Gleason IMPACT ON HEALTH & HAZARDS : 16 . No . IMPACT ON GROWTH AND CHARACTER OF COMMUNITY OR NEIGHBORHOOD : 17 . Yes , Considered a small to moderate impact in that it will involve a permanent facility of a non- agricultural use in an agricultural district and remove prime agricultural lands from cultivation . Considered a small to moderate impact in that the project will set an important precedent for future projects . 18 . No . i DETERMINATION : A . The project will result in no major impacts and , therefore, is one which may not cause significant damage to the environment . I M . POST made the motion the Planning Board prepare a Negative Declaration be prepared . as no significant adverse impact would , result ; C . TWIGG seconded the motion . VOTE : All in favor Motion carried WOOD ! I will bring the Negative Declaration to the February 24 meeting to be signed . The Planning Board has been designated the Lead Agency and the Chairman will be directed to sign the statement as representative of the Lead Agency . The statement should then be sent to the County Health Department and anyone else who needs to issue a permit . TOTMAN8 We should lay down some ground rules . His his application he told us he was going to require in the deeds the homes were going to be atd To least $ 60 000 or required square footage to meet inflation . He has / c mp y - %, q q g l with the Town requirements for new roads . Another thing he wante to do is he would like to sell the lots along the road that don ' t require a new road first so he can use that capital to build the new road . TWIGG : He doesn ' t need the new road until he starts building on the back lots . WOOD : Before you approve the /F� a the road has to be built and approved by the Town . You could approve this contingent on the construction of the road meets the Town specifications . RANKIN : Will the Town accept that ? WOOD : What you might consider is to get all the things together and do a Resolution that itemizes this . You could require lots 2 & 3 have a drive - way on the new road to minimize traffic on the existing road . It would reduce the number of intersections into traffic patterns . i PLANNING BOARD Special Meeting - 3 - February 10 , 1987 R . Gleason V . RANKIN made the motion the Planning Board accept the proposed Major Sub -Division by Roger Gleason for Old Stage Road and Clark St . Ext . , Town of Groton , Tax Map No . 121 - 1 - 21 . 2 with the following stipulations : 1 . The Board will waive sidewalk , curb and street light requirements . 2 . Lots facing the existing road ( 1 , �`14 & 7 ) may be sold before the new road is built . 3 . Lots 2 , 3 , 5 , 6 , 8 & 9 will have driveways leading to the new road , not into the existing highway . 4 . Proposed new road must meet Town Highway specifications before lots 2 , 3 , 5 , 6 , 8 & 9 may be sold . 5 . The Board will waive the requirement for a public area . M . POST seconded the motion : r. VOTE : All in favor Motion carried PROPOSED MINOR SUB -DIVISION by Richard Turner , Champlin Rd . , town of Groton : TOTMAN : A Public Hearing is set for February 24 on the Turner proposal . One lot is 150 feet ; the other two are okay . One lot has a crook in it of 25 feet where the garage is on . We questioned whether the father would sell to the son to make he lot 175 feet ; he agreed to that . There is a question because the lots don ' t all have the right frontage that we can ' t deal with it as a sub -division . I went through the Ordinance and as far as I see the Planning Board has the authority to make variations for sub -divisions . ( Sections 270 , 281 and 290 ) . WOOD : I agree but you can ' t create a non- conforming lot . TOTMAN : We will proceed with the Public Hearing and proceed from there .
