Currently it is the regular fee plus 1:. Mr. Fritz explained that insurance companies and banks have begun requiring copies of certificates of completion and/or certificates of occupancy for every building project. In a case where something has been built without a pennit, it is very difficult to do the needed inspections when something is already built and sometimes results in things being tone apart. He recommending charging twice the regular fee when people have failed to get a building pennit The Board agreed to this. He has been working on closing out the books for 2019. He said that during budget time, the Board might want to consider a different health care plan during negotiations with the Highway Department; that the Platinum Plan that the Town currently has is very similar to the PPO that the Village has but that the PPO is a lower cost. RESOLUTION 420-013 - 2019 BUDGET ADJUSTMENT MOVED by Supervisor Scheffler, seconded by Councilperson Young RESOLVED, that the Town Board hereby approves the following 2019 Budget Adjustment: General Fund, Part Town: From: Contingency, B1990.4 ............................$65.00 To: Zoning, Deputy Clerk Salary, B8010.12 ......... 65.00 Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review. There has not been much going on with the holidays. He said that there have been a lot of people getting the 911 signs for their homes and thanked Ben Nelson for his help. Michael Perkins, Highway Superintendent - The Highway Department has been busy plowing and sanding; cleaning up some down trees; using the new chains for the ice. Discussion took place on hiring a new employee due to a possible retirement. The Board's consensus was to wait Town Board Allnutes Page 10 Jmmary Il, 2020 until they know for sure that the employee is going to retire and when. Mr. Perkins had given the Supervisor information on salt sheds and looks forward to working on that project. April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports and year-end reports for the Board's review. Francis Casullo, Attorney for the Town - Was not present John J. Norman and A. D. Dawson, Town Justices - Were not present. Councilperson Crestal Young as Representative to Joint Youth Program - The Joint Recreation Committee met January 7th. They discussed the trails and had done their first annual First Day Hike on January Vt and it was well attended with 30 -plus people who did the hike. They are looking at expanding and connecting the trails and still planning a clean-up day. Nest month there will the youth sports financial audit. They are also discussed summer programs and concert series. Glenn Morey, County Legislator - At the Legislature's Organizational Meeting on January 7th, they were unable to elect a Chair. They voted three times and it ended in a tie each time between Anna Kelles and Michael Lane. Mike Sigler was elected as Temporary Chair and will serve until January 21st, when they will vote again. If they are still unable to elect a Chair, the County Clerk will appoint one. Paving projects for the year include Pleasant Valley, from Smith Road to Old Peruville Road: Cobb Street, from the Cayuga County line to Spring Street: West Groton Road: and Salt Road, from Cayuga County line to Route 222. West Cortland Street bridge will be designed this year with construction slated for 2021 with an approximate cost of $4 -million. Ben Nelson, Fire Chief - Submitted the Groton Fire Department 2019 Annual Report. The Fire Department was called out 153 times, which includes actual fires, motor vehicle accidents, downed trees and/or wires, and other hazardous situations. For EMS, they were dispatched 887 times. 38 of which were handled by other departments because they were already out on another call. For 2020, they have had 35 EMS calls and 4 fire calls, which included a flooded basement and a CO2 alarm. The most recent call was to help find a couple of 10 -year old girls who wandered off the trails and ended up on Sineerbeaus Road. They are working with Jen Jones on maybe doing some better markings and maps. Elections were held with the same officers being elected: Ben Nelson, Fire Chief: Rick Neville, Jr.. Deputy Fire Chief: Rod Gallanger, First Assistant Chief: Eric DeForrest, Second Assistant Chief: and the Third Assistant Chief if currently vacant. Swearing in will be at the banquet on Saturday. OSHA Training will be done on Januar, 25th. RESOLUTION #20-014 - EXTEND DEADLINE TO PAI" TAXES FOR SENIOR CITIZENS MOVED by Supen•isor Scheffler, seconded by Councilperson hlumpp RESOLVED, that pursuant to the New York State Real Property Tax Law, Section 925-b, the Town Board hereby extends the deadline to pay the 2020 Groton Town and County Taxes in full without penalty to Friday. February 7. 2020 to qualifying senior citizens residing in the Town of Groton. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Town Board Alimites Page 11 Jwmarp Il, 2020 RESOLUTION 420-012 - APPROVE 2020 FOODNET CONTRACT MOVED by Councilperson Gamel, seconded by Councilperson Young RESOLVED, that the Town Board hereby approves the 2020 agreement between the Town of Groton and Nutrition for the Elderly in Tompkins County. Inc., dba Foodnet Meals on Wheels in the amount of $5.300.00 for services rendered in serving congregate meals at Center Village Court and home -delivered meals to eligible recipients. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Robin Cargian, Depute Town Clerk, spoke to the Board about her plan for a better work -flow between the various boards and the Clerk's Office when an application is received. She would like to have a liaison from each board who would meet with the Depute Clerk, Town Clerk and Code Official to discuss the application, review it for completion, and be better prepared to pass it on to the entire board, as well as help open lines of communication between the boards and the Clerk's Office. She suggested to the Town Board that they consider paying the liaison. Clerk Scheffler commented that she was quite sure that there was enough money already built into the budget to cover this. _after some discussion the following resolution was passed: RESOLUTION 420-016 - COMPENSATION FOR BOARD LIAISONS TO CLERK'S OFFICE MOVED by Councilperson Gamel, seconded by Councilperson Clark RESOLVED, that the Town Board hereby approves a payment equal to one board meeting for Planning Board and Zoning Board of _appeals liaisons to the Town Clerk's Office. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed Money had been budgeted for the hiring of a Court Officer and the Judges had asked what Supervisor Scheffler was doing about hiring someone. _after discussion, the Board's consensus was that the Judges are in charge of hiring their Court Officer, staying within their budget. The Town Board would then approve the position and the wage. Margie Albem, the McLean School Crossing Guard, had approached Supervisor Scheffler about having a substitute on the rare occasion when she is unable to be there. Consensus of the Board was for Ms. Albern and Supervisor Scheffler to try to find someone and bring that back to the Board. Town Board Alimites Page 12 Jwmarp Il, 2020 RESOLUTION 420-017 - REAPPOINT JENNIFER DEAN TO TOMPKINS COUNTY YOUTH SER`"ICES BOARD MOVED by Councilperson Young, seconded by Councilperson Clark RESOLVED, that the Town Board hereby reappoints Jennifer Dean as the Town of Groton Representative to the Tompkins County Louth Services Board. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed RESOLUTION 420-018 - APPOINT MIKE ANDERSON AS SUBSTITUTE CODE OFFICIAL MOVED by Supervisor Scheffler, seconded by Councilperson Klumpp RESOLVED, that the Town Board hereby appoints Mike Anderson as substitute Code Official in the event that W. Rick Fritz is unavailable. No compensation will be involved. Ayes - Clark, Young, Klumpp, Gamel, Scheffler Nays - Resolution Passed RESOLUTION 420-019 - APPOINT COMMITTEE TO DRAFT CEMETERY POLICY MOVED by Councilperson Klumpp, seconded by Councilperson Gamel RESOLVED, that the Town Board hereby appoints Rosemarie Tucker, Michael Perkins, and April Scheffler as a committee to draft a Town -owned cemetery police and make recommendations to the Town Board.
