Minutes of the Board Meeting Held Tuesday, March 10,
1987 at 7:30 p.m.
Those present: Teresa M. Robinson, Supervisor

Also present: Leland Cornelius, Gary Wood, David Dunning,
Lyle Raymond, David Ofner.
Moved by Mr. VanBenschoten, seconded by Mr. Sovocool
to approve minutes of February loth meeting as mailed.
Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson.
Claim Nos. 43 to 71 of The Highway Fund in the amount
of $20,552.24 and Claim Nos. 62 to 102 of The General
Fund in the amount of $15,119.65 were presented for audit.
Moved by Mr. Sovocool, seconded by Mr. VanBenschoten,
that the bills be paid. Ayes - Sovocool_, VanBenschoten,
Cummings, Graham, Robinson.
Monthly reports from the Town Clerk and Town Justice
Heffron were received.
Correspondence consisted of: Letter from Dempsey Insurance
Company stating that it was his opinion that the Town
did not wish to increase aggregate insurance limits from
1 million to 2 million for the $1,815; Letter from Tompkins
County Personnel Department regarding Non -Competitive
Civil Service Jobs; Solid Waste Meeting, March 12 at
7:30; Bond Money available for Parks and Recreation;
UYSG&E letter re street lighting service tariff; John
Harrington with Proposed Technical Services for Landfill
site in Groton; John Harrington - mining Reclamation
Pernit Proposal - $750. Letter from Helen Lane and copy
of her letter to Frank Proto regarding dump site; Copy
of letter. to Mayor Westlake from Christine Walpole regarding
dome for disabled; Town Justice audit for period ending
September 1986; Girl Scout Week Proclamation for 75th
year anniversary; Annual Report from Groton Public Library.
A Library book in memory of Lois Baker will be given
from the Town Board. Laura Haughn's father passed away
last Saturday.
David Dunning reported in response of the Water Well
Survey - 44 o return from Groton City, 40 o v4eSt Groton
and 36% McLean with more replies still coming in. Most
predicated hardness or sulphur with sediment indicated in
West Groton. A presentation of final results will be
made in May at the County Environmental Council Meeting and
at a Town Board meeting.
Lyle Raymond reported that Paul Brown of Groton is an at
large member of The Environmental Management Council. The
Cooperative Extension Office is working with Municipal
Officers Association to hold local informational meetings
at invitation of Town Boards only. A member of the Solid
Waste Committee attends meetings. Lyle stated that he had
heard that the school auditorium was not available for the
Solid Waste Meeting Thursday night.
Recessed meeting at 8:00 p.m. for public hearing on Local
Law No. 1 for the year 1987 amending Local Law No. 1 for
the year 1966 as amended by Local Law 3 for the year 1984,

Resolution No. 4 - ADOPT LOCAL LAW NO. 1 FOR THE YEAR
1987 AMENDING LOCAL LAW NO. 1 FOR
THE YEAR 1966 AS AMENDED BY LOCAL
LAW NO. 3 FOR THE YEAR 1984, WHICH
PROVIDED FOR A PARTIAL TAX
EXEMPTION OF REAL PROPERTY OWNED
BY CERTAIN PERSONS WITH LIMITED
INCOME SIXTY-FIVE (65) YEARS OF
AGE OR OLDER.
Moved by Mr. Sovocool, seconded by Mr. Cummings, Ayes;
Sovocool, Cummings, Graham, Robinson.

as follows:
SECTION 1. Local Law No. 1 for the year 1966 providing
for a partial tax exemption of real property owned by
certain persons wi`h limited income sixty-five (65)
years of age or older and as amended by Local Law No.
3 for the year 1984, is amended to read as follows:
4. The income of all the owners must not exceed
($81000) $10,000 during the 12-month period
immediately preceding the date of application.
Where the title of the property is vested in
either husband or wife, the combined income of
the husband and wife, may not exceed ($8,000)
$10,000. "Income" includes all social security
payments, interest, dividends, rental income,
salaries retirement payments, salaries or other
earnings including income from self employment.
It does not include gifts of inheritances
received during the 12-month period. The burden
of proof is upon the applicants to show
eligibility and they may be required to obtain
and submit copies of their latest Federal and
State income tax returns; social security
statements, etc.
SECTION 2. The local law shall take effect immediately
upon filing in the office of the Secretary of State.
Mr. John Ryerson of All -Mode Communications presented a
proposal for a new phone system for the Town Offices and
described functions of the phones.

Supervisor Robinson stated that David Ofner, a member of
our Appeals Board, attended The Annual Association of Towns
Meeting in NYC and while he was there a speaker did not
show up and David spoke on the subject of housing for the
elderly and their families with questions and answers
afterwards.
Jack Fitzgerald and Gary Wood stated that we have been
requested to revise the flood protection law - deadline
April 1, 1987. If we don't take action, we could
jeopardize National Flood Insurance in this area.
Local Law No. 2 for the year 1987 - "Flood Damage
Prevention" was introduced in model form.
Resolution No. 5 - SCHEDULE HEARING FOR LOCAL LAW NO.
2 FOR THE YEAR 1987 "FLOOD DAMAGE
PREVENTION".
Moved by Mr. Graham, seconded by Mr. Cummings/ Ayes;
Sovocool, VanBenschoten, Cummings, Graham, Robinson.
Resolved that a public hearing be scheduled on April
14, 1987 at 8:00 p.m. for the proposed Local Law No. 2
for the year 1987 - FLOOD DAMAGE PREVENTION.
Resolution No. 6 - ACCEPT QUOTATION FROM ALL -MODE
COMMUNICATIONS, INC.
Moved by Mr. Graham, seconded by Mr. Cummings, Ayes;
Sovocool, VanBenschoten, Cummings, Graham, Robinson.
Resolved, that the Town Board hereby accept Quotation
#,53522 from All -Mode Communcations, Inc. for one (1)
Electronic Key Telephone System in the amount of
$2,998.00 plus options A & B for an additional $195.00
for a total of $3,193.00.
There being no further business, Mr. Sovocool to
adjourn meeting, seconded by Mr. VanBenschoten at
10:30 p.m. Unanimous!
