There was a computer glitch in the supervisor’s report that pulled in previous years amounts and he has written in the corrections. Rick Fritz, Code/Fire Enforcement Officer – A report was submitted. Ellard Keister, Highway Superintendent ‐ Mr. Keister addressed the board with his report stating the final transition has gone nicely. We are currently dealing with several serious unforeseen truck maintenance issues which has left us two trucks down. The lack of snow (at the moment) was allowing for great progress in the shop. Our suppliers have warned us of a $3-4 dollar a ton price increase on blacktop which will have an impact on the paving planning for May. Councilperson Klumpp inquired what the percentage increase would be which was unknown at that time. Deputy Rankin included the going rate per ton was $68-$70. Mr. Keister noted the board’s agenda would address building a salt shed and wished to emphasize how winter storms are better financially fought with the increased capacity to store salt. The salt is Town Board Minutes Page 10 January 11, 2022 currently covered by sand to preserve it from dissolving away. This sand salt mix creates more runs and is not as effective in keeping the roads open. This week alone, two orders for salt were placed just to stay up with what is being withdrawn. Mr. Keister praised RJ Shurtleff for his positive attitude, competency in the plow truck, doing everything asked of and more. He is well deserving of the $.50 raise due at the end of the probation period and recommended a resolution for the pay increase from the board. RESOLUTION #22‐016 ‐ APPROVE RAISE FOR RJ SHURTLEFF MOVED by Supervisor Scheffler, seconded by Councilperson Clark WHEREAS, RJ Shurtleff was hired at least 3 months prior and having been recommended by the Town Highway Superintendent, be it RESOLVED, that the Town Board hereby approves the rate of pay be increased by $.50 (fifty cents) per hour. Ayes - Clark, Klumpp, Gamel, Scheffler Nays - Resolution Passed Councilperson Gamel and Clark requested more details regarding the truck issues that were sent out to be corrected. One has a phantom electrical issue which they have been unable to be trace with our current computer. Deputy Rankin added it could also be an onboard computer issue. The other was down due to a pump and a pto rebuild. Robin Cargian, RMC, Town Clerk/Tax Collector - Submitted monthly reports and year‐end reports for the Board's review. Despite the bitter cold and snow it has not hindered tax collection which was going well. Denise is learning every day and is a great asset. We were supplied by the County with a bunch of Covid tests that are almost gone. Francis Casullo, Attorney for the Town ‐ Did not have anything to report Paul Lang, Town Justices - Was not present. Councilperson Brian Klumpp as Representative to Joint Youth Program – Words of praise and gratitude for the hard work and enthusiasm of Nick Wagner. Nick held four programs prior to Christmas which were attended by 8-10 students per class all the while complying with the covid guidelines. He thanked Mr. Shurtleff for the use of the masonic lodge. Budget for next year will be the same as last year. Lee Shurtleff, County Legislator ‐ Thanked the board for the invitation and the encouragement to run for the position. He has been asked to serve as the vice chairperson of the budget committee, and what used to be called the public works committee. He was thankful they recognized this request as it is important to a rural district. The proposed county highway project list has been sent and was pleased to see many developments in his district such as Lick St, Spring St. Ext., Lafayette Rd, Cobb St., Smith Rd. and Gulf Hill Rd. Of course, from what we have heard from Ellard tonight about the price of materials, they may be modifying this list. The County Health Department revealed on the monthly zoom meeting it will follow the Statewide decision to discontinue covid tracing. The department has made strong efforts during the pandemic. Cornell will be postponing classes for a couple more weeks as well as being tested before moving in and leaving. If there is anything I can do, Don has my number. The county has Town Board Minutes Page 11 January 11, 2022 restored my old email so I am once again getting all of Sheldon’s emails. I would be happy to fill in for Ben regarding the annual fire department report. Groton Fire Department Report, Lee Shurtleff‐ Ben Nelson will be stepping down as chief and provided an annual report of Fire and Ambulance Calls. Mr. Shurtleff noted the new slate of officers to be sworn in at the installation banquet will be, Eric DeForrest as Chief, Rob Gallinger, Doug Houck, Mike Lockwood, and Josh Barron also of the Town Highway Department. We appreciate all the support with all kinds of activities the Highway Department has given us over the years. The highlights from the submitted report included eight hundred and forty-one (841) Ambulance calls and one hundred and sixty-one (161) Fire calls. Of the fire calls, the two (2) structure fires were knocked down quickly making a record low of only $52,000 in fire loss. It speaks well to the efforts made in code enforcement, school outreach, summer youth camps, public education, and the use of detectors. He encouraged the board to look at the spread sheet to see the changes over the years. As a first-year fire chief, over 30 years ago, there were four hundred (400) ambulance calls, this has doubled to over eight hundred (800). Credit needs to be given to the Groton Nursing Home administration and nursing staff for the decrease of over eighty (80) calls. They have made a concerted effort to utilizing telemedicine to assess the patient instead of taking them to the hospital for evaluation. Looking at the year-to-year evaluation, you can see how tough it was on the crew members due to, illnesses, covid isolation and losing a daytime driver. Despite this, out of the eight hundred forty-one (841) calls there was only twenty-five (25) we were unable to cover. Due to multiple calls happening in the district at the same time, a second service was activated only fifty-two (52) times. Three Hundred Fifty (350) calls, almost one per day, required an advanced life support medic being called. This includes mutual aid to other districts. There is great stress on the system and we try to back each other as best that we can. The contracts that you have approved tonight keep this going. Response times are down to under five (5) minutes even with people responding from home, arriving, and getting a truck out the door. Within the 50 square miles, from the time the dispatcher notifies us, the scene time has reduced to under nine (9) minutes which is something we have been working very hard on. Another thing you can see is we are transporting more and more to hospitals further and further away, diverted because of Covid. The Village was able to hire a code enforcement/ambulance driver, Matt Whittaker. They appreciate the village keeping that position open for a daytime driver and thanks the boards for their support ahead. Highway Cell Phones discussion, Ellard Keister - The Town has provided the Highway Superintendent and Deputy with a cell phone for the past 14-15 years to be within emergency contact 24/7, spending approximately $1000 per year. One phone contract has been cancelled for non-use in 7 years, the other is in the desk. Myself and my Deputy have been using our personal cell phones for Town Highway related calls even before I was elected and have built up an extensive contact list. I am asking if the Town would be willing to reimburse up to $500 of my personal cell phone costs and $500 of my deputy’s personal cell phone costs instead of carrying an additional cell phone each? After clarification of the contact savings and the accounting, there was no conclusion as to a policy related to personal cell phone use for Town business. Supervisor Scheffler offered that the Town has paid in the past for the cell phone for the Code Official. The current official does not use a Town cell phone. Mileage was also paid out in the past for codes but is currently not remitted by the official as he works for several towns and could not effectively track that information to make it fair. Councilperson Gamel would prefer the Town own the property and not set a standard that the Town will pay for personal property use. Councilperson Clark felt this was not easily resolved and needs to be looked at closer. Town Board Minutes Page 12 January 11, 2022 MOVED by Councilperson Gamel, seconded by Councilperson Klumpp, to have a vote on but table the matter of cell phone reimbursement until the February 2022 meeting when Councilperson Young could be present. Salt Shed Construction- Supervisor Scheffler has presented the idea of using the covid recovery money to the Association of Towns attorney who stated as long as the action is needed for water protection or the abatement of water quality problems and is ok with our attorney, it would be allowed. If we have another wash out like we had 10-15 years ago it would be a wise use of these funds. Councilperson Klumpp agreed that this was obviously environmental protection, if you were to bring in anyone with an environmental background to look at it they would say the same thing. Attorney Casullo would like to double check on this before advising. Supervisor Scheffler will get in touch with him on Friday. Councilperson Klumpp would like to make this a top priority as it has been discussed since he started on the board. The building committee will assemble three quotes. Superintendent Keister was happy with the village’s shed but would like the concrete walls higher. He still has the material list from Baker Miller but obviously those prices would be outdated. The highway department could save money by doing it in house, but bidding the construction out makes the most sense as it would also take staff away from highway work. He offered they could pour the concrete pad but their time would be better spent elsewhere. Councilperson Gamel still has the quote from Tim Alger at CCC. Superintendent Keister stated the police chief built the Village’s and did a nice job but will also get those quotes for the next meeting. The sand pile is currently covered in plastic to keep it from just washing away. Attorney Casullo will look into the justice position. The Association of Town’s Zoom Meeting is open for attendance.
