M . , POST , Vice Chairman , opened the meeting at 89. 15 p . m . Due to a lack
of a quorum , no regular business was conducted but information was received
to be acted on at a later date .
REQUEST for approval of a lot being purchased by John and Penny Koekebacker from
Roger Gleason on Lick St . in the Town of Groton :
R . GLEASON : I have sold the lot next to this to the Koekebacker ' s . They now
wish to purchase the lot adjoining the original lot . I have
spoken to Gary about this and George . Gorge said it would
be considered as an add- on . and does not require a sub -division
approval . Their lawyer would like to have that in writing .
He would like the Board to pass a resolution to that effect
so if there are any questions down the road it would be on record .
M . CAREY Is this the place in the woods south of their existing lot ?
R GLEASON . Yes .
M . POST ** ,, It appears from what I know , looking at this application and
the map , that there is not going to be any problem with it
but we can ' t do it officially without a quorum of the Board .
Is it a problem for you if there is a delay in this letter ?
P . KOEKEBACKER : Not for tonight , just as long as I do get the document .
M . POST : We will discuss it after this part of the meeting . Colleen
do you know of any problems with this ?
C . PIERSON : I didn ' t see any problem , . in fact , I talked with George last
month about it and I think it was just an oversight he didn ' t
bring it up last month ' s meeting .
M . POST : We need a quorum to pass on it , we can make out dicision at the
May 19 , 1987 meeting . Is there a problem if this is put to that
date ?
R . GLEASON * I think it is holding up the closing.
M . POST : We: could hold a Special Meeting Lf we can get more members

M . POST : We will set Monday , April 27 , 1987 at 800 p me for the Special
meeting . Colleen has said she will contact the othor members
of the board . At that time we will make a decision on the
Koekebacker proposal
PROPOSAL by R . Gleason for sale of property to Mr . Proper on Clark St . Ext .
Town of Groton
R . GLEASON * I want to sell to Mr . Proper a section of land adjoining his
present lot on Clark St . abutting Old Stage Rd . There is a
problem with the map . The lot dimensions sold to Mr . Proper
is not the same as the record shows ; the acerage is the same .
I thought we came back and had the adjusm�nt to the original
proposal made . The same acerage was sold but the dimensions
are different .
G . WOOD The original proposal was approved as submitted .
R . GLEASOW I thought we made the change when we submitted the final plan .
Off the top of my head , we came in and resubmitted this sketch
but it is not there now .
M POST : The burden of proof is on you . This was originally following
the border of the field ?
R GLEASON We decided the final one fitted better and we submitted it and
it should have been approved that way .
G . WOOD :. Once the Planning Board chairman signs that plat you caa ' t
change it .
R . GLEASON : I seem to remember that some place along the line a change was
made .
V . RANKIN : WhaL ' s the difference ?
G WOOD : The Planning Board approvedone thing and he sold something
different . Why approve it if the developer is going to do what
he pleases ?
R GLEASON : It was not intentional , I thought we changed it .
V . RANKIN : This is the one we have to go by , the one on the map ,
G . WOOD : But that is not what was done .
v . RANKIN : This is the one the Chairman signed . Proper thinks he owns
this ( referring to deed sketch ) and we think he owns this
( referring to proposal map ) .
G . WOOD : Proper does own the amended map .

R . GLEASON : There was another survey made and I had it in my head the change
was approved , The only thing I can see , I ' m at a loss . . . . . . .
What we propose to sell was to square off Vie lot to Old Stage
Rd . What I guess we ' ll have to do to make it legal . . . I don ' t know
what happened .
G WOOD : The significance of that , though , is you ' re cutting the
frontage of Stage Rd , , like what has been done on Clark St .
V . RANKIN : So Proper will build on Stage Rd . ?
R GLEASON : No , his intention is to build on the back of the present lot .
I have a lease back on this properly along Old Stage Rd .
M . POST : Roger , why dom ; t you check your ducumentation to find where
this stands .
R . GLEASON * The only thing to do , I guess is to do the whole think again .
M . POST We will discuss that at the next meeting when you return with
what you have found out .
R . GLEASON * Just of hand , my intention is to sell this piece to square
off and keep an area for residential and an area for farming .
G . WOOD : It appears you have already sold six parcels off the original

R . GLEASON : How long ago , some of these go back aways . I was under the
impression streams also determine boundries ..
G . WOOD : No , roads , railroads and public rights of way . ( read from the
Ordinance ) . ' A subdivision is a division of a lot or lots with
3 or more lots.' A realignment of boundary 1 ( nes between lots
so to trgn ! 'fer land from ote, jot to another ; or separation
of non it 1o'ts with public or quaisi public rights

R GLEASON : Yes

this heu) proposal is new . It throws in some other concepts
about cutting things up .

R . GLEASON : That is why I submitted it as a preliminary .
M . POST : My personal opinion i5 you should step back and come out with I
some k1vxTl of a master plan , an overall Weu> of what you want to do .

R . GLEASON * I can tell you what direction that major subdivsion is going
in - - it is dead in . f he water . NYSE &G wQnts +rjo much money
for hookup fees . Proper wanted this lot because he owned the
other lot .
