REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Mark Baxendell at 7:30 p.m.
APPROVAL OF MINUTES — 16 AUGUST 2018
A motion was made by Member Monica Carey to approve the Minutes of the 16 August 2018
Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney
Hahn, with the vote recorded as follows:
Ayes: Chair Baxendell Nays: None
Member Carey
Member Clark
Member Neuhauser
Member Maloney Hahn
Member Brockway Absent: Member Milliman
Motion carried.
This becomes Action #51 of 2018.
OLD BUSINESS - NONE
NEW BUSINESS
Christine A. Darling, Applicant/ Reputed Owner - 525 Salt Road - TM #27.-1-25.12 - Minor
Subdivision
Chairman Baxendell recognized the applicant who was seeking approval of a minor subdivision as
shown on a sketch and aerial photo accompanying the application. She also showed a survey map of
the proposed 7.9± -acre property, subdivided into two lots.

With no further discussion, a motion was made by Member Leon Brockway, Jr., that the Town of
Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was
seconded by Member Ed Neuhauser, with the vote recorded as follows:
Ayes: Chairman Baxendell Nays: None

Member Clark
Member Neuhauser
Member Maloney Hahn
Member Brockway Absent: Member Milliman
Motion carried.
This becomes Action #52 of 2018.
Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Barbara Clark that, based on the information and analysis
of the SEQR concerning this application, the Town of Groton Planning Board has determined
that the proposed action will not result in any significant adverse environmental impact,
resulting in a Negative Declaration. The motion was seconded by Member Neuhauser, with the
vote recorded as follows:
Motion carried.

This becomes Action #53 of 2018.
A motion was then made by Member Maloney Hahn to waive the public hearing and approve the
Minor Subdivision as requested. The motion was seconded by Member Brockway, with the vote
recorded as follows:

Motion carried.

OTHER BUSINESS
General Municipal Law Section 239
Chairman Baxendell commented on the 17 September 2018 email from Scott Doyle, Associate
Planner, Tompkins County Department of Planning & Sustainability, offering to attend a meeting to
answer any questions or receive any feedback about their completion of the County's first "239
Review Guide." Chair Baxendell stated he would like to have this as a training session for this Board
and the Town's ZBA. Dates were discussed, and it was decided to do this after one of the Planning
Board's regular meetings: October 18tH, November 15tH, or December 19tH.

ADJOURNMENT
At 7:45 p.m., a motion was made by Member Maloney Hahn to adjourn the meeting. The motion was
seconded by Member Brockway, with all members present voting in favor.
