I hope this finds everyone healthy. Currently. due to the COVID-19 Pandemic the Town of Groton offices. Court and Highway Department are closed to the public. The Town Clerk's Office is open my mail, email, phone and drop box senTiee. The Highway Department is on call and ready for emergence senTiee and repairs. The Town Court is closed. Tonight, we will have a virtual Town Board Meeting by Zoom and have developed a plan to legally and safely conduct the necessary business of the Town while doing our best to include the public. Thankfully, it will be a short agenda. There will be no public input during the first part of the meeting but we will still have Privilege of the Floor at the end with the usual restrictions. Iv Town Board Minutes Page 3 _april ll, 3030 I have been sanitizing door handles, and light switches in our shop. I have been checking the Town of Groton roads and culvert pipes. Mr. Perkins also said that they had plowed some snow over the weekend. When asked if he knew when they might be back to work, he said that he hoped by the end of April if not sooner. He had located some masks that should be here within the week, and Supervisor Scheffter had picked up some hand sanitizer from the County April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted the following report: I have been in the office daily, checking mail, email and phone messages and working on the usual variety of clerk things. Robin has wanted to make changes to the Code and the local law for Code Enforcement, as well as update some of our forms so I assigned her to work at home on these things. She is apparently also doing a lot of research because she is often sending things to Rick and me. I've been keeping in touch with Rick on any building permit applications or questions. Rose is staying home and working from there. March and April dog license renewals were extended to May 31, mostly to accommodate those who need rabies vaccinations and are unable to get them right now. I have closed out my tax collection and sent everything to County Finance and was happy to have everything balance and end with $0 in my bank account. (Yeah!) I received notice that the Community Celebrations Grant has been suspended for the year as it is funded by the hotel tax. This is the grant we usually get to help with the photo show advertising. Robin and I have signed up to do a summer camp to get kids involved in the photo show, but at this point. I guess we really don't know if we will be able to have the summer camp or photo show this year. Francis Casullo, Attorney for the Town - Had nothing to report. John J. Norman and A. D. Dawson, Town Justices - Did not join the meeting and had not submitted a report as they have been closed. Councilperson Crestal Young as Representative to Joint Youth Program — Had nothing to report as there has been no meetings. She said that the summer programs are all set though. Glenn Morey, County Legislator - Did not join the meeting. Ben Nelson, Groton Fire Chief - Submitted the following report: We're sitting better than last week. We've gotten enough supplies from county to hold us over for a while, and supplies continue to come in. -Calls are down because people are staying home. Legitimate calls are happening. -Structure fire at 40 Sharpsteen Rd on 3/22/2020 is going to be a code battle. Understand that Rick was in the hospital at that time. Advised Mike _-\,idersen of the situation. Mike said he would try to reach out to Rick. Basically, a new wood pellet stove may not have been permitted and inspected after install, and homeowner looking to go after installer. House total loss and already tone down. Mike _-\,idersen aware since Rick on the mend. -_-Mother structure fire occurred on 4/4/2020 in Summerhill. We were called to assist Homer fire dept with that fire. -The fire chiefs along with Mayor Neville put on a small chicken bbq where community members could drive up to the station and we gave them 2 halves of chicken. No money changed hands, and we all wore PPE. It was written up in the Cortland Standard on 4/6/2020. -Otherwise not much happening. We are conducting our business meetings via teleconference. Somethings we can't do. The doctor's office that we have our physicals done has temporarily suspended giving physicals. Members that need an annual physical will be granted a grace Town Board Atlnutes Page 4 _april ll, 2020 period to get them when that office resumes physicals. Stay safe. Any questions, feel free to reach out. Mr. Nelson said that he had written his report a week ago and there were some changes since then. They have gotten more supplies and personal protection devices. They were dispatched to 10 structure fires last week. Only 2 of them were actual fires and not in Groton. Otherwise they were just smells of smoke or blown fuses and things like that. They took the fire trucks around on Easter Sunday. They also did a dinner for the nurses at Cortland Hospital in conjunction with McLean and Dryden ambulances. RESOLUTION #20-045 - PROCLANUTION - POPPY TIME IN THE TOWN OF GROTON MOVED by Supen•isor Scheffler, seconded by Councilperson Young WHEREAS, the Carrington -Fuller American Legion Post #800 Auxiliary works unselfishly throughout the Town of Groton, and WHEREAS, the American Legion Auxiliary annually sponsors the traditional offering of the "POPPIES" to the Groton area, and WHEREAS, by offering these "POPPIES" the Auxiliary helps to benefit the needs of the disabled American Veterans by providing workshops and therapy for them through the Veteran's Hospitals, NOW THEREFORE, I. Donald F. Scheffler. Supen•isor of the Town of Groton. DO HEREBY PROCLAINI, the month of May 2020 to be "POPPY TINIE" in the Town of Groton and respectfully encourage all members of the Groton Community to generously support the Legion Auxiliary during "POPPY TINIE".
