Moved by Mr . Rankin , seconded by Mr . Carey , that the minutes of March 8 be
approved as mailed . Ayes - Sovocool , Rankin , VanBenschoten , Carey , Robinson .
Highway Fund Claim Nos . 96 - 127 in the amount of $ 101143041 and. General Fund
Claims Nos . 88 - 107 * in the amount of $ 1 , 698 . 02 were presented for audit .
Mr . Carey moved that the 'Dills be paid and the clerk instructed to draw warrant
for them . Seconded by Mr . Sovocool . Ayes - Sovocool , Rankin , VanBenschoten ,
Carey , Robinson .
Frank Carey reported on Tompkins County Transportation projects . Three are
under way - - Bus between East Ithaca Sector , Cornell , Judd Falls Road and.
Cayuga Heights ; Tomtran - Ithaca to Cortland to serve BOCES and TC3 . Trying
to get funding for five buses . Don ' t know whether they will come to Groton
or not . Will check into . The third and most important project - - they are
in the process of developing East Ithaca Connector Line to Pine Tree Road ,
Judd Falls , Route 366 , Varna and, then across to Route 13 . They are trying to
get financing for that .
Phil Shurtleff reported Town of Ithaca has agreed to fund cereal maps for
proposed East Ithaca Connector Line . County will pick up portion of cost .
Topographical work will begin next week . McLean Bridge has been opened to
traffic . Bill Mobbs will talk with State about Route 38 culvert being caved
in by the Trailer Park ,
Supervisor Robinson will be attending a Financial Management System Seminar
in Binghamton on April 21st .
Leland Cornelius and Teresa Robinson attended CHI:k'S meeting in Montour Falls .
Bookkeeping procedures for roads were discussed . `

Wayne Hall , Manager , American Community Cablevision , was present to inform
Board and residents of Route 38 , Old, Stage Road and Chipmans Corners Road
of a pro -rated construction cost for Cable TV to be extended to them .
Estimated project cost ( }ligh ) $ 29 , 569 . 32 and ( Low ) $ 22 , 969 . 32 . If there
are 3O subscribers , the high pro rata share is $ 574 . 96 and the low $446 , 62 .
This covers 2 . 06 miles from Route 222 around the triangle . Residents
objected to paying for trunk line along Cayuga Street in the ,pillage .
Mr . Hall explained that the line in place is only a feeder line to Trailer
Park and is not sufficient to handle line extension to triangle . Mr . Hall ,
Mr . Shurtliff , Mr . Titzgerald and Mrs . Robinson will meet on April 28th or
29th to discuss project .
Annual 'road inspection was set for Monday , April 19 at 10 : 00 A . M .
On Wednesday night the Planning Board , Atty . Jack Fitzgerald and Teresa
Robinson met to go over legal points of zoning more than substance of the •
law . Board discussed adopting as a Local Law instead of Ordinance and
publish reasonable summary . Clerk will look into cost of publishing .
Photocopies of ordinance will be given to Each board member next week .
Moved by Mr . Rankin , seconded by fir . Sovocool , to hold public hearing on
proposed zoning ordinance amendments on May 10 , 1982 at 8@00 P . M . at the
Town Hall , Groton , N . Y . Ayes - Sovocool , Rankin , VanBenschoten , Carey ,
Robinson .
There being no further business , Mr . Rankin moved to adjourn meeting ,
seconded by Mr . VanBenschoten at 9 : 50 P . M . Ayes - Sovocool , Rankin ,

Mr . Rankin moved that minutes of April 12 be approved as mailed . Seconded

Phil Shurtliff reported there was a vacancy on the Environmental Management
Council . Lyle Raymond was appointed previously to represent the town . •
Official notification of the appointment will be mailed. to the county .
Gypsy moth is the main county problem right now . Mr . Shurtliff asked
Leland. Cornelius to accompany him and Mr . Mobbs on a tour of Groton on
Wednesday , May 12 at 1 : 00 P . M .
Hazel Hunter was present on behalf' of the Senior Citizens to thank the Town
Board for their generous donations that made it possible for the Senior
Citizens to go on bus trips . These trips are enjoyed by 70 - 75 people .
Mrs . Hunter .Mans to resign as of December 1982 .
Wayne Hall , Manager of American Community Cablevision , spoke to board and
Route 38 residents regarding Cable TV Line Extension . Area lies within
village 6/ 10 of a mile . Footages are correct - - did follow pole line when
measuring total length of 1 . 48 milt es . He had prepared some options for
consideration : 1 ) spread cost evenly over entire towns 2 ) low rate 26 . 72
and high side 34 . 92 - - simple payback analysis with project payoff in three
years or 20 . 06 and 26 . 00 in four years ; 3 } spread whole thing over entire
town - Present rate $6 . 00 - - extra to all subscribers would be $4 . 411
