Rankin Harold Kragor Jim McNeil Robert Knapp George Totman , Chairman , opened the meeting at 8 : 00 p . m . Minutes of the September 17 , 1985 meeting were read and approved . SITE PLAN REVIEW : Application of Louie Wolf and Richard Tillotson for a Gravel Mine on Chipmans Corners Rd . Town of Groton , Tax Map No . 16 - 1 - 9 . 3 . Louie Wolf advised the Board as follows : We have a Borrow Pit permit . We now need a Gravel Mine permit because we planar on taking more than a thousand tons out * we have approval from the DEC by word of phone . We put up a bond on Friday , October ll , _ 1985 to cover restoration after the operation is over . The Towns of Summerhill and Dryden want to use the gravel . Summerhill has already been using some . They come south on Rt . 38 and then north on Chipmans Corners -Rd . There is roughly 80 to 100 thousand ton there . the yearly output will be approximately up to 7 , 000 ton . We have verbal approval for a five year permit with DEC ; broken down to 3 years then if need extension they will extend the permit for 2 more years . We,-. are ,_ looking for approval for next spring and summer operations . Right now the Towns would , like to remove winter sand and that would probably put us over the 15, 000 -ton Borrow Permit limit . Board discussion : -Would require a PUblic Hearing - The Town of Groton would be the Lead Agency - The Lead Agency can put stipulations in the permit and ' the DEC would add those stipulations to their permit : Hours of operation , travel direction of traffic ; control of noise and dirt , etc . - Before the Public Hearing should get input from Town Highway Superintendent on conditon of roads and any possible damage to them . - cross section of land showing contours be provided by public hearing date . PUBLIC HEARING set for Tuesday , November 12 , 1985 at 8 : 00 p . m . PLANNING BOARD MEETING - 2 - October 15 , 1985 SITE PLAN REVIEW : Application of Eleanor Kragor to3operate a Craft Shop at 90 Cemetery Lane , Hamlet of McLean , Town of Groton, Tax Map No . 39- 1 - 2 . 3 . Eleanor and Harold Kragor related the following details to the Board : Eleanor Kragor has run a craft shop from her home for the last ten years . She now wishes to move it to a garage built 50 to 51 feet from their residence . ( Eleonor Kragor gave the Board a sketch of the lay out of the site ) . Workshop will be mainly heated by the kiln used in operation of workshops . An electric wall heater will provide heat at other times . The worshop area will comprise a 12 by 24 foot area in the garage . The elevation of the land is 8 feet above the bottom of the creek bed . The site is bordered on one side by the creek and on two sides by woods with the road bordering the fourth side . Board discussion : located in a RA Zone defined as light manufacturing - be a part time operation ample parking space located in a State Flood Plain Zone : declare building in flood area constitute a threat to health and safety of the public . G . TOTMAN stated the worse flood in over 50 years was in 1981 . At that time the bridge .in the Hamlet of McLean was taken out . This particular area on Cemetary Lane was not affected by the flood . The points on the map do� >not correspond with the actual flood hazard area , determined not inRthe flood hazard area NANCY OSTRANDER made the motion the Board follow the short Site Plan Review procedure as: described by Section 440 . 13 of the Town of Groton Zoning Ordinance and accept the application for a Craft Shop at 90 Cemetery Lane , Hamlet of McLean , Town of Groton submitted by ELEANOR KRAGOR ; MIKE POST seconded the motion . VOTE : all in favor motion carried . ROBERT KNAPP related his situation of operating a business on in the Town of Groton : I have been operating my business since May of 1985 - I install glass . I repair broken glass , install windows , mirrors , plexiglass . I travel to the sites to do the work ; i : e . schools , industry , construction of residential . I have a shop in my -garage where I do repair work on glass . People drop items off to be repaired . I do not run a retail business I am mostly on the road . If people catch me home - I do work for them , otherwise cars are usually just stopping to drop things off and not remaining any length of time . i PLANNING BOARD MEETING - 3- October 15 , 1985 l Board discussion : - majority of business done away from home does do reapir work in garage - not a retail business located in low density area classified Section 142 . 2 repair services determined a Public Hearing necessary . PUBLIC HEARING set for Tuesday , November 12 , 1985 at 7 : 30 p . m . G . TOTMAN reminded the Board of the Association of Towns Conference in New York City in February , 1986 , majority of Board felt they would be going , at this time . I N . OSTRANDER made the motion the meeting be adjourned , V . RANKIN seconded the motion . All in favor .
