Ayes – Clark, Young, Klumpp, Gamel, Scheffler Motion Passed RESOLUTION #23-055- -APPROVE VILLAGE/TOWN/CORNELL COOPERATIVE EXTENSION AGREEMENT FOR YOUTH SERVICES MOVED by Councilperson Gamel, seconded by Councilperson Klumpp to approve an agreement with the Village of Groton to select Cornell Cooperative Extension as the independent contractor for youth services. I was able to attend the finance training and was glad to go and would like to thank the board for that. To answer Rick’s question about the budget adjustment line title, it was already there and that is where the tool allotment comes from. W. An extensive amount of work has been completed as you can see by the vouchers. It is getting harder and harder to find parts, some are not being made. We will do what we can with what we have. We will start paving tomorrow with help from the Town of Dryden DPW laying top down on Stevens Rd. I am excited to try out the new pug mill paving system to see if it is as good as other municipalities say it is. We are one of the first departments to be ready having prepared by stockpiling stone and asphalt millings. I did this in the event the price of oil continued to climb. We had the county mini excavator on hand so we were able to help the Boy Scouts prepare holes for 10 Black Oak trees planted on the Spring Street Extension trailhead. With good weather, those trees should outlive all of us and be there for people to enjoy. Town Board Minutes Page 3 May 9, 2023 Three young men from the heavy equipment class at BOCES have joined our crew for an internship program. One is very local, two are from Dryden. One already works at Caskey’s garage after school. I will have them next week so they will get to experience the new paving process. They have already told me they have been learning a great deal more with us than they have been exposed to at school. They all appear eager, and I look forward to seeing where they go in the future. Zachary Tagliovento has been with us for 5 months now. He has a positive attitude, is picking up driving very well, and has passed the written test for his CDL. I would like a resolution to approve the standard $.50. raise for him. We have discovered the new driver training program is covered in administration tape which I am working with the county to become certified for road testing. Once I have done my part, we can get him moving toward the license. The open highway position remains vacant. RESOLUTION #23-059- -APPROVE RAISE FOR ZACHARY TAGLIAVENTO MOVED by Councilperson Gamel, seconded by Councilperson Clark to approve a $.50 raise for highway laborer, Zachary Tagliavento. Ayes – Clark, Young, Klumpp, Gamel, Scheffler Motion Passed Nays- Municipal Office Upgrades Ellard Keister, Highway Superintendent – I was able to reach out to two more architects. Daniel Manning PLLC from Syracuse provided us with the quote you have for architectural services which includes the bid packet. Jared was here and was very informative. He went over options and knew the regulations we would need to incorporate as they deal with municipalities, schools, and other government buildings daily. He offered to give us a ballpark figure to see if this is something we can do this year or if we need to wait to budget for next year. RESOLUTION #23-060- -ACCEPT DANIEL MANNING PLLC FOR ARCHITECTURAL SERVICES RESOLUTION by Councilperson Klumpp, seconded by Councilperson Gamel to accept the architectural services proposal from Daniel Manning PLLC for the entrance and accessibility upgrades. Ayes – Clark, Young, Gamel, Klumpp, Scheffler Resolution Passed Nays - Robin Cargian RMC, Town Clerk & Tax Collector – Nothing to report. Fran Casullo, Town Attorney – Nothing to report. Councilperson Young, Representative to Joint Youth Program- Read the following report and noted the new summer programs implemented by the school may affect the attendance numbers of the Village/Town programs. This is a concern for grant eligibility and will attempt to discover how these new programs will be funded once the school’s grant is over. Spring Planning: • Yoga still running • Red Cross Baby Sitting Class- 15 students. The class was full. Great new location. • Roller Skating Night- Laser tag. Low attendance due to break. • Youth Baseball/Softball • Youth Track & Field Flyers out to schools. 27 participants Town Board Minutes Page 4 May 9, 2023 • Tuesday Zumba attendance is still strong. Will continue for another 6 weeks. • Rec Volleyball moved to 7-9 Mondays running until the end of May • May Dance recital at the auditorium. • June 10th National Family Health & Wellness Day. Summer Planning: • Summer Concerts are scheduled. Food trucks have been scheduled. • Hiring: o 2 Rec Assistants returning o 10 confirmed LG returning. 1 New applicant o Pool Director and Head Lifeguard filled. • A lifeguard course for Groton residents May 12th-14th at Dryden School • Summer Programming: The booklet should arrive any day • New program for summer- Teen open rec? equipment check-out at the guard shack? • Pool Sandblasting & Painting project planned • Tennis court work planned • Olde Home Days- Laser Tag, Kickball, open rec, pool depending on staffing. Professional Development: • Aquatics Facility Operator Course- Mechanical, chemical, operation, and risk management aspects of pool facilities. Completed • Lifeguarding Course- Completed • Joined the Youth Services Advisory Board • Connecting with Finger Lakes Independence Center (FLIC) regarding disability awareness in programming, policy writing, and accessibility. • National Recreation and Park Association Membership: Benefits Grants: • Beautification Grant AWARD $1,600 • Summer Concert Grant: AWARD $1,800 • Community Celebrations Grant: AWARD $1,200 • Community Foundation: AWARD $3,500 • United Way: AWARD $1,500 • Legacy Grant for Tennis Courts: $5,000 (deferred to 2022) Supervisor Scheffler, CSE Solar Update- There were no new meetings between Groton and Lansing. The escrow agreement has been finalized. I did attend the open house that CSE hosted on April 26, 2023. This was a trade show format, with maps and poster boards including a large display regarding how a pilot agreement is an advantage to your taxing jurisdiction. End of Monthly reports The board received and will review the record of activities for retirement reporting to prepare for the Standard Workday resolution next month. Report from Citizen Advisory Committee: Committee Chair, Barry Siebe –Mr. Siebe residing at 800 S. Main St. reviewed the steps to the formation of the committee from the application, the petition, and then the moratorium. He thanked the board for the opportunity to serve. The committee had several meetings, one was with the Planning Board, and one included a town hall conversation where a representative from the application attended. Town Board Minutes Page 5 May 9, 2023 That meeting turned into an open discussion and was very productive. The board was presented with a copy of the minutes from the planning board and town hall meeting with references. The draft proposal shared was partially taken from the latest example from the Town of Newfield. It has not been incorporated as a draft into the current Land Use Law which will need to be done. Fran Casullo, Town Attorney – I think it would be best to have the board review this, get their thoughts on paper, and send it to me and we can then send this to Paul Sylvestri at Harter Secrest & Emery as this is his specialty. Councilperson Gamel- Would it be possible to add it to the code and show us where the changes are? Fran Casullo, Town Attorney – I will need to review what the Land Use Code has now. The board then acknowledged the receipt of the proposed draft changes from the advisory committee. The Privilege of the Floor: No one wished to speak. Announcements: • Zoning Board of Appeals, Wednesday, May 17th has been canceled. • Planning Board Meeting has been Cancelled for Thursday, May 18, 2023 • Auditors will be here next week.
