M . POST , Vice -Chairman , opened the meeting at 8 * 15 p . m .
V . Rankin made the motion the minutes of the February 24
meeting be accepted as presented , Motion carried .
RURAL SUBDIVISION proposed by ' Roger Gleason at the intersection
of Lick St . and Clark St . Ext . Town of Groton , Tax Map No . 16 - 1 - 18 . 12
R . GLEASON : At the last meeting I was told to submit the Plat
with the dimensions of the two lots . I had the Plat
but not the surveys for the parcels . Now the parcels
are surveyed and the dimensions are on the Tax Map .
McMasters was not part of the division originally .
The lots are sold subject to the Board ' s approval .
C . TWIGG : How many lots , 3 ?
R . GLEASON : 2 , leaving one large one ; plus the parcel straightening
out McMasters lot .
M . POST : This presentation is the final Plat ?
R . GI;EASON : Yes . Tax Map 16 - 1 - 18 . 12 , 2 five acre lots . One on
Clark St . Ext . southwe a
$� corner of parcel and five
acres on Lick Ste with/949 . 24 feet of the intersection
of Clark and Lick . ( referring to Tax Map )
M . POST : You have the road frontage , five acre lot .
G . WOOD : You might want to look at Section 221 . 1 and walk
through those five items . Acceptedas a Rural Sub -
division , preliminary at the February meeting with
final approval at the March meeting , subject to .
R . GLEASON : I changed to preliminary map to the final plat by
Putting the dimensions on it .
G . WOOD : You need a deed description and/ or a tax map with
approved lots with dimensions . You presented a
survey of the individual lots and the tax map .
Actual Field Survey -you told him last time he did
not have to do that . No . 3 - there are two lots ,

the County Health Depar-tmerit not oeoneerned with
less than five lots ; not on survey map , the sanitary
system must be designed in accordance with the
Health Department . No . 4 - Name of project on final
map : North3:mnd Rural Division . Name of Town and
County on map .
M . POST : Does anybody have a problem with Roger penciling in
on the maps the town and county names ?
No objection .
M . POST : The Plat is dated ; the northern .poln' t - is ! indicated ;
the map scale is indicated ; the name and address
of the owner of record and subdivider , one and the
same are indicated ; Nomab5r of dongt understand what
it means .by ' filed with the County Clerk ° ,
G . WOOD : A Rural Subdivision is not filed with the County Clerk ,
just each individual lot is filed .
M . POST : We are in agreement that Roger has covered all five
items ?
R .. -GLEASON : In No . 1 deed restrictions , there will be no trailers ,
other than that I have none .
M . POST : The deed restrictions are mentioned on the application .

R . GLEASON &* It is on the deed , I think it is up to me to enforce
it .
M . POST : Gary , how are you set with No . 1 ; Roger is fullfiling
his requirement ; how about you " as the inspector ?
G . WOOD : I brought it up to show him that he has to enforce it .
In spite of what Jack has held , I think it is proper
for the Planning Board to consider what is going to
be done on that . property . Not only review deed
restrictions but , in fact , require them . I think
that is why it is there . Legally , it is part of
the review prossess .
M . POST : Are we all in agreement that Roger has followed
Section 221 , Nos . 1 thru 5 ?
G . TOTMAN : Roger is saying in his statement he is not going to
allow mobile homes and he is setting a dollar value
on the residence on the land .
R . GLFASON : I don ' t know what that will be at this time . Probably
between $40 and 50 , 000 .

G . TOTMAN : You ' re definitely going to allow us , if we approve
this , to put in approval upon your saying there
will be no mobile homes ?
R . GLFASON : Understood , yes .
M . POST : Any other restrictions ?
C . TWIGG ; I think that ' s restriction enough on that specific
piece , it meets the Zoning Ordinance .
M . POST : Any other discussion or conce rns2
G . WOOD : SEQR , you should do the short Environmental Assessment
Form for impact .
Roger filled in the Environmental Assessment
form .
M . POST : ( reviewed the EAF , Board completed their assessment ,
Last section on negative impact statement )
There is no significant adverse effects with this
action .
G . TOTMAN made the motion that on Roger Gleason Is request for
an.Rural Subdivision , after reviewing the RAF and listening to
Roger ' s statement-tha-t he is not going to allow trailers or
mobile homes on ' -those particular 2 parcels of land , I move we ,
the Planning Board , approve his proposal for a Rural Subdivision
on Lick St . and Clark St . Exte in the Town of Groton ; V . RANKIN
seconded the motion :
VOTE : All in favor
Motion carried .
Me POST : Any other new business to bring up ?
G . TOTMAN : Not as far as I knows nothing has come in that
I know of . To my knowledge there is nothing coming
up .
M . POST : As a Planning BoarA , what role are we going to
play in the landfill decision ? Will we have any
responsibility ?
G . TOTMAN : No , not as a Board . I went to all the County
meetings that the Chairman of the Landfill Committee
put on . You can complain , yourcan yell but once
the Committee decides where its going to be , that ' s
it ; where the best viable land is , the less complaint
from the person to take the land from . Once they
make their decision , that 's it . A week ago Monday
night the Danby Board made a resolution against it . .
Sincer there was no further business , M . CAREY made the motion
the Board adjourns C . TWIGG seconded the motion and meeting was
adjourned .
