PUBLIC HEARING Alan Wilkinson, Applicant/ Reputed Owner - 974 Peruville Road - TM #35.-1-25.2 - Proposed Storage Units (Reference is made to the 19 March 2019 Minutes of this Board for additional information regarding this application.) The Public Hearing was opened at 7:30 p.m. by Chairman Mark Baxendell; the Board Secretary read aloud the Legal Notice as duly published. Proof of Publication has been placed on file for the record. Chairman Baxendell recognized Engineer Scott Gibson representing the applicant's engineer, Tim Buhl who was out of town. Mr. Gibson explained to everyone present that the applicant was seeking approval of modifications to a previously approved application for a proposed self -storage facility. He stated the plan has been modified to address some drainage deficiencies, and will be constructed in three phases, as shown. He showed the modified plan which indicated a pond had been added and the proposed storage units had been repositioned. Chairman Baxendell asked if there was anyone present who wished to comment on the application; there were, as follows: Brian Belcher - 1016 Peruville Road - Stated he was a climatologist at Cornell University. Asked what was magnitude of storm considered in the Stormwater Pollution Prevention Plan calculations. Engineer Gibson replied one to ten, and one -hundred year storms, as required by the State (precip.net). Calculations revealed 5.59 in. for a 100 -year storm. Mr. Belcher said he had critiqued the subject site and was happy with what's being proposed, but he recommended the use of the most up-to-date data. Alan Wilkinson, Applicant - Explained the previous design by his first engineer, compared with the new design by Engineer Buhl which is much more efficient. With everyone heard who wished to be heard, Chairman Baxendell closed the Public Hearing at 7:45 p.m. Page 1 of 3 (T) Groton Planning Board Minutes of Public Hearing & Special Meeting 4 April 2019 REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:45 p.m. APPROVAL OF MINUTES — 21 MARCH 2019 A motion was made by Member Ed Neuhauser to approve the Minutes of the 21 March 2019 Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney Hahn, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Neuhauser Member Maloney Hahn Absent: Member Clark Member Brockway Motion carried. This becomes Action #10 of 2019. OLD BUSINESS Alan Wilkinson, Applicant/ Reputed Owner - 974 Peruville Road - TM #35.-1-25.2 - Proposed Storage Units Chairman Baxendell asked Mr. Gibson about the lines appearing only on Phase 3 of the Site Plan: contours?? Mr. Gibson stated he would attempt to text Engineer Buhl to see if he could get clarification of the lines in question. The development sequences shown on the drawing were discussed. Items 1 and 2 were "not a problem." Item 3, as clarified by the applicant, was given because he did not have the funds to do all four buildings at one time. CEO Rick Fritz stated this was satisfactory, as long as a permit is obtained for each building. He also stated the grading should be completed for each phase first before any building is constructed. After texting Mr. Buhl, Mr. Gibson explained the drainage in Phase 3 that was questioned by the Board. With no further discussion, a motion was made by Member Maloney Hahn that the Town of Groton Planning Board declares itself Lead Agency under SEQRA for the proposed Route 34B Self Storage. The motion was seconded by Member Brockway, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Neuhauser Member Maloney Hahn Absent: Member Clark Member Brockway Motion carried. This becomes Action #I I of 2019. Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. Page 2 of 3 (T) Groton Planning Board Minutes of Public Hearing & Special Meeting 4 April 2019 A motion was then made by Member Monica Carey that, based on the information and analysis of the SEQR concerning this application for a proposed storage facility, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Neuhauser Absent: Member Clark Member Maloney Hahn Member Brockway Motion carried. This becomes Action # 12 of 2019. A motion was then made by Member Brockway to approve the Final Site Plan dated 11 March 2019, as submitted, conditioned upon the grading of each phase being completed before buildings for that phase are constructed.. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Neuhauser Absent: Member Clark Member Maloney Hahn Member Brockway Motion carried. This becomes Action # 13 of 2019. ADJOURNMENT At 8:12 p.m., a motion was made by Member Neuhauser to adjourn the meeting.
