REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order at 7:30 p.m. by
Chairman Mark Baxendell.
APPROVAL OF MINUTES – 18 AUGUST 2022
A motion was made by Member Sam Rose to approve the Town of Groton Planning Board
Minutes of 18 August 2022, as submitted The motion was seconded by Member Monica Carey,
with the vote recorded as follows:
Ayes: Chairman Baxendell Nays: None
Member Maloney Hahn
Member Brockway Absent: Member Neuhauser
Member Rose Member Cerretani
Motion carried.
This becomes Action #22 of 2022.
OLD BUSINESS
None
Suzette Proper, Applicant/George & Brenda Talbot, Reputed Owners – Cor. Lick Street & NYS
Route 222 – TM #20.-1-46.1 – Minor Subdivision
Chairman Baxendell recognized the applicant who was seeking approval to subdivide an 11± acre
parcel into four lots, as shown on the 30 September 2022 survey map by Owasco Land Surveying, a
copy of which accompanied the application. The property owners are George & Brenda Talbot. Board
members thought the application was straight forward and posed no problems.

A motion was then made by Member Leon Brockway, Jr. that the Town of Groton Planning Board
hereby declares itself Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was
seconded by Member Lisa Maloney Hahn, with the vote recorded as follows:
Ayes: Member Baxendell Nays: None
Member Brockway
Member Carey
Member Maloney Hahn Absent: Member Neuhauser
Member Rose Member Cerretani
Motion carried.
This becomes Action #23 of 2022.
Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Rose that, based on the information and analysis of the
SEQR concerning this application, the Town of Groton Planning Board has determined that the
proposed action will not result in any significant adverse environmental impact, resulting in a
Negative Declaration. The motion was seconded by Member Maloney Hahn, with the vote
recorded as follows:
Ayes: Member Baxendell Nays: None

Motion carried.
This becomes Action #24 of 2022.
A motion was then made by Member Carey to approve the four-lot Minor Subdivision, as
requested. The motion was seconded by Member Brockway, with the vote recorded as follows:
Ayes: Member Baxendell Nays: None

Motion carried.
This becomes Action #25 of 2022.
OTHER DISCUSSION
• Member Carey commented, regarding the Route 34B Storage Facility, that quite a few trees had
been removed. Chairman Baxendell thought that what the owner was doing was clearing in
order to do what was requested by this Board.
• Town Councilman Rick Gamel reported there’s a proposed solar moratorium in the works.
ADJOURNMENT
At 7:45 p.m., a motion was made by Member Brockway to adjourn the meeting. The motion was
seconded by Member Rose, with all members present voting in favor.
