction staging and storage areas.

Upon filing the Application, CS Energy will provide funding in the amount of $1,000/MW to be deposited
into a local agency account to be made available to local agencies and potential community intervenors for
the purpose of contributing to a complete record leading to an informed permit decision as to the
appropriateness of the site and the facility, and for local agencies, shall include the use of funds to determine
whether a proposed facility is designed to be sited, constructed and operated in compliance with applicable
local laws and regulations. 19 NYCRR 900-5.1
Any local agency or potential community intervenor shall submit a request for initial funding within thirty
(30) days of the date of application filing and such requests can be made to:

nounces that on or about September 22, 2023, CS Energy intends to file an Application with
the Office of Renewable Energy Siting (ORES or the Office), pursuant to Section 94-c seeking
a Siting Permit from the Office authorizing the construction and operation of the Project. The
94-c process has been implemented by rules enacted by the Office and establishes a review
process with uniform standards and conditions for all renewable energy projects. The uniform
standards and conditions are available at 19 NYCRR 900-6 and www.ores.ny.gov/regulations.
The Yellow Barn Solar Project is proposed to be an approximately 160 megawatt (MW) solar
photovoltaic electric generating facility proposed to be located in the Towns of Groton and
Lansing, Tompkins County, New York (the "Project"). The Project will span approximately 800
acres ("Facility Site"). The Project is anticipated to positively impact both the environment
and the local economy by reducing carbon dioxide emissions and producing significant tax
revenue and other economic benefits for the area. The Facility will include, among other com-
ponents, solar panels, access roads, substation, inverters, transformers, electrical collection
lines, and temporary construction staging and storage areas.

KALIAPANI, India – In the dusty
mountains of eastern India, workers at
the country’s largest chromium deposit
have mined for the essential ore, rain or
shine, for around 60 years.
The industry is fruitful in some ways
– hundreds of trucks stacked with min-
eral-rich soil journey back and forth reg-
ularly between the mine and processing
plants – but it is damaging in others.
Farmers say their fields are stripped of
fertile earth and livestock desperately
comb through now-barren lands for
feed.
“We used to grow chilies and other
vegetables earlier but now when it rains
all the soil from the mines washes onto
our fields,” bringing with it harmful ef-
fluent, said Gurucharan Mohant, a 60-
year-old farmer from the nearby village
of Kaliapani. “Nothing grows here any-
more.”
Chromium, used mostly as a coating
to stop rust in steel and car parts, has
been deemed necessary for India’s tran-
sition to cleaner energy. A layer of chro-
mium makes solar panels more efficient,
and the mineral is also used in wind tur-
bines and batteries. Lawmakers – in-
cluding at Wednesday’s Group of Twen-
ty ministerial talks on clean energy –
want the country to expand its critical
mineral mining operations and make its
own clean energy infrastructure from
start to finish.
Now other critical minerals, like lithi-
um, cobalt and nickel, which are also
used in solar panels, wind turbines and
batteries, are being discovered in India.
It’s a chance to build out more green in-
frastructure in a country with escalating
energy needs and bolster mineral supply
chains worldwide, but concerns remain
about the environmental consequences
mining will have on neighboring vil-
lages, like Kaliapani.
Kaliapani is impoverished, has little
access to clean water and residents
claim their chronic overexposure to
chromium has caused health problems.
Swarup Kumar Samal, an environ-
mental officer at Odisha Mining Corpo-
ration, which runs the mine near Kalia-
pani, said the company is following In-
dia’s environmental regulations.
“We are treating all surface run-off
and water from the quarry bottom before
discharging them to local water bodies,”
said Samal. He added that the company
also has “sprinkler heads installed
across the mines and specialized trucks
constantly spray water at high pressure
so that the area remains dust free.” Dust
from chromium mining operations can
be toxic if inhaled.
But “any mining has impact,” said
Sandeep Pai of the think tank Swaniti
Initiative. “India needs to be thinking of
how everyone involved, including local
communities, will benefit before they
begin mining for critical minerals like
lithium.”
In June, India joined a U.S.-led criti-
cal mineral alliance during Prime Minis-
ter Narendra Modi’s meeting with U.S.
President Joe Biden. Then earlier this
month, India’s mining ministry released
its first-ever report on the minerals the
country needs to grow its economy. It
declared 30 minerals, including lithium,
chromium, cobalt and nickel, as essen-
tial.
Mining minister Pralhad Joshi called
the list “India’s roadmap for ‘Aatmanirb-
har Bharat,’” a commonly-used Sanskrit
term meaning “self-reliance.”
Both moves were hailed by energy ex-
perts as steps in the right direction.
“International coordination is actual-
ly a major component of critical miner-
al security and to have access to the
global supply chain, joining the U.S.-
led alliance, is great news for India,”
said Ganesh Sivamani of the New Del-
hi-based think tank, Centre for Social
and Economic Progress. Sivamani also
credited the minerals list as the begin-
ning of a strategy for India to better
achieve its clean energy goals.
Eric Buisson, a critical minerals
analyst at the International Energy
Agency, also noted the “strong need”
for minerals to crank up the move to
cleaner energy.
“You need to make sure that you
have access directly or indirectly to
these raw materials,” he said.
Developing vast amounts of clean
energy is seen as essential to limit
warming to the global goal of 2.7 de-
grees Fahrenheitas it can replace heat-
trapping fossil fuels like coal, oil and
gas with alternatives that emit little or
no carbon dioxide.
India plans to install 500 gigawatts
of clean energy by the end of the dec-
ade – enough to power 300 million In-
dian homes. The country has currently
installed 176 gigawatts of renewable
energy and aims to reach net zero emis-
sions by 2070.
The critical minerals market has
doubled in the past five years, mostly
down to the booming clean energy sec-
tor, according to a report by the Inter-
national Energy Agency. The IEA also
said that demand for minerals like lith-
ium will balloon 40 times and demand
for graphite, cobalt and nickel will like-
ly grow up to 25 times by 2040 in an
earlier report.
But “diversity of supply also remains
a concern” the IEA’s report said, with a
handful of countries, particularly China,
dominating the supply chain for many
critical minerals.
Sivamani said work on finding miner-
als in India needs to ramp up, especially
given geopolitical developments such as
China banning exports of minerals such
as gallium and germanium, both used
for making electronics, in June.
“We don’t want to be caught un-
aware,” Sivamani said. “Our best bet is to
be self-sufficient as much as possible so
that we don’t need to depend on anyone
else to achieve our economic and climate
goals.”
Experts and activists want to see this
done in a just way, with protections for
workers and local communities.
Earlier this month, the Business and
Human Rights Resource Center raised
fears about alleged human rights and
environmental abuses across the critical
mineral supply chain. Many have called
for companies involved in the transition
to clean energy to hold themselves to
higher standards.
Pai, of the Swaniti Initiative, said ex-
panding India’s mining network is a
chance to start a better relationship with
local communities atop of critical miner-
al deposits and protect them from po-
tential environmental harm.
“If India fails to do this, it is inevitable
that there will be opposition from affect-
ed communities once mining begins,” he
said.

real pain point.”
“I have helped countless families
find answers, closure, and peace,” says
Chicago-based genealogist Jennifer
Holik, who has been doing military re-
search for more than a decade. “The
fire has been a major obstacle to over-
come.”
Even before the grand jury closed
the criminal case, an interagency com-
mittee had concluded that the fire’s
cause “Cannot be Determined.”
But there are some who will never
accept that it was an accident.
One theory Levins has heard is that
the fire was started to destroy records
connected to Church of Scientology
founder L. Ron Hubbard. Although the
Air Force records destroyed began with
“Hubbard, James,” L. Ron Hubbard
served in the Marine Reserves and Na-
vy, and those files now reside in the
“vault” area. (Technically no longer a
vault, NPRC has an area in the stacks
“with greater security controls which
contain Specially Protected Holdings,”
Levins says.)
Some veterans have even suggested
to Levins that the government set the
fire “’so they wouldn’t have to pay my
benefits.”
One person who still thinks it might
have been arson: Elmore.
“The fire was way too big, way too
fast,” he says.
Elmore was one of five people who
reported the alleged smoker’s admis-
sion to the FBI, but he never believed
him.
“He wanted attention,” Elmore says
of the man. “Anything that he said to
any of us, we all took with a huge grain
of salt.” (The Associated Press has
learned the man’s name but could not
locate him or determine if he is still
alive.)
A link to Watergate?
Elmore, 75, can’t help wondering if
the fire might have been connected to
Richard Nixon and the Watergate scan-

Hunt, leaders of the so-called plumbers
who broke into Democratic National
Committee headquarters at the Wash-
ington hotel, were both veterans.
Levins says there is no definitive list
of what was inside the vault in 1973, but
that the files of Liddy (Army) and Hunt
(Army/Navy) are very much extant.
Hunt’s Army record was “impacted by
the fire” and partially reconstructed,”
Levins says.
Following the fire, Buttery and El-
more helped launch a nonprofit veter-
ans service center in St. Louis that
helped thousands of former service
members find jobs and obtain benefits.
Elmore later started a small business,
since closed, helping veterans obtain
their records.
The former janitors are still friends.
But Buttery doesn’t share his buddy’s
suspicions.
“I mean, a spark would have ignited,
it would have been like a pile of leaves,
pile of dry leaves,” says Buttery, 71, who
operates a construction business. “I
think if anything, it was an accident.”
In 2011, the same year Levins became
director, the NPRC moved into a shiny,
modern facility on the other side of St.
Louis County. The old building, one sto-
ry shorter than before, remains vacant.
A half century after the fire, Levins
still has a team of around 20 people
working full-time on about 6,900 fire-re-
lated cases.
If there was a silver lining to the fire,
Levins says, it’s that it led to advances in
records management, storage and resto-
ration.
The government pioneered vacuum-
drying methods to salvage water-logged
records, developing safety standards
that were later adopted by the National
Fire Protection Association.
The VA is methodically digitizing the
center’s paper records. Between that and
redundant backup procedures, Levins is
confident something like this can never
happen again.
In 1995, a special task force of the Na-
tional Archives and Records Administra-
tion – now an independent agency –
concluded that military personnel files
were “permanently valuable.” Under a
2004 agreement with the Department of
Defense, all OMPF’s will eventually be
turned over to NARA and “will never be
destroyed,” Levins says.
“I tell the veterans, ‘In a sense, you’ve
been immortalized, because your mili-
tary record will be kept for the life of the
republic,’” he says. “It will be kept for the
same length of time as the United States
Constitution.”

I’ve taken a lot of information
from,” Dullivan said. “There
will be lots of reminders from
our past to continue our love
for the Lord and concern for the

Dullivan said that the part of
the celebration that she is most
excited for is learning who has
most deeply impacted the lives
of the church’s current and for-
mer members.
“We have one lady who is 99,
she didn’t join until the ‘70s,”
she said. “She and her husband
joined the church then and she’s
been very active, my sister is
five years older than I am and
she has lot of memories from the
church, too.”

clude bag limits, tend to protect
those creatures.
Assembly sponsor Deborah
Glick, a Manhattan Democrat,
said her bill targets contests that
are “gruesome and wasteful.”
Though many of the animals can
be eaten and coyotes are valued
for their pelts, opponents say an-
imals killed during the contests
too often are thrown in the trash.
One annual event that has
drawn criticism — and hundreds
of participants — is a three-day
coyote hunt held in largely rural
Sullivan County, northwest of
New York City. Organizers of-
fer a top prize of $2,000 for the
hunter who brings in the heaviest
coyote.
The competition raises as
much as $12,000 to help fund
youth programs and the local fire
department, said John Van Etten,
president of the Federation of
Sportsmen’s Clubs of Sullivan
County.
He sees opposition to the com-
petition as misguided.
“I think the people that want
to ban these contests don’t really
understand them,” Van Etten
said.
“They don’t understand hunt-
ing and why people would kill
coyotes,” he said. “Whether
there’s a contest or not, they’re
still going to do so.”
The contests also have been
defended as a way to keep wild-
life populations in check — es-
pecially for coyotes, which are
viewed as livestock-killing nui-
sances in some areas.
Ban supporters say the best
available evidence does not sup-
port casting the competitions as
coyote control. Instead, the ban
advocates claim contests can ac-
tually spur coyote reproduction
by destabilizing packs.
Hochul, a Democrat, is re-
viewing the legislation, accord-
ing to her office. The measure
is among bills she’s considering
whether to sign this year.
The legislation passed the
Democrat-controlled Legislature
in June, over Republican argu-
ments that it represented an at-
tack by urban interests on a rural
practice.
“This anti-hunting bill is yet
another example of out-of-touch,
big city legislators imposing their
will on our constituents,” Repub-

Temperatures have peaked at or above
110 degrees Fahrenheit the entire month of
July in Phoenix. Air conditioning, which
made modern Phoenix even possible, is a
lifeline.
When a cloudless sky combines with
outdoor temperatures over 100 F, your
house turns into an “air fryer” or “broiler,”
as the roof absorbs powerful heat and ra-
diates it downward, said Jonathan Bean,
co-director of the Institute for Energy So-
lutions at the University of Arizona. Bean
knows this not only from his research, he
also experienced it firsthand this weekend
when his air conditioner broke.
“This level of heat that we are having
in Phoenix right now is enormously dan-
gerous, particularly for people who either
don’t have air conditioning or cannot af-
ford to operate their air conditioner,” said
Evan Mallen, a senior analyst for Georgia
Institute of Technology’s Urban Climate
Lab.
Yet some are cutting back on AC, trying
to bear the heat, afraid of the high electric-
ity bills that will soon arrive.
Camille Rabany, 29, has developed
her own system to keep herself and her
10-month-old Saint Bernard Rigley cool
during the Arizona heat wave. Through
trial and error, Rabany found that 83 F is
a temperature she is willing to tolerate to
keep her utility bill down.
By tracking the on-peak and off-peak
schedule of her utility, Arizona Public Ser-
vice, with the help of her NEST smart ther-
mostat, Rabany keeps her home that hot
from 4 to 7 p.m., the most expensive hours.
She keeps fans running and has a cooling
bed for Rigley, and they both try to get by
until the utility’s official peak hours pass.
“Those are the hours that I have it at
the hottest I’m willing to have it because I
have a dog,” she said. Last month, Rabany
said her utility bill was around $150.
Emily Schmidt’s home cooling strategy
in Tempe, Ariz. also centers around her
dog. Air conditioning is “constantly a topic
of conversation,” with her partner, too, she
said.
“Sometimes I wish I could have it cool-
er, but we have to balance saving money
and making sure the house isn’t too hot for
our pets.”
With the unrelenting heat of the recent
weeks, “I’m honestly afraid what the elec-
tric bill will be, which makes it really hard
to budget with rent and other utilities.”
Katie Martin, administrator of home im-
provements and community services at the
Foundation for Senior Living, said she sees
the pet issue, too. Older people on limited
incomes are making dangerous tradeoffs
and often won’t come to cooling centers
when they don’t allow pets.
“In recent years we are finding that most
of the seniors we serve are keeping their
thermostat at 80 F to save money,” she
said.
Many also lack a support network of
family or friends they can turn to in case of
air conditioner breakdowns.
LA store near Skid Row sells $1B Powerball ticket

A tiny neighborhood store in
downtown Los Angeles sold
the winning ticket for the Pow-
erball jackpot worth an esti-
mated $1.08 billion, the sixth
largest in U.S. history and the
third largest in the history of the
game. The winning numbers
for Wednesday night’s drawing
were: white balls 7, 10, 11, 13,
24 and red Powerball 24.
The winner can choose ei-
ther the total jackpot paid out in
yearly increments or a $558.1
million lump sum before taxes.
Winners don’t have to come for-
ward publicly but their names
and the disposition of the mon-
ey are public records, according
to the California Lottery.
The winning ticket was sold
at Las Palmitas Mini Market,
which will receive a $1 mil-
lion bonus from the lottery. The
owner of the store is Maria Le-
ticia Menjivar, lottery spokes-
person Carolyn Becker said.
Lottery officials presented
a giant symbolic check to the
owner and her family, including
her husband Navor Herrera, the
manager, and hung signs saying
“billionaire made here.”
Asked about the store’s mil-
lion-dollar windfall, Herrera set
his sights on the future.
“I have to make more bigger
store, more items, good service
for the people. That’s my thing
now,” he said.
“The store is small” but the

Ithaca native Eva Bleakley grew up
surrounded by nature and has made
her appreciation of it her artistic focus.
“My mother worked
as a horticulturist at
Cornell’s Botanic Gar-
dens for over 30 years,
and when I was young
we lived for a while
in an old farmhouse
tucked away inside the
Arboretum. I spent
hours wandering the
gardens.”
Love of art and the natural world
were always part of Eva’s life. As a
child, Eva’s father would walk with
her in natural areas and quiz her
on native plants. She loved draw-
ing, took classes at CSMA, and art
classes in school were her favorite.
After high school Eva headed to
the Fashion Institute of Technology
in NYC to study interior and exhibit
design for museum and retail spaces.
“I loved the energy of the City. When
I wasn’t studying or working, I spent
time visiting all the museums and tak-
ing in the whole art scene,” Eva said
Eva became enchanted by the art-
istry of window dressings and fashion
and one of her many jobs was designing
and creating fanciful window displays
in famous NYC shops on 5th Avenue.
“I became enthralled by the
interplay of art and design
and its appeal to consumers.”
After completing a Fine Arts de-
gree from Hunter College, Eva
returned to Ithaca. In 2013 she
worked for a few months with Sara
Culotta, founder of Business is
Blooming, Floral Design Studio.
When Sara informed Eva she was
going to sell her business, Eva pon-
dered the surprise opportunity.
“I had never considered own-
ing a business and I had no busi-
ness background. But, going with
the Flow of Life, I decided to car-
ry on this much-loved business,
which allowed me to merge my love
of plants and artistic background.”
Eva’s evolving business plan,
as a full-service florist, contin-
ued and expanded weddings,
events, flower subscriptions, gifts,
and sympathy arrangements.
“When I buy flowers, I focus on local
sources first and then regional sites
in NY, PA, and Canada, expanding
beyond for variety. I look for healthy
sources--considering land manage-
ment, sustainability, and employment
practices…As much as possible I use
local flowers and plants, embracing
the seasonality, and arrange them so
their natural form and beauty shine
through,” Eva said. “After my mother
retired from the Botanic Gardens, she
renovated and expanded the Cutting
Garden on the side of the studio, where
we grow some of our own blooms in
the heart of the Fall Creek neighbor-
hood. In keeping with sustainable
business practices, I share gently used
flowers recycled from events with art
classes or local school celebrations.”
Many of us have probably seen and
admired the unusual, enchanting ar-
rangements displayed in banks, gyms
and offices throughout this area. We
know people who have happily re-
ceived a monthly BIB arrangement as
a gift from a doting loved one. As we
lean in to take a closer look at the beau-
tiful bouquets, we read the delightful
accompanying cards, with botanical
facts and bits of plant lore, and ex-
pand our list of flowers we can name.
After nearly ten years as owner of
Business is Blooming, Eva, the young
artistic worker-turned business own-
er, attributes her ability to maintain
and expand Business is Blooming with
no prior business experience, to lots of
organization, methodical planning, at-
tention to details, excellent customer
service, and of course her creative drive.
She shares the credit for success
with her talented, hardworking staff
and two devoted parents, who pitch
in with deliveries and help around
the studio. A graphic design/com-
puter whiz, Eva’s younger brother
also gets called upon occasionally for
consultations. Eva’s days are busy,
but she is surrounded by people she
loves, who are invested in a good
outcome and can be counted upon.
Reserving enough time, fo-
cus and energy to create artis-
tic, delicate living arrangements,
while at the same time managing
a popular business, is demanding.
“To recharge after months of of-
ten working 7 days a week, I plan
an adventure during our quietest
time of year. I go to a new coun-
try—Colombia, Bolivia, Peru, Mex-
ico, Cuba…When I return to Ithaca,
I am renewed and ready to greet the
non-stop demands of a business.”
After receiving the most exquisite
flower arrangement, delivered by
Eva’s mother on Valentine’s Day, final-
ly meeting Eva Bleakley, young owner

CS Energy is proposing to construct the YellowBarn Solar Project,amajor solar electric generating facility,under Section 94-c of the
ExecutiveLaw (Section 94-c). This notice announces that on or about September 22, 2023, CS Energy intends to file an Application
with the Office of Renewable Energy Siting (ORES or the Office), pursuant to Section 94-c seeking aSiting Permit from the Office
authorizing the construction and operation of the Project. The 94-c process has been implemented by rules enacted by the Office and
establishes areview process with uniform standards and conditions forall renewable energy projects. The uniform standards and con-
ditions are available at 19 NYCRR 900-6 and www.ores.ny.gov/regulations.
The Ye llowBarn Solar Project is proposed to be an approximately 160 megawatt (MW) solar photovoltaic electric generating facility
proposed to be located in the To wns of Groton and Lansing,Tompkins County,New York (the “Project”). The Project will span ap-
proximately 800 acres (“Facility Site”). The Project is anticipated to positively impact both the environment and the local economyby
reducing carbon dioxide emissions and producing significant taxrevenue and other economic benefits forthe area. The Facility will
include, among other components, solar panels, access roads, substation, inverters, transformers, electrical collection lines, and tem-
poraryconstruction staging and storage areas.
