HIGHWAY GARAGE ROOF REPLACEMENT

On June 26, 2019 the Town Board of the Town of Groton, NY held a Special Meeting to review bids for
replacement of the Highway Garage roof. The Town Supervisor has called this Special Meeting for the
purpose of revisiting bids received for the Highway Garage Roof Replacement due to the fact that an
additional bid had been received in a timely manner but had been not been picked up from the Post
Office. The Town Board will open this additional bid and review all bids again. Discussion will take
place on the bids. The Board may take certain actions concerning the bids and/or their resolution to use
funds from the Capitol Municipal Building Repair Account subject to Permissive Referendum.

The additional bid was received from Universal Builders General Contractors, Inc. and is attached as
follows:

NOTE: Contractor is advised that all square/linear footages and sheathing material sizes are estimated or
assumed and provided solely for Contractor's convenience and for payment purposes. Contractor shall investigate the
site and make actual determinations as to extent of materials, labor, supplies and incidentals necessary for a complete,
functioning and watertight roofing system.

BID - Pursuant to and in ompliance with the advertisement for bids and the instructions to bidders relating hereto, the
undersigned, as a bidder, proposes and agrees, if this proposal is accepted, to furnish the Town of Groton, New York,
the above-mentioned product(s) as required by the manner therein prescribed by the Purchaser prior to the opening of
bids.
Work shall begin no more than ten (10) calendar days from the execution of the Contract by the parties. The work shall
be completed within sixty (60) days from the execution of the Contract by the parties.

1. Remove existing multiple layers of roofing on low sloped areas of
building
2. Remove existing paint hood exhaust fan and frame in existing hole
3. Remove existing roof drain bodies
4. Install new roof drain bodies
5. install 4.5" base layer of poly ISO insulation board
6. Install 1/2" per foot tapered insulation system to direct all water to
drains
7. Install 1/4" denz deck to entire ISO board system for added life and
protection of ISO board
8. install new fully adhered .060 epdm over new deck system
9. Install all necessary edge metals and pipe flashings for a water
tight finish
10. Install new overflow scupper with down spout at end of building
11. Clean and remove all debris associated with job scope

All work is to be performed in a professional work manner. In the event of additional work
resulting in extra costs or changes to this agreement a change order will be prepared and
signed by both parties detailing alterations to the original project description before added
work can be completed.
All pricing and wage configuration is based upon NYS prevailing wage pay scale
UBGCI reserves the right to withdraw this proposal if not accepted within 30 days of the
above date.
Provide Versico 10 year labor and material warranty
Certificates of Workers Comp and Liability policies are available upon acceptance of proposal

The Board looked over the bid as well as the provided technical data bulletins for the materials that would
be used. The bid had been for complete tear -off and replacement of the roof for a total proposal of
$292,765.00. It was pointed out that this bid included only a 10 -year warranty opposed to the 20 -year on
the other bids. All of the Board Members agreed that the $292,765.00 was way more than they were
prepared to spend on the roof.
RESOLUTION #19-066 - RATIFY PREVIOUS RESOLUTION CONCERNING
BID FOR HIGHWAY GARAGE ROOF REPLACEMENT
MOVED by Councilperson Young, seconded by Supervisor Scheffler
WHEREAS, the Town Board, on June 26, 2019, reviewed and compared bids for the replacement of the
Highway Garage roof from AB Construction & Roofing, Inc. and J&B Installations, Inc., and
WHEREAS, the Town Board has reviewed and considered the additional bid form Universal Builders
General Contractors, Inc., now therefore be it
RESOLVED, that the Town Board has determined that it is in the best interest of the Town to ratify
Resolution # 19-064, made on June 26, 2019, awarding the bid for replacement of the Highway Garage
roof to J&B Installations, Inc., in the amount of $74,000.00 as the lowest responsible bidder, and be it
further
RESOLVED, that said award is contingent upon the Town receiving all approvals necessary to use funds
from the Capital Municipal Building Repair Reserve Fund as required by the laws of the State of New
York.
