MINUTES OF TOWN BOARD MEETING HELD TUESDAY, JUNE 9, 19879 AT 7:30 P.M.
Those present: Teresa M. Robinson, Supervisor
Ellard L. Sovocool, Councilman
Donald E. Cummings, Councilman
Joseph H. Graham, Councilman
Jack Fitzgerald, Attorney
Arrived Late: Gordon C. VanBenschoten, Councilman
Also present: Leland Cornelius, William Casolara, George Totman,
Kenneth Baldwin, Helen Lane, Donald Scheffler, Ron Harris
Moved by Mr. Graham, seconded by Mr. Sovocool, to approve minutes of
May 12th meeting as mailed. Ayes - Sovocool, Cummings, Graham, Robinson
(Absent - VanBenschoten) .
Claim Nos. 146 to 171 of the Highway Fund in the amount of $18,832.87;
Claim Nos. 206 to 231 of the General Fund in the amount of $2,567.29; and
Claim No. CF1 of the Federal Revenue Sharing Fund in the amount of $60.37
were presented for audit. Moved by Mr. Cummings, seconded by Mr. Graham,
that the bills be approved for payment. Ayes - Sovocool, VanBenschoten,
Cummings, Graham, Robinson.
Correspondence consisted of: 1) ACC 3% Franchise Fee of $568.74 received;
2) Minutes of Youth Commission; 3) Apportionment of Mortgage Tax will be
$16,402.81; 4) ACC will hold informational meeting on Wednesday, June 24
at 7:00 P.M. to review ACC's past history and plans to rebuild cable system;
5) Groton Business Association meeting at noon tomorrow with speaker from
IRS to discuss 1987 Tax law changes; 6) Resolution No. 151 from County on
Rt. 13 alternative corridor studies; 7) Notice of Social Security increase
to 15.02 for next year.
Reviewed Town Clerk's and Town Justice Heffron's monthly reports. Also,
Zoning Officer's report was reviewed.
West Groton Residents - Landfill
William Casolara spoke for the group indicating County has tested two sites
in Groton, GR2 and GR3. They need further support from the Town Board --
initiate consultation with an Environmental Lawyer. Site will be announced
the first or second week in July. One thing that is especially crucial is
the siting of the landfill in one year by June 1988. There is no way
possible to go through DEC SEQR hearings, excavate 30 acres 20 feet deep,
install liners, test wells, etc. in one year which leads us to the point
of what they're going to do. We have a strong suspicion that there will be
an interim site. So, what we're seeking is to have the Board initiate
proceedings to hire an Environmental Lawyer so that we may find out avenues
that we can pursue. We are concerned about the village and the whole town.
Supervisor Robinson indicated she has names of Ehvironmental Attorney Firms
that specialize in environmental law. Supervisor Robinson also indicated
Town might look into this lawyer business, but hesitant because we like to
have something in hand and not look at phantom things. I'd want to be
pretty sure that it was coming into this area before I got right down to
the nitty-gritty of it with the lawyers. Supervisor Robinson suggested the
group sort facts out they now have and maybe get together with someone
suitable and have a discussion on current facts and any other information
or assistance we can obtain to discourage dump from being located in Groton.
Ann Jones and Christina Salerno from the Arts Council of Tompkins County
were present to explain what the Art Council is and how it serves people
and organizations by providing support and funding services and technical
assistance for professional development. Organizations receiving funding
in Groton are the Child Development Center, Historical Association and
Festival Days. They would like the Town of Groton to become a contributor
to the Arts Council of Tompkins County.
Leland Cornelius purchases a truck chassis for cinders, which was approved
by the Board with vouchers.
Discussed having permits for all businessess in the Town, including garbage
pick up. The Town Board will have George Totman and the Planning Board
look into and make recommendations to the Town Board.
Supervisor Robinson, Attorney Jack Fitzgerald and Gary Wood, Zoning Officer,
took a tour of John Anderson's junkyard. Gary will give written report
on findings.
Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, to go into executive
session to discuss personnel. Ayes - Sovocool, VanBenschoten, Cummings,
Graham, Robinson.
Gary Wood presented his update on time sheet. He has issued 17 or 18
building permits to date. He is now doing multiple residence inspections.
Mr. Wood is aware of violations at Breeze, Wilcox, Jacobs, Benson, Lanes,
etc. and will get to them shortly. Mr. Wood also has completed additional
schooling as required for Code Enforcement.
There being no further business, Mr. VanBenschoten moved to adjourn meeting,
seconded by Mr. Sovocool, at 10:40 P.M. Unanimous.
