Monthly Reports:
Charles Rankin, Bookkeeper — Thanked everyone for the flowers sent to honor his mother's
passing. Due to that, be is a little behind, but is working on the amoral report. All the major fiends
have revenues over expenditures, so we added the surplus. The DA, which we were concerned
about only improved by $15.000, but at least it was it improved. The sales tax was down for last
year by $23.000 and part of that was the offset that we had to do with the County. But we bit
budget with no problem.
W. Rick Fritz, Code/Fire Enforcement Officer — Had submitted monthly reports for the Board's
review. He had been on the videoconference but had trouble with his microphone, so had left the
meeting.
nliehael Perkins, Highway Superintendent — As you know, the winter weather has really
persisted in the last few weeks. We've been mixing sand and salt, changing plow blades and shoes,
cleaning around the shop. I've been doing a lot of Covid cleaning, wiping down light switches,
phones, computers. I'd like to thank the Board for agreeing to purchase the new truck. I'd also
like to thank Ellard and black for their presentation last month and doing the fine job that they did.
Ben and I have been talking about buying a hydraulic hose machine to make our own hydraulic
hoses. We used to have Groton Auto, which isn't there anymore, and now we kind of rely on
Dryden N_yP_y and Cook Brothers. As you know, these are very expensive. In the long nun, we
can probably save about 500 o on making our own hoses in-house. Ben sent you a letter explaining
a lot of this. To purchase the hose machine would be $6.023.30. The crimping machine would be
no cost and it is approximately a $6.000.00 value. We will need a hose cutting saw which is about
$1.200.00. Total cost is about $7.223.30. The average yearly savings, compared to currently
would be about $1.500.00. Potentially, we could recover $300.00 to $500.00 by making hoses for
the Village.
Couneilperson Clark - I think it sounds like a profitable thing for us to do. Not only having it in
house, but a breakdown out on the road, one of the guys can repair it and the truck's going to go
on. Just seems like it makes sense to me.
Couneilperson Klumpp - I like the sound of it.
Couneilperson Gamel asked Ben Nelson bow the deal would work with Cook Brothers.
Ben Nelson - We are going to own the materials, the fittings and hoses. Cook Brothers owns the
machine. Essentially, our lease would be a purchase of materials every year. This is the starter
kit. They plan to look at two years of our use and track bow much we would use over two years.
Obviously, we would have enough to last us awhile for $6.000.00. So, the machine will be Cook
Brother's and they will repair it or replace it if anNqhing happens to it and the material is ours.
Couneilperson Gamel - What happens next year, do we have to buy another $6.000.00 worth of
stuff?
Mr. Nelson - No. We'd look at for two years to see what we use. Their best guess would be
approximately $1.000.00. hi the last five months we've spent $1.230.00 on hose from NAPA and
Cook Brothers. So, they were thinking around $1.000.00 a year in materials, and that would cover
our "lease".

Councilperson Gamel - So. $6.000.00 of materials up front, in theory at $1.000.00 a year we'll
have enough material to last six years.
Mr. Nelson - They don't know what that yearly number will be. This is really kind of a pilot
program. Cook Brothers buys from another company and they offered promo money. So. Cook
Brothers buys the machines to basically just get it in there and sell the materials.
More discussion took place on this subject. Councilperson Gamel was worried about the Town
not using enough material and Cook Brothers taking the machine back. Mr. Nelson said that Cook
Brothers said they would buy the material back if that was the case. Mr. Nelson had spoken with
Chad Shurtleff, at the Village, and they would be interesting in getting hoses from the Town. Mr.
Nelson has a computer program that he could use to invoice for any hoses and Clerk Scheffler said
that those charges could be nun through the Town Clerk books in the same way as they have been
doing with culverts that are sold.
Additional discussion took place on the purchasing policy. Two verbal quotes and Board approval
is needed for purchases between $5.001.00 and $10.000.00. Because it is a unique program, the
Board felt that it could be considered as a "sole source" under the purchasing policy. Supervisor
Scheffler also quoted this section: "_y good faith effort shall be made to obtain the required number
of proposals or quotations. If the purchaser is unable to obtain the required number of proposals or
quotations, the purchaser will document the attempt made at obtaining the proposals. hi no event
shall the failure to obtain the proposals be a bar to the procurement."
RESOLUTION 421-019 - PROCURE HYDRAULIC HOSE CRIMPING 1%1ACHINE
MOVED by Councilperson Clark, seconded by Councilperson Klunnpp
RESOLVED, that the Town Board hereby approves the procurement of a hydraulic hose crimping
machine, hose cutter, hose and crimp fittings from Cook Brothers of Homer. NY.

Ellard Keister - Asked if the Board had considered the suggestion that be presented last month to
hire a laborer for the Highway Department.
Supervisor Scheffler - Said that they had not had a chance to look at the budget and see if it was
possible.
April L. Scheffler, RMC, Town Clerk/Tax Collector - Had submitted monthly reports for the
Board's review. She said that they had two applications for the Zoning Board of Appeals vacancy
and that the ZB_y would be interviewing at their meeting next week.
Francis Casullo, Attorney for the Town - Explained that be had a conflict of interest with an
application currently before the Planning Board. He suggested that the Town us Guy Krogh to
represent the Town for this application.

MOVED by Supervisor Scheffler, seconded by Councilperson Gamel
WHEREAS, the Planning Board has before it an application for site plan review for a machine
shop located at 700 Stevens Road, Groton. NY, and
WHEREAS, the Planning Board has requested legal assistance and advice on this matter, and
WHEREAS, the Attorney for the Town has disclosed a conflict of interest in the matter, now
therefore be it
RESOLVED, that the Town Board hereby retain Guy Krogh of Thaler & Thaler. Ithaca. NY to
represent the Planning Board on this matter only.

Councilperson Crestal Young as Representative to Joint Youth Program - We met earlier this
month and Jennifer is moving forward with some Spring programs. Baseball and softball will take
place at the park because the school is still not available. They're doing some babysitting classes
at the Legion, some art classes, the summer concerts series and food tricks for those events.
They're looking at a few different programs like sewing and quilting. The school got rid of Home
Economics, so they have sewing machines that aren't used. They are looking for volunteers for
trail maintenance. A really exciting thing that Jennifer has started for the pools is working with
other towns hoping that we can share some staffing for swim lessons and lifeguards with special
training. She's doing a lot of work, staying busy, and coming up with some great new ideas.
Glen Morey, County Legislator - Had submitted the following report:
• First. I want everyone know that I will not be running for reelection to the County
Legislature this year. It's been my pleasure to serve District 9 for the past 5 years.
• We received 700 vaccine doses from the state last week. 100 doses were for OPWDD, the
other 600 were prioritized for homeless shelters, childcare, public transit. P-12 schools.
Links were sent directly to those groups, the signups have gone successftilly for these
populations so far. Cayuga Medical will receive an additional 300 doses for la
populations.
• County Office for the Aging (COF_y) is planning a mass mailing of the 65+. It has also
been distributed through food net and other local organizations. We will continue to publish
info in print, and are putting inserts in local papers and the postcard with general info will
be in mailboxes in the coming week.
• Kinney Drugs has set up a phone number for people without computers. It is 888-345-
0550.
• The County continues to work on transportation to the vaccine sites and will have a more
comprehensive response to outlay shortly.

• Yesterday we announced a series of virtual COVID-19 Vaccine Q&A "Office Hours" in
partnership with local physicians and community members. Each virtual event is designed
to offer a safe space and informative experience for attendees seeking more information on
COVID-19 vaccines. During each event, attendees will have the ability to ask questions
live or anonymously. Each event will be moderated by a member of the conmmunity or TC
Health Department staff and will focus on the safety and efficacy of the vaccines. These
are designed and will be marketed specifically to communities of color.
• There were 3 new COVID variants from the t TK identified, there was no community spread
with these cases, close contacts are in isolation.
• The return for the three colleges has been going well, there have been cases reported by
them all, but quarantine protocols have proved successfiil and they report move -in as being
a success so far.
Mr. Morey also announced that on February 4 t be had presented Samantha Cargian with the
Tompkins County Distinguished Youth Award. (She is the daughter of Depute Clerk, Robin
Cargian.) Samantha is a senior in Groton School and also attends TCTBOCES for auto
technologies.
The Board thanked Mr. Morey for his years of service as County Legislator.
Ben Nelson, Groton Fire Chief - There's really not all that much to report. Just know that COVID
has bit our little community really bard. It has affected the Fire Department. We're doing well
now, but since our little scare, we've pretty much locked down. Hopefully it will let up soon and
we'll be able to see people.
Supervisor Scheffler - Rosemarie sent an annual Historian's Report to everyone and if anyone
has any questions, they can contact her.
Tompkins County is doing a broadband study and put TCCOG in charge of it and wanted someone
from each town to be on a committee. Supervisor Scheffler asked if anyone was interested or
knew of anyone who would be interested. Mr. Morey thought maybe someone from the school
would be interested.
A motion was made by Councilperson Gamel, seconded by Councilperson Clark, to authorize
Supervisor Scheffler to appoint someone to the Broadband Committee should be find someone
willing to do it.

Councilperson Clark - Getting back to the subject of needing another person in the garage. If we
stop and think about it, we've got up to three guys that could be retiring soon and we must think
about somebody that can be trained, not maybe on a snowplow his first day. We really ought to
be thinking seriously about getting somebody.
Supervisor Scheffler - I will sit down this month with Cluck and Mike and see if we can come
up with enough money to put something together. Does that sound okay?
