I received a letter and was asked to make a presentation. Robin couldn't be here tonight, but the letter is from the New York State Town Clerk's _association: "On behalf of the New York State Town Clerks _association, it is me honor and pleasure to inform you that Robin Cargian, Depute Town Clerk, has been awarded this _association's recertification as a Registered Municipal Clerk. This prestigious award recognizes the professional competence of XIs. Cargian, in fulfilling the responsibilities of her office. Certification is granted only after an applicant has demonstrated that they have met the stringent education and experience requirements established by NYSTCA. The New York State Town Clerks _-association was founded in 1982 and is dedicated to promoting the professional development of Town Clerks across the state as administrative leaders. Charles Rankin, to attend the 2021 New Fork State Government Finance Officers Association Conference, July 28 - 30. 2021 in Albany. NY. Ayes - Clark, Young, Klumpp, Scheffler Nays - Resolution Passed RESOLUTION 421-031 - APPROVE 2021 YOUTH SERVICES AGREEMENT MOVED by Councilperson Klumpp, seconded by Councilperson Clark RESOLVED, that the Town Board hereby approves the 2021 Tompkins County Louth Services Program between the County of Tompkins, the Village of Groton, and the Town of Groton, and be it further RESOLVED, that the Town Board hereby authorizes the Town Supen,isorto sign said agreement. Ayes - Clark, Young, Klumpp, Scheffler Nays - Resolution Passed RESOLUTION 421-032 - PROCLAIM POPPY TIME IN THE TOWN OF GROTON MOVED by Supervisor Scheffler, seconded by Councilperson Young WHEREAS, the Carrington -Fuller American Legion Post #800 Auxiliary works unselfishly throughout the Town of Groton, and WHEREAS, the American Legion Auxiliary annually sponsors the traditional offering of the "POPPIES" to the Groton area, and WHEREAS, by offering these "POPPIES" the Auxiliary uses your donations to benefit the needs of the disabled American Veterans by providing workshops and therapy for them through the Veteran's Hospitals, NOW THEREFORE, I. DO HEREBY PROCLAINI, the month of May 2021 to be "POPPY TINIE" in the Town of Groton and respectfully encourage all members of the Groton Community to generously donate to the Legion Auxiliary during "POPPY TINIE". Ayes - Clark, Young, Klumpp Nays - Abstain - Scheffler Resolution Passed Privilege of the Floor: No one wished to speak. Supervisor Scheffler - We have a request from the McLean Cemetery _association asking if the Town could provide any assistance to them. We may be able to use some of the Federal COVID assistance money for this as it can be used for non -profits. Supervisor Scheffler asked everyone to be considering this and they would discuss it at a later date. There being no further business.
