Chail`lnall Ba\elldell recognized Mr. Leda %vho advised the Hoard that the applicant had been granted
the requested variances by the To%vii's Zollillg Hoard of Appeals at their 20 Noveinber 2019, at %vhiell
tulle the ZHA conducted its SEQRA revie%%%
Mr. Leja then described the proposed 154 -foot telecolnlnunications to%ver facility. going illto detail
regarding the fall zone aild the tott'er's breaking point.

The Special Meeting of the Town of Groton Planning Board was called to order by
Chairman Mark Baxendell at 7:45 p.m.

A motion was then made by Member Brockway that the Town of Groton Planning Board hereby
declares itself Lead Agency under SEQRA for the proposed wireless communications tower. The
motion was seconded by Member Rose, with the vote recorded as follows:

A motion was then made by Member Carey that, based on the information and analysis of the
SEQR concerning this application for a proposed Wireless Communications Tower, the Town of
Groton Planning Board has determined that the proposed action will not result in any
significant adverse environmental impact, resulting in a Negative Declaration. The motion was
seconded by Member Neuhauser, with the vote recorded as follows:
