Minutes of the November 19 , 1985 meeting were . read . Verl Rankin made motion to accept the minutes ; Monica Carey seconded the motion . All were in favor , motion carried . SITE PLAN REVIEW : application of GORDON GILBERT , 251 Stevens Rd . , Town of Groton , for Special Permit to operate and expand an existing Machine and Metal Shopa DISCUSSION : reputable business already in operation no objection from neighbors for continuation land between house and garage on 2 acres long form site plan review : Public Hearing held earlier in evening . CECIL TWIGG made the motion the Planning Board approve the application of GORDON GILBERT for a Special Permit to operate and expand an existing Machine and Metal Shop at 251 Stevens Rd . , Town of Groton VERL RANKIN seconded the motion . VOTE : All in favor Motion carried . SITE PLAN REVIEW : application for proposed Day Care Center at the McLean Community Church , Town of Groton : DISCUSSION : Originally told they needed a variance ascertained this . n error because were not changing the building - minor things need to be done to the building to be in compliance with Fire and Building Code ; Church required .to make changes State holding up licensing as Day Care Center until Zoining Officer signs proper papers 17 dhildren presently enrolled - 3 or 4 teachers - plan to build a playground in lawn in back of parsonage Planing Board Meeting - 2 - December 17 , 1985 hours of operation presently 22 hrs . a day ; 52 hours after receive formal State approval by DSS . four foot fence would be required around the playground for liability purposes DSS in Ithaca approve of building ; kitchen is separated from work area been operating since September , 1985 - no complaints from neighborhood , as yet - no additional traffic ; transportation provided by Dryden Central School if problems in future , can reasses decision classified under Section 132 . 01 : Community education activity NANC.F"OSTRANDER made motion the Planning Board use the Short Site Plan Review with no Public Hearing ; MIKE POST seconded the motion . VOTE : All in favor Motion carried DISCUSSION : - there is no negative impact - consistent with other meetings going on at Church the State takes care of qualifications CECIL TWIGG made the motion the Planning Board approve the Site Plan Review for a Day Care Center in the Mc Lean Community Church , Town of Groton ; 14IKE POST seconded the motion . VOTE : All in favor Motion carried WOOD : This is one of the cases where you have to wonder whether the procedure is necessary . There are some problems with the Zoning Ordinance that make things like this unclear . TOTMAN : Before the next meeting , I suggest the Board members go over the Ordinance and find the ' errors in references , make a list of them . The Planning Board then can request the Town Board to make changes to correct the Ordinance . It could be just a matter of retyping the indexes to make corresponding Sections more understandable . WOOD : The Board should also consider requirements for Motor Vehicle Repair Shops that are not in the Ordinance . The next regular meeting of the Town of Groton Planning Board was set for Tuesday , ' January 21 , 1986 . Respectfully submitted , . tg �r A . Gordon Gilbert *Cecil Twigg *Monica Carey *Verl Rankin Heorge Totman , Chairman , opened the Planning Board Public Hearin with the reading of the Legal Notice dated December 6 , 1985 ( attached ) , ttached ) . TOTIVIAN : Normally , Mrs . Gilbert , what happens at the hearing is all the people that come to the hearing give their comments pro or against . If the Board will look through the application , there is a letter . Everybody that borders the Gilbert land was sent a copy of the application . " They were told about "the meeting tonight . The only person that responded was RONALD, SPACE . He owns all the land around the Gilbert property except one place across the road . Basically , RONALD SPACE is the main person concerned . ( Go Totman read ' the attached letter from RONALD SPACE , dated December 12 , 1985 ) . Anybody like to ask Mrs . Gilbert anything about the operation `s OSTRANDER : Is this a metal or machine shop ? GILBERT : Metal . Most of the work is � and consignments for Paul Trinity Micro , Buckly Meres , Brewers . OSTRANDER ,@ Is there any flamable liquid involved ? t PLANNING BOARD PUBLIC HEARING December 17 , 1985 GILBERT : No . We only need coolants to run the machines . We don ' t have anything flamable on the property . OSTRANDER : ' I was thinking of safety . Cleaners have solvents in them . GILBERT : We don ' t use cleaners , we use stainless steel and lumnum . OSTRANDER : About how long have you been doing this ? a GILBERT : Sincer ' 78 . TWIGG : What you are doing now is expanding the operation ? GILBERT : When I came in to the office , I told Colleen that I might , in the spring , add on . We are very cramped . We just don ' t have the room . When we build large machines for Co . we have to move the machines to the side . Some we have to build sideways because they are 15 feet tall . We do all the to run the machine besides machining . We have thought of moving the operation to the Village . CAREY : How many people do you employ ? GILBERT : We have six besides my husband and myself . Wkum We started out with two , . my son- in- law and my husband . OSTRANDER : Has she gone over the paperwork with Gary as far as the fire code " TOTMAN : Once we approve or disapprove this , she will go see Gary Wood . . GILBERT : I believe Colleen talked to him on the phone , relating the gist of the conversation to me . I be.lieve , he was there because he thought we were a car repair place . OSTRANDER : This is in an Agricultural Zone . TWIGG : It is allowed with a Special Permit . GILBERT : We do work for the farmers around the area too ; arch welding , parts for tractors , etc . RWIGG : WHO IS THE OTHER PROPERTY owner besides RONALD SPACE ? TOTMAN : I think the Stickles . The papers say 9 . 1 just up the road , its probably 100 feet of land across the road . TOTMAN : If there are no more questions , I declare the hearing closed . Hearing closed at 8 : 20 p . m . I , MARGARET A .
