W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly and annual reports for the Board's
review. Almost done with all the Life Safety Inspections, only two left. We did the very first Exempt
Subdivision application and the applicant had his map stamped within a week of applying. It worked out
pretty good. Our annual report to the State will be completed and uploaded to the site this week.
Michael Perkins, Highway Superintendent - I don't really have much to say. I'm looking forward to
coming onboard. My hat's off to Rick and the crew. I think they are doing a wonderful job. I will
officially be onboard here after the 18th of this month.
Councilperson Gamel - I'd just like to say congratulations to Mike and what a great job the guys have
done in kind of a crappy situation and the transition. It's gone fairly smoothly for all the headaches you
guys have had to go through. We're very happy.
Supervisor Scheffler - Today we had a few snags and the guys were just super. They knew what to do,
they got it done, and we're glad Ellard is okay.
April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly and annual reports for the
Board's review. We've been busy with taxes, and the vouchers today. Robin and I are both here to help
with the Highway if you guys need anything from us.
Francis Casullo, Attorney for the Town - Was not present.
John J. Norman and A. D. Dawson, Town Justices - Were not present.
Councilperson Crystal Young as Representative to Joint Youth Program - Tompkins County
Recreation Partnership Board meeting was held on December 18th at the Ithaca Youth Bureau.
Nomination of officers for 2019 was held and all officers were unanimously approved. By -Laws were
reviewed and unanimously approved by Board. 2019 Meeting Schedule was distributed and the next
meeting will be February 26th. Groton Youth Commission Meeting was held on January 2, 2019.
Information was distributed on the STEM Workshop being presented by Cornell University on January
16th. STEM incorporates Science, Technology, Engineering and Math activities into programming.
Registration deadline January 9th. Also distributed was information on SAFETALK training — Suicide
Alertness for Everyone — presented by Tompkins County Youth Services on February 13th. Registration
deadline February 9th. Laughter Yoga will be held at the Library on January 14th at 11:00 a.m. All
welcome! Next meeting will be February 6, 2019. Groton Joint Recreation Committee Meeting was held
today, January 8, 2019. Youth basketball is in their travel season. They are still looking for a couch for
the 5th grade boys. Wrestling begins in February. Cabin Fever is March 2nd at the high school. Planning
is still taking place for that but they have a lot of activities and events that will be held that day. Grants
were awarded for Summer Concert Series in the amount of $900.00 and for the Cabin Fever event in the
amount of $1,000.00.
Glenn Morey, County Legislator - Happy New Year everyone, it's going to be a great year ahead of us.
I'd also like to extend a welcome to Mike. Good luck to you and your endeavors. I'm in-between
committees right now because Martha Robertson was named Chair, so I won't be assigned until next
week. But most likely I'll be sitting on the Facilities & Infrastructure, the Budget, Personnel, and a new
one called Government Operations.
Ben Nelson, Groton Fire Chief - Handed out the 2018 Annual Report. They had 816 ambulance calls
and 126 fire calls. The report compares calls for fire calls back to 2006 and the ambulance back to 1980.
Our losses have gone down and our call volume has gone up. We only had three real structure fires this
year. This also shows mutual aid to every which -way, with mostly Dryden being the big winners this
year. I think we were there 13 times. I think there was around 39 calls out of the over 800 calls that had
to be handled by Dryden, TLC, Bangs, or 4 -Town. Most of those calls were taken by them because it was
our second or third call and our rig was already out with other patients. We have reached that 5% number
of calls we are unable to take and I think we're closer to the 2% range. Eight days into 2019 and we're

already up to 25 calls. We had our annual elections. For 2019 - Chief is myself, Deputy Chief is Rick
Neville, Jr., 1St Assistant Chief is Rod Gallenger, 2nd Assistant Chief is Eric DeForrest, and 3rd Assistant
Chief is Jamie Babcock. We will be sworn in next Saturday at our banquet.
RESOLUTION #19-015 - APPROVE CONTRACT WITH MEALS ON WHEELS

RESOLVED, that the Town Board hereby approves the 2019 Contract between the Town of Groton and
Foodnet Meals on Wheels for the provision of meal services to the elderly residents of the Town in the
amount of $5,300.00.

Privilege of the Floor:
Erich Satterly, Deputy Highway Superintendent - I just want to thank April. She's been helping us out
quite a bit with inside stuff. She has offered her services and we have taken it. And I would like to thank
the County today. We had an incident and there was sand and salt that was next to Peg Mill Creek and
they were up here and cleaned it up. That was very nice of them, because we didn't know how we were
going to get it out of there without tearing the lawn up more. They even fixed the lawn. They worked
with us well and they would still like to continue working with us and get into some shared services. We
have a little problem with our clothing. We have two contracts now: we have Cintas and Unifirst. The
Cintas contract goes until 2022 and Unifirst was supposed to come the other day but I said let's put the
brakes on. She called me and there is a signed contract with Unifirst, but I think the former Deputy
signed the contract. Was he authorized to sign the contract or was it supposed to be the Highway
Superintendent?
Supervisor Scheffler - It would depend whether the Superintendent told him to because he works at the
orders of the Highway Superintendent.
Mr. Satterly - I don't know why he would tell the Deputy to sign it when he had signed the one with
Cintas until 2022.
The Board thought they should have the attorney look at the situation.
Mr. Satterly - I don't think it's fair to us. I'll talk to the driver on Friday because he has not been taking
care of us at all. Our wives and girlfriends have been washing our clothes. He's not bringing them back.
If you put in five pairs, you might get one back. It's a problem. The bill says some guys got shirts and
I'm down for 11 shirts but I never got any. They are charging for them and we never had them. The
fellows that just left, if they don't turn in their clothes, the Town will be charged for them.
The Board said they would have the attorney check.

Mr. Satterly - And I will say, you can get all the training you want for plowing snow, but ice...... it's
nerve wracking.
Supervisor Scheffler - I want to thank you for stepping in and helping out, and all the guys have been
super.
Mr. Satterly - For what's been going on, we're doing pretty good.
Councilperson Jackson - You're doing fantastic.

There being no further business, Councilperson Gamel moved to adjourn, seconded by Councilperson
Young, at 8:08 pm. Unanimous.
Supervisor Scheffler remembered that the Town Justices had requested to encumber funds from the 2018
Budget, so immediately reconvened the meeting. The funds in question are part of the grant that the
Court had received for installation of security items. Additional cameras have been ordered and will be
installed in 2019. The Bookkeeper explained that he would be able to do a simple transfer of the grant
funds at the February meeting.
With the issue settled, and there being no further business and Councilperson Gamel moved to adjourn,
seconded by Councilperson Jackson, at 8:11 pm. Unanimous.
