George Totman , Chairman ,-iopened the Planning Board meeting at 8 : 00 p . m .
Minutes of the August 20 , 1985 meeting were reviewed . Corrections and additons
were made as follows : Second paragraph , third sentence of Zuk / Nora Subdivision
request should read "This would not change . . . . " ; V . RANKIN made the motion to
approve the application of Ann Hora for a Rural Subdivision of 3 lots on Spring
St . Ext . in the Town of Groton , M . CAREY seconded the motion . VOTE : all in
favor ; motion carried . Minutes of the August 20 , 1985 meeting were approved
with the correction and addition of the above .
ZUK/ HORA Rural Subdivision
Attorney James Henry , representing Ann Hora , asked for an amendment to
the Rural Subdivision increasing the road frontage of Lot No . 1 from 290 feet
to 307 feet and decreasing the road frontage of Lot No . 2 to 404 . 7 feet .
V . RANKIN ,= -made the motion to approve the amendment to the Rural Subdivision
request by Ann Hora altering the road frontage of Lots 1 and 2 ; M . POST seconded
the motion .
VOTE : all in favor
motion carried .
Attorney James Henry also asked for a clarification on the requirement of
a signature by the Tompkins County Health Department . The Town Ordinance
requires the signature of the County Health Department . The Tompkins County
Health Department signs for major subdivisions and industrial development only .
The Board approved the requirement of a statement on the plans stating they
meet the minimum standards set by the New York State Department of Health
without the signature of the Tompkins County Health Department ,

Discussion of the proposal by Roger Gleason for a Rural Subdivsion on
Old Stage Rd . , Town of Groton :
. requested a division of 5 lots in July , 1985 on property bordered by
Old Stage Rd . and Clark St . Ext . , SW corner .
- Reduced request to a division of 2 lots in August , . 1985 .
- Reduced request to one parcel in September , 1985 .

land is under one Tax Map Number with separate deeds .
- DEFINITION OF A LOT ,= - Section �I 114 . 01 : an area of land in single
ownership of record . This term is synonymous with parcel ,
- a division of a parcel of record into 3 or more parcels creats a
subdivision .
- if sell off 3 or more lots without sewer , roads and other required
improvements , because lots are not continuous , is this a major subdivision ?
major subdivision requires a public hearing .
- time limit of previous sold lots pertaining to present desire to sell
lots not defined as yet .
- Town = Rural Subdivision Ordinance passed in August , 1983 .
- Town Zoning Ordinance passed in 1972 ,
if sells one parcel of land now and submits request to sell other =-parcels
in the future - will it be a major subdivision ?
- present request of selling 2 lots , if approved , makes 3 lots sold since
August , 1983 .
in this situation lots are about 20 acres apart .
Minimal`� environmental impact , at this time .
- DEVELOPMENT LOT - Section �S��ti 1,t -•114 . 03 : a continuous unbroken lot described
by the boundary lines on the Assessor ' s Tax Maps , but not crossing any
railroad right -of -way , town right - of-way , or street .
DECISION : Roger Gleason withdrew his request for the Rural Subdivision on OlXd
Stage Rd . and Clark St . Ext . Request for the sale of 2 acres on Lick St . to
John Koekebacker does not need approval of the Board .
RAYMOND and DONALD HATCH request tw-,-establish a print shop in the basement of
the Hatch house at 70 McLean-Cortland Rd . , Town of Groton .
Classified as a Special Permit under Section 351 - 141 . 5 Custom = Manufacturing
as it is a residential occupation .
M . POST made the motion the Board approve the, application of Raymond and
Donald Hatch to operate a print shop in one room of the basement of the home
located at 70 McLean- Cortland Rd . , Town of Groton . V . RANKIN seconded the
motion .
VOTE : all in favor
motion carried .
As there was no more business to bring before the Board , motion was made and
seconded to adjourn the meeting . The next regular meeting of the Planning
Board will be Tuesday , October 15 , 1985 at 8 : 00 p . m .
