Discussion took place on the fire and burglary alarm system for the building and the possibility of going
with a different monitoring company because of the continual rise in price with the current company. It
was decided that Councilperson Gamel would continue to research the issue.
A late bill for annual dues to the New York State Highway Association had come in after the abstract was
finished and Supervisor Scheffler asked that it be added. Consensus was to add this bill.

It was noted that the amounts for Peruville and McLean Lighting Districts were higher this month because
the cost of the streetlight conversion to LED lighting was included in this month's charges.

W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review.
Councilperson Clark - Asked whether the junk car situation was under control. Mr. Fritz said there
were quite a few unregistered cars out there but that he usually goes after the people with the most or if he

receives a complaint. Councilperson Clark mentioned a property on Cortland Road and Mr. Fritz said he
would drive by and see what is going on.
Councilperson Gamel - Asked about the Drain Brain business located on Cortland Road and said that
originally he was supposed to have a fence to hide the port -a -potties that are stored there and he has never
put the fence up. Mr. Fritz said he would check on it.
Michael Perkins, Highway Superintendent - He has hired Gerald Willis as the seasonal worker. He has
been mowing roadsides and helping wherever needed. He and Ben Nelson, the highway mechanic, spoke
to the Board about fleet maintenance software that they would like to purchase. Mr. Nelson has been
using it as a trial and feels that it would be very beneficial in tracking the maintenance of the machinery,
inventory stock, keep track of costs, etc. Mr. Perkins also presented a list of obsolete and unused
machinery that he would like to auction off.
RESOLUTION #19-073 - PURCHASE SOFTWARE FOR HIGHWAY DEPARTMENT

RESOLVED, that the Town Board hereby approves the purchase of "Fleet Maintenance Pro" for use by
the Highway Departments in the amount of #1,495.00.

RESOLUTION #19-074 - LIST MACHINERY ON AUCTIONS INTERNATIONAL

RESOLVED, that the Town Board hereby authorizes the Highway Superintendent to list the following
pieces of machinery for sale on Auctions International:

April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's
review. She has Logan Klumpp as a summer youth worker and they are sorting court records for purging
and storage. Next month will be the Verne Morton Photography Show.
Francis Casullo, Attorney for the Town - Had nothing to report.
John J. Norman and A. D. Dawson, Town Justices - Were not present but had submitted monthly
reports for the Board's review.

Councilperson Crystal Young as Representative to Joint Youth Program - The Tompkins County
Recreation Partnership Board Meeting was held on June 25th to review budget for 2020. The budget was
approved by a majority vote with a 2% increase. Program adjustments were made to keep increase low.
Groton's Youth Partnership contribution will be $680.00. Next meeting is October 22nd. The Groton
Joint Recreation Committee did not have a meeting, but communicated by email. Summer programs are
going well so far and many camps are full. The new slide will be going in soon at the pool. The new
Director is doing a nice job so far! Joe Manning is running the boys summer league basketball program
again this summer and the new Varsity boy's coach is helping. Concerts begin this week at the Legion.
Groton Community Night is August 6th from 5:30-8:30 at Sykes Park. Labor Day Run will be held
September 2nd. Fall Youth Soccer, Cheer and Football information can be found in the summer booklet.
Ben Nelson, Fire Chief - The fireworks were last Friday. We upped the budget a little bit and I think it's
the best show that we've had in the 9 years I've been in the Department. The Vietnam Veterans Ride is
this weekend and we will be doing chicken speedies. Starting Monday is the Junior Firefighters Camp for
the week. Everyone is welcome to stop over. This year we're bringing in the airport crash truck on
Friday night. We'll be at the Community Night on August 6th. On July 4th there was a garage fire on
Groton City Road with pretty substantial losses. I meet with the fire investigator tomorrow.
Discussion took place on a Padavan Letter received from the Racker Center informing the Town that
they intend to develop and operate a community residence for people with developmental disabilities at
205 Chipman Corners Road. The law gives the Town 40 days to respond to the letter in one of three
ways: 1) Approve the site; 2) Suggest one or more suitable houses within the Town, which could
accommodate the community residence; or 3) Object to the establishment of the facility because to do so
would result in a concentration of community residential facilities in the area that would substantially
alter the character and nature of the neighborhood and community.

RESOLVED, that the Town Board hereby approves the Racker Center developing and operating a
community residence for people with developmental disabilities at 205 Chipman Corners Road.

Supervisor Scheffler had contacted other towns about their experiences with the Tompkins County Food
Scrap Program and had received high praise from everyone who responded. Discussion took place about
hosting a drop spot in Groton.
RESOLUTION #19-076 - HOST DROP SPOT FOR TOMPKINS COUNTY
FOOD SCRAP PROGRAM
MOVED by Councilperson Klumpp, seconded by Councilperson Clark
RESOLVED, that the Town Board will host a Drop Spot at the Town Hall for the Tompkins County
Food Scrap Program for a 6 -month trial period at the end of which, the program will be evaluated and a
decision made as to continue or not.

RESOLUTION #19-078 - APPROVE 2019 - 2020 SNOW AND ICE AGREEMENT
MOVED by Councilperson Gamel, seconded by Councilperson Young
RESOLVED, that the Town Board hereby approves the 2019 - 2020 Snow and Ice Agreement between
the Town of Groton and Tompkins County and authorizes the Supervisor and Highway Superintendent to
sign said agreement.
