We had a pretty good last mouth with reduced spending in the DA, which is going to help. The accountants are here doing their thing. The budget adjustment is for the bridge project and moving it from the CD into an account that we can expend from. The sales tax for April, compared to a year ago, is down. We do budget for it conservatively, which is good, and hopefully, it will bounce back. Things are getting busy with swimming pools and other building pennits coming in. nliehael Perkins, Highway Superintendent — We've been busy paving. We've done Wood Road, Salt Road, Stevens Road, and some on Old Stage Road. We've installed shoulders on the new pavement roads. We've been busy mowing the roadsides and cemeteries. We helped the County yesterday and today. In return, we borrowed their roller to roll our own blacktop, which saved us about $10.000.00. We'll be helping the Town of Dryden the next couple of days. I just wanted to say that some of his crew has been working across the road from me on some driveway entrances. I was really impressed with their work, their attitude, and their work ethic. The machine didn't shut off. Mr. Perkins - They do good work and you can be proud of them. Supervisor Scheffler - They're a good bunch. April and Robin have been bolding down the fort here too in the last couple of months, and we appreciate that. You've done a lot that you didn't have to do, a lot of cleaning. Francis Casullo, Attorney for the Town - Had nothing to report. A. D. Dawson, Town Justices — There's not much going on in the Court. We're not face-to-face yet. Joshua, down at the District 6 office, is my new best pen pal. I get four or five memos a day from him. No one really knows what's going on. I gave you the info on the State Town BoardMuudes Page 3 June $ 2020 paying for plexiglass for the bench and they will reimburse up to $1000.00. They will also reimburse for cleaning supplies and masks. We have done a little work in the office. Kathy has been here working her buns off and has sorted files and gotten things cleaned up back to 2017. Discussion took place on the plexiglass. Attorney Casullo spoke about the shields they had bought for their office and said that he would share the information as to where they got them. Judge Dawson said that he would visit the office and look at them. Councilperson Crystal Young as Representative to Joint Youth Program - Presented the following report from Jennifer Jones: Groton Joint Recreation Committee Jennifer Jones- Director Report Virtual Report Summer Programming: Summer Camps - TBD. I still need further guidance from the health department for programming. I have plans for full, modified, or no camps. o Virtual programming will be offered M -F on our website and social media. Each day of the week will have a recurring theme throughout the summer. Some online content will connect with pick up activities at the park (crafts). o Other virtual programming such as bird watching, water safety, photography contests, and running programs may also be added depending on the availability of in-person programs. o In person camps might begin in July. The safest camps to run would be tennis, golf, outdoor survival, and maybe dance. These would be limited to a small number of participants, no shared equipment, wearing masks, and using hand sanitizes. o I am also looking into an open air yoga class for teens and adults at the park. • Park & Pool - 0 Job postings are still open; no hiring has been done at this point. I am waiting for guidance from the health department on aquatic facilities. 0 1 contacted last year's lifeguards again about the possibility of the pool opening. I also informed everyone about the certification extension through the Red Cross. At this time we have 5 applications (normal hiring is about 13). 0 1 also attend a weekly National Aquatics Zoom meeting for the most up to date info for the pool. 0 Pick up craft activities packets will be available M,W,F of each week. • Website Update- I have created new pages and organized information a bit better. I also have added a page for our onlinelvirtual options this summer. • Local Covid19 Updates- I am staying in touch with the Ithaca & Cortland Youth Bureaus, the City of Syracuse, and I have become a part of the "2020 Youth Planning Task Force" with County Youth Services. Concert Series: • 4" of July Fireworks are being moved to a remote location. Concessions and music at the elementary school have been cancelled. Depending on COVID guidelines, the series would run for 6 nights from July 17'" —Aug 21�. Moving the concerts across the road as more of a drive in style concert may be an option for more open space. I will continue to monitor the re -opening progress to see what fall will bring. (Youth Football, Cross Country, Soccer, and Cheerleading) Grants & Professional Development: • Trail Grant- Award TBD (County Grant) • Park Pavilion Roof Grant- Award TBD (County Grant) • 1 have completed five online/virtual professional development courses through NRPA. (I would not be surprised if the county does not award the park and trails grant this year based on budgeting issues.) Councilperson Young said that she had inquired about the tennis courts as they are in disrepair and was told that the Village DPW was planning on doing some upgrades to the courts this summer. Glenn Morey, County Legislator - I think Groton's the only one of very few that's still trying to have some summer programs. The Groton Youth Commission cancelled theirs because there are so many things that we couldn't control. But Jennifer is trying to do it and put things together. I think the only place else in Tompkins County is Ulysses and they haven't come with anything yet. All of Ithaca's programs are cancelled. We are very fortunate that we have Jennifer here to help us out. Mr. Morey had submitted the following report: County Roads I wanted to update you on the present situation with county road work. I last reported there was a Minimum Work Plan put in place following personnel furloughs. With close examination and work with Administration with an eye on available funding the DPW will able to plan the following road improvements. We are beginning approximately 17 miles of Surface Treatment Chip Seal (Stone and oil). These roads are spread throughout the County and this is an extremely important measure for preservation of our road infrastructure. This plan is sealing the Binder/Base Paved Roads that were completed last year. The following will be started Thursday: Town of Ulysses; Jacksonville Road, Podunk Road, Falls Road and Krums Corners Road Town of Lansing; Asbury Road Town of Groton; Salt Road and West Groton Road Town of Enfield; Black Oak Road Town of Dryden; West Dryden Road Town of Danby; West Miller, Jersey Hill As well, we are paving 1 mile of Podunk Road (Ulysses) and 1 mile of West Road (Groton) which were mostly completed last fall in preparation for this year. These roads are ready to go with very little needing to be done prior to paving. Covid 19 County numbers. According to the TC Health website we currently have 163 confirmed cases, 10,155 negative test cases, 144 people officially documented as recovered, and no active COVID-19 hospitalizations. Town Board Minutes Page S June 9, 3030 Budget Preliminary budget will be discussed nest week at the County Board Meeting. Mr. Morey said that be wanted to find out what happened to Salt Road. He was under the impression that they were going to pave from the Cayuga County line to Route 222 this year. But with the budget shortcuts, they have decided against it. Benn Nelson, Fire Chief - Was not able to attend but had submitted the following report: The Fire department has started working towards normal operations. We are still using isolation precautions on calls that we come in contact with people such as alarms and obviously ambulance calls. Calls are staying steady with all calls being slowed down. While many people were off, fire alarm calls were up, but that has since tapered off. All the paperwork is submitted for fireworks on July 2nd, and pennit is issued. Thank you to the Town for waiving the fee, and making the transition from filing with the village to filing with the town painless. I put a posting on Faeebook last Wednesday night with all the details of the fireworks, and in 12 hours it had reached 10 thousand people. To date, it has reached almost 22 thousand. Last Friday. I beard a news clip on the radio saying that Groton is still a go for the fireworks while many others have cancelled. I have beard many positive comments about the show still happening. Only 1 negative. The test shots were performed on Saturday in order to make sure the location was good. It seemed to be a good spot. Otherwise, we are on a wait and see on our other events for the summer. I have spoken to the legion, and they are in the same boat in regards to Old Home Days. Our Firefighter camp will be discussed tomorrow night at our board meeting. As of now, it seems a little risky. Maybe a postponement. Otherwise, business as usual. Food Scrap Recycling Drop Spot - Discussion took place on the following proposal from Seth Dennis from Tompkins County Recycling concerning the Groton Food Scrap Recycling Drop Spot: 51111n11al y Tompkins County Recycling and Materials Management (TCRMM) in cooperation with the Groton Town Board has successfully opened and maintained a food scraps drop spot at the Groton Town Building. This drop spot is now one of 15 drop spots in the county. The pilot period for this drop spot was September 7th. 2019 through April 4th. 2020. At this time. TCRXIXI seeks to site a permanent drop spot 8x10 shed at the Groton Town Building (101 Conger Blvd.) TCRMM currently has 15 drop spots in Tompkins County. Location of the shed will be determined by recommendation of the Groton Town Board. Throughout the pilot period. TCRMM has tracked and seen growth in this program, and are now serving 25 regular users of the drop spot per week, and filling 2 totes of material. The shed will provide a more established location for growth, store the food scrap totes, drop spot materials, and provide shelter for the attendant. The totes would be collected weekly, and rotated with empty totes. TinleFranle 8 Staffing Collection at this location will continue to occur on Saturdays from 9:OOam to 11:OOam. _y TCRMM staff member will act as the attendant for this site. Data Collection Town Board Minutes Page 6 June 9, 3030 To monitor program success. County staff will continue to count bow mane residents use the drop spot during operating hours. TCRXIXI will provide data on the weight of food scraps recycled per collection. TCRXIXI will also collect information from users who sign out caddies, free of charge. Outreach TCRXIXI will continue to provide outreach materials to be used at the site, and promote the program through social media and communication efforts directed at target audiences. Equipment The following equipment is supplied by TCRXIXI for use at the drop spot. Materials will be stored in an 8x10 storage shed provided by TCRXIXI. • Signs 1-1 Sandwich board(s) - a 47" x 27" frame with a 36" x 24" coroplast insert • Traffic cones or delineators • Educational handouts • Supple of food scraps collection caddies • Compostable bin liners • Collection totes • Hand sanitizer • Canopy, table, and chair(s) Site Layout The collection location will be sited at a location mutually agreed upon by stakeholders. Traffic flow, storage, and access will be key considerations of site layout and will be taken into account during set-up. _after discussion on the proposed shed for the food scrap drop spot, the consensus of the Board was that they could try it and if it doesn't work out, they can always have it removed. Supervisor Scheffler will check with the Town's insurance carrier to see if any extra insurance would be required and then converse with Attorney Casullo to see if any written agreement might be needed. State Office of General Services Contract for Telephone Services - Clerk Scheffler had received the following notice: "You currently benefit from discounted telecommunications services through the New Fork State Office of General Services (OGS) Comprehensive Telecommunications Services (CTS) contract. That contract has expired and a new contract, known as the Telecommunications Connectivity Services (TCS) has replaced it. Under this award. Verizon will continue to provide services currently available through your existing CTS contract, as well as additional service offerings. However you must take action to ensure a seamless transition and avoid any disruption of the service. Under the teens of the TCS contract, your agency has the option to migrate the following Verizon services under the CTS contract to the new (TCS) contract. If you choose not to migrate your services, please note your discounted telecommunications services rates will be removed and billing will revert to tariff or guide rates. Please respond within 14 calendar days from date of this letter."
