G . Totman opened the meeting at 8 : 20 pm . The minutes of the April
meeting were read . and approved .
Proposal for apart - time Beauty Parlor . at 1157 Sovocool Hill Rd . ,
Groton , NY was presented by Marjorie Mau ,
C . Twigg made the motion the Board use the Short Site Plan Reviews
N . Ostrander second the motion . Vote : Motion carried
Short discussion on adequte parking ; nearness, of neighbors .
M . Rbst made the motion that the Site Plan Review for a part - time
Beauty Parlor at 1157 Sovocool Hill Rd . , Groton , NY be approved as presented ;
C . Twigg seconded the motion . Vote : Motion carried
Proposal for a Custom Body Shop at 521 Old Stage Rd . , Groton , NY ,
was presented by Jeffrey Gruber ,
M . Post made the motion the Board use the Short Site Plan Reviews
C . Twigg seconded the motion . Vote : Motion carried .
Discussion : existing double garages custom body work is not running a
regular body shop ; one customer at a time ; lives in the country ; nearest
neighbor ; a quarter mile away , has no objections there would be no - noise
or smoke , if there are any changes in the , form of business , he must come
back before the Planning Board ,
N . Ostrander made the motion to approve the Site Plan Review as presented
for a Custom Body Shop in an existing garage at 521 Old Stage Rd . , Groton , NY
C . Twigg seconded the motion . Vote : Motion carried .
Proposal for construction of a swimming pool at the residence of
Kris Sims , Cortland - Groton Rd . , Groton , NY .
R . Gleason made the motion the proposed swimming pool be approved as
long as it meets the Swimming Pool Ordinance requirements ; N . Ostrander
seconded the motion . Vote : Motion carried .
Gary Wood raised the question of a fee for the application for the
'swimming;'•=pool . The Planning Board decided that swimming pool construction

is the same - as a building ( excavation being necessary) and should be charged
a fee accordingly .
No . 402 . 2 Land Use and Development Code : requirements for a Building
Permit ,
R . Gleason made the motion that the Planning Board recommend to the
Town Board a change in the Ordinance to No . 402 . 2 ; : TO WIT : Before any work
is done , a Zoning Permit shall be required for any new construction or
additions to an existing structure unless such structure shall be less than
1100 sq . ft . in planned area ; excluding unattached structures less than
100 sq . ft . C . Twigg seconded the motion . Vote : Motion carried .
No . 319 . 2 Land Use and Development Code : requirements for Signs .
C . Twigg made the motion that the Planning Board recommend to the
Town Board a change in the Ordinance to No . 319, . 2 ; TO WIT : that paragraph
2 of 319 . 2 be deleted . R . Gleason seconded the motion .
Vote : Motion carried .
Next meeting will be the third Tuesday of June , June 19 , 1984 .
At that meeting the Board will discuss road frontage for Multiple Dwellings ,
N . Ostrander made motion the meeting be adjourned ; R . Gleason seconded
the motion . Vote : Motion carried .
